There are about 3 threads on here for GW and T-Mobile, but none I can see specifically for at&t.
My issue is that GW is only working at Walgreens for me. I've tried it at Meijer, Toys R Us and McDonalds, all of which do take pay pass, and the app either doesn't work at all our won't go past the first tap. If I get to the first tap, it'll either stick on the spinning wheel or give me an error that it recognized the first tap but to have the cashier restart the transaction. Now, when I use it at Walgreens, it's fast and 100% working.
My GW is all set up and i can see all my cards, so it is working (to a point) technically. Any thoughts, ideas? Anyone else in my boat?

I'm not on AT&T but I'm starting to think this is a hardware issue. I had a problem similar to yours - I used GW to pay for something at a pharmacy, no probs. Day later, tried at a convenience store, didn't go through. Even tried twice. Since then, any time I open GW, I get stuck at the "spinning wheel" you mentioned.
Some people have no problems with GW on Tmo and AT&T, and some have problems.
Guys, gw does not require a data connection, or any connection for that matter. Here's how it works.
1)Registering your C.C. on GW.
2) GW actually links a different CC used by their company to your cc you have on your account
3) when you use it to pay, your phone is sending the linked (or made up company credit card that represents your personal card(on googles side) info through the terminal> goes to GW's company and from there they charge your personal card.
So really, everything is processed on googles side. No need for a connection.

I know that GW makes a dummy MC CC that gets charged at the terminal, but did not know that no data connection is needed. So then the problem is either bad software or faulty hardware. Since I can pay for things just fine at Walgreens, I'm guessing it's GW software then.

For those that use the Google Prepaid card portion of Wallet, Google has disabled provisioning for the time being.

"Second, we also take concrete actions to help protect our users. For example, to address an issue that could have allowed unauthorized use of an existing prepaid card balance if someone recovered a lost phone without a screen lock, tonight we temporarily disabled provisioning of prepaid cards. We took this step as a precaution until we issue a permanent fix soon"
This means you cannot add funds to your Google prepaid card (I found out first hand this morning), and I assume you won't have access to any balance that is currently on the card (I haven't confirmed this yet as I don't have a large enough balance to try to make a purchase).
It appears that you can use your current pre-paid balance for making a purchase, but you can't add funds to the account until Google re-enables provisioning.
"Cannot contact bank" soo stupid.
Verizon is probably behind this!?!
Verizon is not behind it, Google is worried about the security of the app that's why it has disabled the functionality of adding new funds. That number you should see where it currently says "can not contact bank'' is suppose to be your card number (similar to a credit card number). I assume a fix should be pushed this week.

It's fixed now. Google re-enabled provisioning last night. All is back to normal again. You can recharge and add prepaid cards again.
not mine
I've checked repeatedly throughout the day, continues to report that prepaid is unavailable at this time. please try again soon.

That's strange. I was able to access and add funds to my account this morning.

yeah it let me add funds too then promptly went back down "not available at this time" I am usually pretty understanding but I am starting to get a little frustrated.

I've tried at 3 different places to get Google wallet to work, but I get nothing. I put the tablet on the paypass station and I've tried it in every way possible and still get nothing. I've asked the cashiers and they're all useless and like wth is paypass and wallet. So, is there supposed to be something that indicates it takes it or what? All the places I've been have the wallet icon on it, but nothing.
I think I got my Google Wallet after I made a purchase at the PlayStore. Spend the $25 credit or use your own CC or whatever, and then after the purchase, the google wallet will appear.
I meant actually using it to pay in a store. I have the credit.
Did you activate NFC and is it working properly?
To check: hold your Mastercard or something else that has NFC chip behind your Nexus 7, if you hear a sound that means your NFC is active and working.
If not, your NFC chip might be broken.

I think my NFC is not working too. I put a NFC smart card behind my N7. I run an app that supposed to read the card's information. Nothing happens. Pretty sad
Worked fine for me when I made a purchase at McDonalds the same day I got my tablet. I don't think I even had to tap the paypass thing before it registered it
I just touched it, it beeped or whatever sound it makes and just hangs at authorizing transaction. The cashier was like oh you need to swipe it so I'm thinking it was something on their end because how am I supposed to swipe a tablet.
And I don't have a mastercard or any NFC to test it with.

Sometimes you have to ask the cashier to select credit.

I was at the AT&T store to pick up a new micro simcard for my new N4. The rep was about to give me the simcard when he suddenly asked if I had NFC. I said yes and he went and got a different card muttering something about extra security for Isis.
Later, I tried to set up Wallet but it just hung during initialization. When I took the simcard out, Wallet initialized fine. Put it back in, kaput.
Is AT&T actively disabling Wallet since they are promoting Isis or is it an inadvertant incompatibility. I plan to go back and demand a non-Isis card.

Whoa, that would be completely ridiculous. I took the micro SIM from my HTC One X, put it in my Nexus 4 and Wallet authorized fine (haven't used it yet). All it says is that I'm using an unsupported device because of root, but that doesn't change the functionality.
I had to go to at&t for a sim card as well however wallet works great for me. I use it every time I go grocery shopping.

I was really surprised that there really are two different sims now. I forgot to mention that I'm in Austin, one of two cities testing out Isis and there is a major push in the AT&T store for it.
I'll report back when I get my hands on the regular sim.
Before I start my rant, why don't you just cut the old one to size?
Funny how AT&T is shooting itself in the foot, again and again.
For dumbphones:
The dumbphone crowd have little loyalty towards att (mostly CDMA or MVNO). other than that, they usually have cheaper plans.
For iphones (neither smart nor dumb) :
The iphone crowd are leaving left and right (mostly to MVNOs), and now with the unlocking, and the new compatible towers, people are heading to T-Mobile.
For android phones:
Their slow updates and bloatware, causes people to dislike buying from them. The fact that they just quit updating, causes people to leave completely.
Now they are messing with the nexus? A phone that just needs service, not support, from them?
Good thing I threw my number at Google. I change providers any time I feel like it. Right now I'm thinking about trying net 10 <att>

I was in the area and thought I might as well get a new one. It's free and only took a few minutes. In hindsight, I should have just cut it and have a working Wallet.
what is the word on this? it is hard to find information. wallet was working fine on my gnex. i cut down the sim and slapped it in my nexus 4 and wallet doesn't work now. if at&t is disabling software on my phone that isn't harming them in any way, we should be writing letters to attorney generals and calling for arbitration.
After many months of no Wallet access, I decided to fire up the app again and this time everything is working well! I don't know when but Google must have either found a way around the ISIS sim card or fixed a bug. Hard to say at this point if AT&T was actively breaking the N4 NFC. Whatever it was, it's now working beautifully!

I've never had a problem with Google wallet on AT&T. But I do believe when the phone first came out an update to the app was needed to get it to work on any network. The update came out around the time of your first post. Here is an interesting article on Google Wallet and Verizon as Verizon does actively block it on their network.

Came from a galaxy nexus. Upon clicking the Setup Required button on my cards, it tries to process then Request Failed, try again. Does it for all 3 of my cards.

Join the club. I've been dealing with this exact issue with Google Wallet support (yes, oxymoron) for almost a month now. I've been through 3 support agents, who all eventually just stop replying to emails once they've exhausted their pre-canned suggestions. One even had the nerve to tell me it's "a device issue they are trying to resolve". However, once I reminded them that the issue spanned multiple devices and that there are hundreds of people with N4s that are using GW just fine, the stopped replying to emails.
I have to say, GW "support" is by far the worst support I have ever received (or not received as the case may be). I'll keep trying, I'll open 30 cases if I have to, whatever it takes to get an answer.
[Q] Problems with checkout, error "BM-CPE-13" order declined because of high risk.
Hello, im trying to buy the Nexus 6P frost of 64gbs but when I try to make the order system declines because of high-risk..
I've tried several times but still the same.

Thank you.
Nope. Mine went through just fine. Were you trying to do the payment plan? It sounds like your credit report came back bad.

I call the bank to verify is everything was ok and they told me that there's nothing to prevent the card for been charged, everything is ok in their systems and I have to comunicate with a Google officer to check what happends.
I dont know why this happends because I already bought an Nexus 5 long time ago with the same account, credit card, and using the same address.
Is kinda stupid you have to insist to make a purchase.

Remove the card from your wallet account and add it back again, then try ordering. That's what worked for me.

I don't think the Nexus phones are available for purchase yet in the Dominican Republic. Either Google recognizes you are on a VPN, or they see you are international trying to use a US-based card. Either way, I am happy to see Google being proactive with security.

As i said, I bought the Nexus 5 with the same account, card and country based.
Google is not being proactive with security if this "proactivity" doesn't allow you to make a purchase.
Banks already has their own security systems, so there's no reason why Google should be that kind of strict in payments options. They're losing business opportunities.
Ill figure out the way to buy it, then, Il post the solution. But I'm sure that I going to get it.
Even i ordered from outside the US and faced this issue several times. Try what i said.

This is what I did. I live in Jamaica but have a USA account with a US bank. I used a VPN on my laptop (hotspotshield) and I ordered using that card and shipped to a freight forwarding address in the USA and my order went through ok, I think I'm one of the first orders to go through too as I noticed the nexus 6 website ended with /nexus/6 so I had /nexus/6p on auto refresh which eventually went live and I ordered immediately.
