Please elaborate your problem.
And give some details about the device unlocked,using custorm rom or stock rom , variant of device etc.
Only then i am able to help you.

I did flash correct rom, whats your phone problem?
Same problem as yours. Phone looks dead,no charge etc.
Can you tell mewhich rom you flash?

I thought our phone was supposed to have the 617 chipset but when I ran CPUID it says I have the snapdragon 615 chipset... Anyone else ran into this...
The 617 is based off the 615, but with a different clock speed and upgraded modem. CPUID is just detecting it incorrectly.

617 has a better overall modem;
More memory clock speed - 933MHz [615 has 800MHz];
Better eMMC 5.1 [615 has 4.51];
Bluetooth 4.1 [615 has 4.0];
quick charge 3.0 [615 has 2.0]
We all know that the Moto G4 Play, has a 64bit processor, which currently runs the system in 32bit mode. Will the device have enough power to run Android Nougat (or Marshmallow) in 64bit? Would you gain more performance? I think it has enough RAM.
Well all Moto products have this issue. It can only be fixed by Moto devs(though i read that some xda devs were able to do so but thats not official and some bugs are still there.) Moto has becoming quite disappointing since they released the update for N in Jan of 2018, after 1 and half year of N, and that to only brazil and some other countries. Lol, i dont know what are they trying to achieve with this.

I think if the devs who developed the 64-bit version for g4 (Athene) try, they may be able to create a stable kernel and ROM, but there are few devs for harpia
is the chipset and the kernel versions are related to each other ?
I have observed that phones using Snapdragon 617 chipset are you using the kernel version of 3.10 checked with Moto G4 Plus and on other phones like nubia , BlackBerry dtek, etc
while phones using Snapdragon 430 chipset are using kernel version 3.18.. for ex redmi 4, etc
so my question is kernel versions like 4.4 and other newer versions can't be developed by manufacturer or what? for Snapdragon 617 chipset

They are not at all related to each other. Even in high ended smartphone you will notice 3.18 or above. As it is the minimum requirement for oreo build to function.
They are updated by oems and are maintain by company and are updated via ota.
As lenovo owned Motorola has officially announced oreo for moto g4 plus. As a pain in **s they have to update kernel first(which takes hell amount of time) n then have to push oreo update.

If you're referring to Moto, not a chance. It's too much work to rework the kernel to a such a new version. I suspect that is the same reason there's a much higher delay around with phones that release with Oreo (very few at this time, even the OP5T comes with Nougat).
