Right now with all the new kenels with have manage to approach 60fps. But it will never be smooth enough if we dont get the stutter fix.
Before u begin and say that your phone does not have the stutter, well it does. The problem is at any window such has contact if u swipe u get a very smooth scrolling but if you hold your finger and scroll very slowly u will see microstutter and not a smooth scrolling.
Im not sure if this has been posted before and dont know if it might be the screen or actual Os
Im holding the zune hd & iphone. Both device does not suffer from this microstutter

And I agree with OP. I knew I wasn't the only one who noticed this. When flicking through homescreens on launcher pro (or even sense) the scrolling is completely smooth. When you hold your finger on the screen and move it, it stutters and makes very tiny jumps. It's not appealing. It's great we've been able to crack the 30fps limit despite HTC's unhelpful attitude. I think the next step would be to get rid of the stuttering.
I have the same exact issue and have noticed this from day one. It's quite annoying. I thought the fix for fps would stop it, but I was wrong. I've tried to ignore it, but such a thing cannot be ignored by my eyes. It's noticeable every time and more annoying each time.

When "slowly" dragging my finger to change screens I see that initial stutter but I'm not seeing the "jumping." Or is it that initial stutter?
Usually flicking through the screens as fast as my finger can go and it looks smooth as a babies .... bowel movement.

it won't be noticeable until you have an iphone or zune hd, who ever saids that it's not there is because they have not notice it at all. i have use all fresh roms and still have it.
Go to a website or to contacts and swipe to scroll, you will see a very butter smooth scrolling. Have a iphone on hand and do the same, you'll that the smoothness is about the same. Now grab the screen with your finger and slowly without let in go of the finger scroll up or down. You'll see a microstutter which is very obvious when you compare it to a OS like iphone or Zune HD (and from video do not see it in wm7). Is very annoying. I have the iphone 4g next to me and can tell you that the scrolling between home screens are about the same smoothness wise (using launcher pro with king's kenel #8). But the microstutter is so obvious between devices that is to hard not to notice.
like i said, i'm not sure if this is due to the screen or what, i'll try it on my sister nexus but is good that could take a development look into this problem aswell.
Maybe a nova/epson difference. Because my nova does not stutter.

Nova is what i have at the moment and this happens. running Evio, my friend with me right now has an epson running fresh and does it has well.
The people who claim they don't have it are simply not seeing it, but it's definitely there. It's on my brother's evo, mine, and my friends.

Honestly have to say I forgot what the sense contacts evn look like..if even different from aosp cm6...but if memory serves it is slightly and I get a smooth scroll. Went to some image heavy sites and notices that pictures sorta pixelate a bit when slowly scrolling but text bodies and links scroll smooth when inching along. Using dolphin HD over stock if that counts for anything. Like I said I see a slight stutter on homescreens initially but it scrolls smooth and as said maybe the aosp isn't giving me issues. Not sure?

i have tried CM6 and still there. It will always be smooth with any rom, even more with cm6, but this is something else. Is something with how the screen detects the scrolling touch while holding it.
like i said before, you'll not really notice it much until you see an iphone and compare both side by side. Then you'll see the problem i'm talking about.
as a previous iPhone user, this was the first thing I noticed when I got the phone. the scrolling just isn't as smooth.

i dont know if this will work for the evo. i dont really notice a difference using cm6. perhaps others will have better luck.
It's only been about ten minutes since my last post but I don't see a HUGE difference. IMO this isn't worth doing. I wonder if this problem will ever be fixed. Oh well.

Flash enabled though.
It has something to do with the fact that the Hummingbird SoC is not optimized for flash acceleration.
Someone post a video scrolling around Android central zoomed out like that with Flash disabled so we can tell how much of that lag is actually caused by Flash.
I went to both anandtech.com and androidcentral.com to try to replicate the issues witnessed in those videos.
No problems whatsoever. Scrolling is fine, even when not zoomed in. Pinch-to-zoom is fast. Flash is enabled.

Not fine like that, no.
SADLY: the LAG in the browser is indeed there - and it shows up only after you have installed a decent number of apps (i have 67).
This is EXACTLY how it was on the SGS until Samsung released a fix.
Out of the box, it hardly lags - but as soon as i install some apps the lag starts. not always, but it is there.

YES i complain about lad with 67apps installed where my droid X has 100apps and there is zero lag.
My Nexus one has 110apps and there was no lag.
Solution:
Stick with Droid X or Nexus One. I use my phone heavily for work (2 Exchange accounts used all the time, 1 GMail) and I develop Android apps and have never had the need for more than 20-25 apps. Out of those 67, 30-40 can be useful tops, but 67, no way jose
Web browsing is smooth and fast. I think I like this phone better than the Vibrant. So far so good, no issue.
My mytouch 4g was definitely smoother when it comes to scrolling. It also automatically re-wrapped the text when I used pinch to zoom. With the nexus s it only re-wrapps text when I use the zoom control buttoms on the display.

Pinch zoom and then double tap the text for reflow. The standard way.
I think lag is caused by using more app in the background. It will be very smooth but if u open like 10 apps or so you will get some lag. So try to test it with and without that many apps running ...

Browser is not at all improved from my Nexus One. EXTREMELY disappointed and the main reason why I will probably return this phone within the 30 days.
what i noticed is that flash (mostly ads) is causing the lag on my phone. i dont need flash all of the time so it went into the browser settings>enable plugins> and set it to on demand. that way flash isnt loading all of the time, only when i click on a certain flash element that i want to watch. makes pages load faster and probably saves battery too.
I picked up the Xoom on launch day and I've been pretty content with it so far, but I won't hide the fact that the device has a lot of random laggy moments, stutters, and glitches. Opening the app drawer looked like it was at 10fps, scrolling through the home screens would lag quite often, etc.
I don't know what happened, but after I just went into the android market to update my applications I swear my Xoom got a speed increase. Going through homescreens is super snappy now, it was never this smooth before. The app drawer looks great when you open/close it now, and everything just seems so snappy now. I was getting a little annoyed by all the home screen lag and random stutters, especially with a dual core processor that just shouldn't happen. I know other users have reported lag as well, has anyone else recently noticed a speed increase?

Since its that then im willing to bet that you had an app that was (before update) making your xoom seem slower than it should. Now that the app was updated, Xoom runs smoother. Thats my guess.

One application can hijack your Xoom and hose it up. All it takes is one....
I also noticed the lag, and mine is gone now too. When I added my google account, all the apps from my phone were loaded onto my Xoom, plus it was downloading all of my picasa web pics. It was cool, but way too much going on and it installed way too many apps that were probably not cool with honeycomb.
I removed all of the apps and rebooted, and things run perfectly now.
I agree with horsexd. I haven't really felt much lag...well besides in the accelerometer which I think was intended.
I noticed a drop in lag after restarting after initial boot.

I have found that once I got more comfortable with the xoom, I was going straight to what I needed. Not clicking too many things and going back because I meant to open something else.

The honeycomb boot screen seems to be a bit faster.
[edit] I call shenanigans. The app screen is still choppy when I hit the apps drawer button.
Seems the same to me. Aside from pulling up the app drawer, it's been pretty snappy since I got it.
whenever mine gets turned on, the little honeycomb looking animation is usually choppy. I think once it ran smooth, but it was uber choppy on this first turn on.
I haven`t restarted my xoom but once since I got it and its blazing fast all the time.

My scrolling is smooth - i am overclocked, have been since the first 5 minutes of taking it out of the box.
I thought that I read we didn't have a cap on the FPS.

Did you get some choppiness before you switched launchers? Or before you OCed?
The stock launcher is very laggy... if you use launcher pro you can set how fast the menus open. Get spare parts out of the market and you can configure how fast either things open too

The stock launcher is perfect. Really no need for a new launcher. I did experience some lagging but have to say that once I overclocked my XOOM it runs smooth as butter.

This is going to sound really stupid, but make sure it's right side up, in landscape orientation.
All other orientations are far less smooth (on the homescreen at least). Even 180 degree landscape is horrible. Only the standard orientation, with the Motorola logo in the top left, works well.

Yes, you will need to root the Xoom. You can get the one-click root over on the Development side of this forum.
That is just retarded... in order to have my xoom running smooth and how it should, I have to root. Does that make sense to anyone.

The only time I found it not running smooth(before I rooted) is if i dragged my finger across the screen to scroll. If i just tapped the side, it was crisp.

i guess it is all comes down to personal preference. cuz my Xoom is pretty smooth and i am running stock. i don't think anyone has a Super Xoom or a Doom Xoom. it is the same hardware, just that some people see fast different. get a thunderbolt if you wanna be super fast. or take the risk and overclok (something i'll never do), cuz there is obviously a risk factor to it. low battery for one, i won't be trading battery power for speed anytime soon. and then you xoom might not have a long life. it might be fast now, but we all watch nascar and see what happens when you go too fast, you CRASH!!!!. and within a year you could end you with a Doom Xoom. (dead Xoom).
cuz if this thing was safe to be overclock, i have said in other thread, uncle Moto would have been the one to do it, and would have brag and claim that they have the fastest tablet on the market @ 1.5Ghz. we all know it can be push even further. but with the cons, i won;t take my chances. i don;t need the nano second it will take to load an app, am fine with the extra second it will take me to load a web page. and scrolling is normal as it has been since i got mine. plus others have tried launcher pro and experience better. but do what you feel, just don;t come back crying foul about how you tablet didn;t last, and try to blame motorola for your fault.

So earlier this day i went to a shop and found the HTC 8X there, i couldnt resist playing with it, so i tested everything possible on it, but found not major, but rather irritating performance hickups. They especialy happened when I started doing some fast scrolling in the home screen and found that the faster i was scrolling the bigger the lag was, especialy when moving to the app drawer, and the bouncy efect when overscrolling. Also when i scrolled really slow in the messages for example, the text didnt go up and down fluid but rather stutered a little, is this only happening on HTC 8X or all WP8 devices? My Lumia 920 is really smooth. The only time it hiccups is on the lockscreen if I have an app running in the background (MetroRadio tends to do this). I think it's because MetroRadio is a WP7 app and hasn't been updated for WP8 yet.
My htc .8x has no lag issues!

I think you just had a bad model. My HTC 8x (black) is smooth as butter. Only thing I noticed with Beats Audio is that it "lagged" a bit the first time on playback after I chucked the device full of new apps and music, but that was only for a day. I think it was busy caching or something - but no lag or hiccups anywere now.

I think I noticed a same lag issue, maybe the thread starter also had a WP before because I think WP 7.x did some scrolling smoother ... For me it only happens when I scroll with my finger put down. There seems to be way too much going on cpu wise when I scroll up and down. As soon as I lift my finger the Lumia 920 turns into a rocket again.
I tried to do a comparison video with my own 920 and my old 800 (which I gave to my girlfriend ^^). The video cannot quite show what the issue is but it is hard to describe it anyways. I still think the thread starter is right and this issue maybe should be reported to MSFT.

ok I finally figured out how to reproduce the issue clearly. It seems that scrolling within legacy WP7 apps is not affected by this. So you can try this out for yourself.
1. Go to your homescreen and scroll around a bit while leaving your finger ON the screen.
2. Go to any legacy app and do the same scrolling behaviour. There is a difference between the smoothness of the two!
I recommend for example "Photocasa Galery" because it tries to immitate the homescreen tiles, so you can compare the two even better. (http://www.windowsphone.com/en-us/store/app/photocasa-gallery/4f2eedf9-09c2-4baa-8ec5-160f0ca5f542)

Go to your ease of access settings and check whether the magnifier is enabled. I enabled it just for fun, but since I disabled it again this phone is very very smooth again! Hope it also works for you =)

Also when I go to the menu and scroll right, the first time it stutters a bit, but then will be perfectly smooth after that!

I would say, yes... but you said "not smooth at all". Is this even after it has loaded pictures, posts, statuses, etc? Maybe a video of this in action or something could help out.
For now, I'm going to say yes, I have noticed stuttering. It is slight and it occurs because the phone and apps are not perfect.

Really mate... These are app issues and have nothing at all to so with the phone.
I titanium bu to freez the Facebook app. It uses memory and battery 24/7..I use the tabr app for fb and twitter.

I sometimes face this micro stuttering too on entering app center for the first time, entering and swiping the second time after the screen turned off doesn't stutter.
