Alright so someone told me in order to get the $25 credit you have to put a credit card on your google account when you sign into the nexus 7. Is this true? Or do you just get the credit without needing a credit card?

I signed in with my gmail account and was instantly sent an email with the $25 credit. However, I had at least 2 credits on file with google from my other tablet purchases. So during the N7 setup, no I didn't have to enter credit card number if that's what your asking.

I'm 18, and I'm looking to purchase the Nexus 4, but I do not have a credit card. I don't want to ask my parents for their credit card so I was wondering whether or not I can purchase the phone using the Play Store gift cards?

From the google play gift card site:
"*Google Play gift cards cannot be redeemed for Android app subscriptions, magazine subscriptions, or hardware and accessory purchases. Refer to the Google Play Gift Card Terms and Conditions for more details. Content subject to availability by country."
You could go the prepaid visa or master-card route.
Better advice is for you to go to a bank or credit union and open a savings and a checking account. Get a debit card off your checking account and you can buy the phone with that. Look into a secured credit card as a possible way to build credit, at 18 you most likely have no credit history.
^ Yeah, Checkings and Savings accounts can be setup quickly. I opened up an account at Wells Fargo in 15-20 minutes with an employee and having a debit card is really nice for Amazon, Paypal, Google Play, and other online services. I'm 19.
Just give your parents cash and use their card. Or open a bank account.

Buy a green dot card at walmart. Most banks also offer something similar, a prepaid debit card to be used as a universal gift card. You could give your parents the money and have them buy the card from their bank for you. Or just set up a bank account, they're damn near necessary now days.

Are you guys sure it'll work with a prepaid credit card? Aren't they considered a "virtual credit card" as well?

Didn't see that bit. I'm going to guess that no they are not considered virtual credit cards. One of my banks does the virtual credit card, the way it works is if your about to make a purchase from a merchant you don't trust you can generate a one time use credit card number that only allows the amount you specify. They typically expire in 24hrs.

This is my first NFC device and I was doing some research and I finally managed to get it working on my N4 however it doesnt let me add my Canadian credit card address but says it needs an American one, google also stopped those prepaid credit cards so that's not an option I guess the only other thing I could do is buy an American Prepaid Credit card online but that'd be a huge waste of money as it involves two currency conversions.....
Anyways just wondering if anyone knows how to spoof my credit card address or even better any other NFC payment that will work in Canada - I like the idea since I only carry my drivers license and credit/debit card around (ive lost my wallet far too many times but strangely never my phone)
It seems google wallet will come out in 20 years in Canada at this rate..

Thanks for replying. So according to that link all I have to do is create some sort of combination of my current postal code and it'll work?

It's not illegal. It doesn't work in Canada with Canadian CCs. You can use American CCs or prepaid America CC with AVS.

I highly doubt American Prepaid Credit cards work.
I used to own a Galaxy Nexus. In the first round, I installed the Google wallet pack and was able to make purchases with the free $10. However, on trying to refill it, it would not work. I even bought a US American prepaid mastercard from usunlocked.com. I also changed the address on my Canadian credit card to an American address I receive mail at. None of these attempts work.
Then wallet changed so that you could add a card directly to your google wallet (no more need to refill the Google Prepaid card). However it seems you can't add an American prepaid card.
So far, nothing I have tried has worked.
I live in Belgium and we don't have the full play store, only apps. But I managed to buy a Nexus 4 in November through a VPN with a credit card and an American adress of a service that will ship US items to Belgium or the Netherlands.
Before that I also bought stuff like magazines, movies, music through VPN, both from UK and US play store. Never had any problems! Just used my creditcard and a random UK or US adress when I wanted to buy something from the US/UK play Store. Haven't bought a whole lot though.
But since a few days ago now when I want to buy something from whatever store Belgium/UK/US my payment can not be authorized and the orders get cancelled.
When I go to Wallet and check the the transactions it now says:
Google has cancelled your order. You won't be charged.
Reason: Other (describe below)
Comments from Google: "We have cancelled your order because your account is on hold."
My account is on hold... Buying things from foreign play stores while not living there is illegal or fraude and now it seems my account is up for review I guess. Am I in trouble? Legally? Is there something google can do?

Are you sure its not your credit card account that is on hold? Imho youre not in trouble with google, they cancelled your order. It never was charged.

They were charged and cancelled right after. My card works and is active.
Uh oh, just had this happen to me too. Same circumstance, VPN to access US play store outside US. Was even able to buy bumper from the play store. Today, tried buying swift key and got cancelled. Twice. Haven't gotten refunds yet.

Others had mentioned the same thing when trying to buy their phone when the credit card address did not match up to the shipping address. IIRC, one person fixed the issue quickly by changing their credit card address through that credit card company to their desired shipping address and the order went through.

Yeah, heard this as well, although for my case, both shipping and billing address are the same. I also previously received error messages, but those said payment declined, which I would assume is what would happen if the addresses don't match. But now, it says my account is on hold. I've even read people being asked to verify their accounts with passport and drivers licenses but I have not received any similar notification.

Just make a new account? I'm from Israel and I bought 2 Nexus 4 from US play store by simply making new google account with my own credit card and account details of a friend in the US which also received the items.

I think making a new account is out of the question as many would have already spent quite a bit of money on apps and other stuff on their current accounts.
Anyway, I'm also in the same boat here. Problem started early February for me. Last night, somehow I could actually purchase the Google play credit (where previously I couldn't), but somehow even with that, I could not buy any apps!
Okay so I'm from India and I can't order the phone through the Google Play Store since Google doesn't accept Indian credit cards.
Now I need the phone delivered to Florida, USA to a friend who will be getting it back for me. I can't use Swappa since everyone insists on my PayPal verified address matching my shipping address, which it obviously can't since my PayPal address is my Indian address.
So what are my remaining options? I can't ask him to order it for me. I need to order it myself from here using my Indian credit card and my PayPal account that has my Indian CC and my Indian address linked to it.
AFAIK even most eBay sellers insist on the two addresses matching. Is that so? I've contacted a few sellers but they haven't responded.
Any ideas?

Can your friend buy it for you since he's in the U.S? You can pay him back later. Or wire him the money and he can get the phone?

The problem is that wiring the money costs me about 15% of the total amount, which is ridiculously high.
Also I'd like the phone to be in my name for future uses.
