I do not own a Nexus 7, but I am helping my friend with his N7 problems. The issues he is having were not present until he updated to 4.3.
The problems are:
-Will not connect to the computer through USB
-OS crashes when any option involving the USB is changed
-Will not display that it is charging when the tablet is plugged in and powered on, but it does charge. However it does display that it is charging with the device powered off.
If anyone knows a way to fix this, or at least be able to get into USB debugging without the OS crashing, please help! Thanks!
Bump.

You can always try to flash a factory image through fastboot, and you can transfer files to your PC with Airdroid to do a backup.

If you have plugged your Nexus 7 on a car charger, the usb might be dead and only be used for charging (and so unable to transfer new ROM data).
charging is fine...is it possible that I did not enable usb debugging before i wiped to factory reset that it would prevent me from connecting???
alright heres alil update i tried using WUGS toolkit and trying to unroot everything was going fine until it cannot find the flashstock.bat...now im back to square one. i cant find the flashstock.bat anywhere
I was having the same problem. It would see the camera mode, but not the mtp. I read in another thread to turn off debugging in settings. What do you know. It worked! Computer sees the tablet now just fine.:victory:
So I'm sending my phone back to Google, and I need to restore it to stock and lock the bootloader. The problem is when I connect my phone to my computer via usb, my computer doesn't recognize my Nexus. Although it charges it. I've tested out the usb cord on my s4 and that works perfect. I tried uninstalling and installing the drivers again. But all what I get on my computer is device not recognized. Any help would be greatly appreciated. Thanks in advance!

USB Debugging enabled?
On certain ROMS mine isn't recognized if IT is enabled.
I think mine has something to do with my USB Ports/Chipset, but when I shut of USB Debugging it appears.
I'm assuming its a driver issue. Try reinstalling them using this guide

I have tried many options. My Nexus died shortly after a KitKat update, but it may have been frazzled by a faulty car charger.
Cannot access recovery mode.
Cannot get PC to see ADB device
Would replacing the USB board help?
Out of warranty so willing to try almost anything.
Search for naked drivers and install them, then remove previous drivers from device manager and update.
And please provide as much info as possible about your setup before asking a question.

Hi, I was only ever stock. Unrooted, but had USB debugging.
I sideloaded KitKat when it came out and installed the Google Experience launcher. Received an OTA a day later that was only 1-2Mb.
The sideloading worked perfectly using the adb sideload kitkat.zip.
The evening after the OTA and the unit died. It is possible that it was a car charger, but I think highly unlikely as it never affected a Kindle or Xperia Z. But now I cannot get the PC to even see that the device is connected and neither can I get Recovery Mode to fully start. I select Recovery Mode and all I see is the Google logo. I have tried all sorts of button presses to get the android on its back with the red triangle. I may have missed something obvious so any suggestions would be a help.
Connect to wall charger if u cant get it to charge then it is ok,
try changing ur data cable that ur using to connect it to pc.
if ur tablet was not connected to charger when it dies then it is not the carger. OTA usually mess things up on modified/ rooted devices.
Hi, Thanks for the response.
I've tried all my cables. I can get the unit to charge no problem. It is just that I cannot get it to recover itself.
Powering on freezes on the Google logo and the CPU overheats like a really good overheating thing.
I go into the bootloader and if it doesn't freeze I can select all the various top level options. I have tried selecting Recovery mode and I cannot get that to work either. If I select Recovery mode and hit the power button it once again freezes on the Google logo. I have tried holding the volume up and pressing the power, but nothing happens. The only option I have is to power off again.
I had hoped that the nexus Root toolkit would help, but as it is never seen or recognized by the laptop I think I am totally screwed. I am thinking that my best hope is to sell it for spares. Unless there is a way of resetting the machine without a computer or being able to access recovery mode. I haven't seen anything like this.
Hi folks,
I've installed german update on my Note 4 and from that moment I cannot get my phone to be recognised on any computer (Mac, Windows). I tried with Kies, without it, using only Android File Transfer.
Nothing. Phone starts charging but nothing else is happeing.
Am I alone in this or is it common issue?
Cheers,
Ralph

Do you have the latest drivers of samsung ? Did you make full wipe when you updated to Lollipop ?
When you plug it up have you made sure it's in media mode and not camera mode?

My problem is, once cable is connected there's no message or option in notification panel. Just one vibration and charging starts.
There isn't an option in main setting either so setup usb behaviour.
R.
Bought new N6p 64gb
Updated it to latest version by OTA.
Now, i'm trying to connect it to PC (win7 ultimate) and it's not recognized.
Have also Nexus 5 that working great with MTP but the Nexus 6p won't no matter what I tried.
Enabled debugging, tried to install latest Google drivers... Everything.
Still, can't see it in Windows to unlock and root.
Spend two hours to figure out what is wrong. Windows says the mtp is installing but after few seconds gives me an error that it didn't install.
Help me please.

Did you select usb for mtp from the notification?
It's Android's issue!
Enable Developer Options!
& when plug OTG to phone, go to menu "Select USB Configuration" & 1st select Charging & Again select MTP mode!
You really won't believe it. After being frustrated with the N6p and opening this thread, I plugged the phone to pc with usb cable, shut it down and then booted into bootloader. PC recognized the phone as adb. After that I just powered on the phone normally (into the Android os) and waolla, PC recognized it right. Checked twice and both (N5 and N6p) working as supposed to be.
