Overclocking requires a custom kernel. Custom kernels require an unlocked bootloader, and I wouldn't hold my breath for that to happen with this phone. Sorry
Someone will try an flashed that an BRICK!! THERE DEVICE

Correct, setcpu allows stock kernel to go to 1.3 on interactive but setting it to performance it maxes at 1.2. You can always just change the kernel or overclock too

How?
Use custom rom as cm10 or aokp then use overclock kernel as Johnsel oc kernel (flash both) and then use setting/performance to overclock

no. use the custom kernels for made for this phone.
I just picked up my s4 the other day. I traded my iPhone 5 for it. So far the battery life has been atrocious. I'm running on the stock rom with root and regionlockaway so I can have my phone unlocked for tmobile. I'm running the mf3 update. Here's a screenshot of my battery usage. My brightness is generally all the way down or on auto.

If you can try out "wakelock detector" it can tell you why your phone isn't going to sleep. Perhaps you gave a rogue app?
Edit: betterbatterystats might be able to help too. It's fee for xda members I believe.
Also, you mentioned that your phone is new? Give it a couple more charge/discharge cycles to even out.

when i first got the phone, i ran stock TW but rooted with few xposed tweaks for a few weeks, battery life was... meh.. unplug at 7am and NEEDED to plug back in by 8 or 9PM.
when i went to a custom kernel, battery life improved greatly with stock speeds, and undervolting all steps.

Not sure about safestrap since I have an I337M.
The best answer I can give you about a kernel is to try them all. The best kernel is almost always subjective.

You can't install a custom kernel because you're on MF3 no exploit has been found to be able to bypass the bootloader or unlock it.

I am getting my first nexus 4 soon and I was very excited until I read about the throttling issue it has (or I'm calling it that) i like to game on
Phones and that's why I was planning on fixing it. But if it passes 39c it down clocks everything? If I get a custom kernel and rom will it prevent this? Quadrant scores are really low.. I just hope it performs good. Oh yeah when I am gaming on my HTC Droid incredible 4G Lte if will get 55c cpu and 50-55c battery. And my phone never change clocks. Thanks for any help.

I personally got horrible benchmarks on the N5 Experience. I run stock with Faux kernel with delvik and bionic tweaks. Also the Google now launcher. I installed xPosed frameworks and GravityBox to get all the same features as the other rom but still have incredible performance. Just my experience.
