Okay I've tried everything to rid my phone of the voicemail icon issue. Currently using Golden Eye MJ7 version for my AT&T S4
I've Tried:
-Calling the voicemail and checking my messages (no messages)
First of all my voicemail sounds different and can't get back to stock AT&T Voicemail-Deleting Phone Data from the Apps Settings page in App Manager
-Calling from another phone and leaving a message
-Deleting that message I just created
-Restarting my phone
-Wiping Cache and Dalvik
-Calling ##004# to restore everything to its original settings (didn't work)
I had that happen long time ago. Can't remember if calling carrier fixed it or deleting apk and re-installing?
Did you Google it yet, seems I found some stuff that way too--
That happened to me once, I ended up calling AT&T from a different phone and they reset something and it went away
Call ATT and have them reset your voicemailbox. I tried everything in the xda forums and my icon would not go away until I finally called and had it reset and in 2 seconds the icon was gone.
Call ur number and leave a voicemail. Then check it. Worked for me the few times it happened.

Hi all, I have a persistent voicemail notification on my phone tile thatvwont go away despite not having any unheard voicemail. It's going on 2 weeks now and I have not found anything that gets rid of it.
The phone is my daily driver on my work sim so its stock att mango update and not unlocked. I've held off doing much with it since I have an hd2 I use for testing the latest and greatest.
Any suggestions (other than a factory reset) will be appreciated.

leave yourself a few voicemails and then delete them. I had this same issue happen to me. for some reason my phone was registering that I had a voicemail even though i didn't have any so it continually tryed to say I had one. So, I left myself a couple voicemails so that the count would be up, soft reset my phone, and checked my voicemail deleting them all. Hope it works for you. I know I did it without a factory reset; so if you don't get it intially don't wipe it out yet.

Thanks siralex, I've had other voicemails and tried creating a few to clear it but the combination of multiple voicemails with a reset before clearing them has done the trick. Thanks

I know I saw someone mention this either on here or another forum, but I'll be damned if I can find the solution.
I'm on T-Mobile's 100 minute plan and disabled carrier voicemail long ago. After moving everything over to my Nexus 4 yesterday I've been getting a persistent new voicemail notification. Of course it can't find my mailbox when it calls voicemail; it doesn't exist.
I can't see any way of clearing this. Anyone else run into this?

I had to call my T-Mo Voicemail leave a message, give it about 5 minutes. Hit the icon so it calls the voicemail then delete the one I made. Then switched to Google Voice lol. If you don't know your voicemail number, call your number from your phone. Assuming you didn't change any settings it should take you directly to T-Mo voicemail.

Well that's the rub. I called T-Mobile long ago and had them turn off voicemail altogether. I use Google Voice exclusively.
Edit: I should mention that it did this on both the stock ROM and CM10.1, though on CM it didn't start until after I rebooted the first time.
I had the same problem and I also had this problem with my Galaxy Nexus. The solution I found on both phones was that as soon as I rooted and flashed a new ROM I immediately installed Google Voice after performing the initial setup (before doing anything else). On both phones this prevented that persistent notification from ever returning.
Many others had this problem on the Gnex as well and all agreed that this solution worked.

So once it's there I'm kind of out of luck? Do I have to do a factory wipe and reflash CM10 for a chance at getting rid of it?
Go to your google voice account on a computer and mark EVERY voicemail that is not marked as read, read.
Solves your problem.

I haven't had any GV voicemails at all since powering on the Nexus 4 for the first time, either old ones or new.
I did change the voicemail setting to Google Voice in dialer settings then cleared data on the dialer app. That made it disappear... for now.

I had exactly the same problem after swapping SIM card to my nexus. My voicemail was disabled. Every time I call it I was forced to press * key and enter 10 digit number. I had to call T-Mobile to solve notification icon problem. They set up my voicemail again and left a message. After that I called and listened it, so the problem is gone now. Hope this will help you

Wipe cache and dalvik cache then fix permissions. After rebooting I bet it will be gone.
OP, any luck getting this sorted? I got an N4 for Christmas and I'm seeing the same thing as you.
I'm on the $30 prepaid plan, and had previously disabled my T-Mobile voicemail. Once I got a new micro SIM and popped it in my new phone, I received the persistent voicemail indicator. I called T-Mobile on Monday and all I could get them to do was to "create a report" of my issue - even after I suggested that they re-enable my voicemail to let me leave and clear a message. I'll try calling today to see if I have better luck stumbling across the magical combination of words to get them to do what I want, but figured I'd check in and see what sort of success you may have had.
I have the same issue, I am on Fido (Canada). I have the persistent icon every-time my phone reboots... I do have a voice mail, and I have no messages on it. I even tried calling myself from another phone, leaving a message and using my N4 to delete it, but it still there and persistent. I don't recall having that issue on my previous phone... (Gnexus)
I've also noticed that if gapps aren't flashed, the icon isn't there...the moment I flash google apps...it appears..
Any solution would be highly appreciated...
I've ran into this a few times and it's not always google voice, sometimes it's your carrier voice mail, you can also try setting your phone back to carrier voicemail, calling and leaving a message and then deleting it. It's fixed an issue on my work phone a few times.

Quick follow-up: My second attempt with T-Mobile support was much more successful. Within about ten minutes I had gotten my voicemail turned back on, a test message cleared (along with the notification), and the voicemail service disabled again.
From some reading around the web, it seems that new SIM card activations with T-Mobile default the Message Waiting Indicator (MWI) to On, I guess in an attempt to get you to set up your voicemail service ASAP. They unfortunately didn't have the foresight to automatically disable that if the SIM is activated on an existing line with no voicemail service. Oh well, that was easy enough to fix
I'm topping this thread because it's the first one that popped up in my Google search on how to resolve my issue.
AT&T Galaxy S4
Google Voice voicemail
Just got my phone in and I didn't set up the voicemail properly I guess.
Got a notification of a new voicemail.
The message wouldn't go away.
When I dialed the number it told me to dial, that just went to my Google voicemail which said there were no new voicemails.
I tried a BUNCH of things. Here is what finally worked for me.
1) I went to https://www.google.com/voice
2) I disabled my Google Voice on my phone from that link.
3) Rebooted my phone.
4) Now when I called my voicemail, it went to my AT&T voicemail instead of Google.
5) From there, I was able to delete my voicemails.
6) Then I re-enabled Google Voicemail on my phone from the link above and now all is good again. No more notifications that don't go away.
This thread was a huge help in me troubleshooting the problem.

Hate to resurrect an old thread but go to your dialer and clear data/cache and the notification will go away.

Do you mean in Settings / Application Data?
I tried that and it did not clear the indicator.
I needed to call T-Mobile, have voicemail turned back on, clear the indicator, and then call back and have them disable my voicemail service again so my calls would be redirected to my GVoice mailbox.
You should cancel it at your mobile operator. I had the same problem

Hello,
I am not sure where the issue is, but I decided to ask here prior to calling my provider.. (Fido).
I have visual voice mail plus (don't think that's the issue), and I got the Nexus 4 a few days ago and since then I noticed that the voicemail icon is always there even though I have no voice mails.
I found a workaround, which kind of tells me that the issue is not with fido but with the app.
If I clear data on the phone app, the voicemail icon disappears till I reboot the phone, then its back again...
I tried calling and leaving messages after clearing data, and it works nicely, the icon shows up, I delete vm, it disappears, on reboot..its back again...ugh.
Any ideas? thanks!
I am rooted and have SS installed.
Just last week, my VM symbol showed up. I use google voice and have been for a few years now. It was the stock VM symbol. So, I listened to my messages in stock (not GV) and deleted them. The symbol still stuck. I removed the battery and restated, still nothing. I even went into the phone app and force stopped the phone app. The icon went away on my status bar for a few hours, then it reappeared!
Its just frustrating.....normally I would just put a piece of black electrical tape over whatever was bothering me.....this...well, I can't.
I have searched several forums and there used to be a setting somewhere that would just clear the notifications.
I have not changed anything with my stock VM or GV settings in years.
Not sure why this is happening all of a sudden.
Thanks in advance

I tried that too. Strangely enough...I just re setup GV and it went away! Whew, it was making me nuts!!
Thanks for your help!
This happened to me on my Galaxy Nexus. Ended up having to call verizon to have them reset my voicemail. I also use google voice.
It's doing it again every time I power down my phone and turn it back on, the dang icon is back in my status bar. I force close the phone app and it goes away. Looks like I'm going to call Verizon. Thanks

I'm having the same issue, it just happened to me today and I have google voice as well. I can't even get into my stock voicemail inbox. When I call the stock voicemail it goes to my google voice recording.
Have u found a fix? And why is this all of a sudden happening to us around the same time?
I wish I could say I have found a fix....... I just force close the phone app every time I reboot.

Yeah every time I reboot it reappears.
Strangely enough this exact thing happened to me yesterday. I resolved the problem by:
Change VM provider in phone settings back to Verizon VM.
Open voicemail app and (if available) sign up for the visual VM demo (or call the VM number, you should be able to get in now).
You should have one or more VM's in the stock system, make sure they are all marked as read, notification should go away.
Switch your BM provider back to Google Voice and now you should be good to go.
If you signed up for the Visual VM demo, you can cancel it now.
This has worked for me so far, rebooted multiple times and the notification has yet to return.

Wow that actually worked, thank you so much. What is weird is that I did have a voicemail from yesterday that went to the stock app, not google voice which is strange. What caused it to do that?
I am using the G4 Play on Sprint. Everything is working well except for the voicemail icon. The icon will appear when I don't even have any voicemails. I have tried to call into my phone, leave a voicemail hoping that the icon will go away after I have listened to it, but that does not work. Clearing the data on the Phone Services app will work temporarily, but if I restart the phone, update the PRL, update device config, the icon will come back. Any suggestions on resolving this issue will be appreciated. Thanks!
No luck yet. I have spoken to a few Sprint reps. Went through some troubleshooting to no avail. A service ticket has been opened. Here are some things that I have tried:
Sprint has reset my voicemail. That did not work. Re provisioning my account, whatever that means. The voicemail icon returned after reboot.
Booted into safe mode. Icon still remains.
Left myself a voicemail, listening to it, then deleting it. That works, then after reboot or PRL update the icon returns.
Clearing the data and cache on the Phone Services app. That works, but the icon returns after reboot.
There is still no resolution. I have noticed that if there is more than one voicemail and I restart the phone, update the PRL, the voicemail notification will only show 1 message. This is becoming very frustrating.
I forgot to mention that I did do a factory reset and the issue still remains.
My issue has been resolved. As I said before a service ticket was opened. I spoke with a higher up technical service rep, and they noticed some sort of erroneous voicemail message that was triggering my voicemail notification. I thought this was already done before, but they removed the voicemail service from my account and removed that erroneous voicemail that was on the back end. Then they re added voicemail to my account. I rebooted my phone, set up my voicemail again. I rebooted my phone a few times, and updated my PRL a few times to verify that the notification would not come back. Whatever Sprint did to fix it, they fixed it. The advice I would give anyone with this issue is to call Sprint and have them generate a service ticket to move it up the chain. Clearing app caches, leaving yourself voicemails then deleting them, and doing factory resets is only a temporary solution. I hope this helps to anyone with this problem.
