Turned it on with my T-Mobile card in it - First thing I see is "Enter your unlock code." You have 10 chances to get it right. I turned it off and put it back in the box.
If someone has the unlock code formula .. Dell or AT&T .. which one would it be?
REPLYING TO MYSELF ..
I have a friend that works for AT&T .. has an AT&T store actually. I just asked him who is the 'holder of the unlock codes' Dell or AT&T and he said AT&T .. Being the phone is so new.. maybe not .. In any case he said "Come to the store, bring your phone and we will call for an unlock code."
When I leave there I will probably still be holding a brick. I am not expecting to be unlocked.
Please let us know what you find out. If you are successful it would give others hope that it can be done!
Spent 2 hours at the AT&T store. My friend talked to a half dozen tech people at AT&T .. They looked up the IMEI number and said they would give him the unlock code but the IMEI number is NOT in their computer. NO RECORD OF THE IMEI NUMBER .. They said, "you have to get the unlock from Dell." He conference called AT&T with Dell and Dell told AT&T that they do NOT have the unlock codes.
SO .. what do you all make of that. I am clueless about unlock codes etc. TMobile told me this morning that I needed to get the unlock code from AT&T or Dell.
I'm pretty sure that Dell have already said they wont be releasing unlock codes until next year. It's pretty standard procedure really.
Your only option is to use a rebel sim.

Sadly that is due the missing link between AT&T and Dell on this phone. Just for an example, call AT&T tech support and ask them anything about the streak and the first thing you hear is "what is that?" or "No sir, there is no such a phone"!
This is what was told to me:
Well I couldn't post it because I'm a new member, But I just finished a chat with a Dell rep at the site and he said that it was for purchase unlocked now. So Thursday when I buy one for my wife to be used on T-Mo I guess we'll find out. I will post the results when we get it.
I really hope its true, but a Dell CS rep is not an official source folks. Although, i am starting to see folks on ebay selling unlocked US Streaks. Maybe this is a good omen
hey guys this phone was just released and most likely no one has any knowledge abt it except those of us who have been drooling for it i know i am drooling waiting for mine to arrive. im sure at&t will have the unlock codes just cause in the
US it appears the service provider is the one that get the unlock codes based of past experience with getting devices unlocked
I had the Sony Vaio UX390N and it was locked to AT&T. Sony was the one that gave me the unlock .. otherwise it makes sense that AT&T would have the codes.
I wish they did because .. you ever try talking to any of those people at Dell? I swear they are watching a movie or checking their email or chatting with friends while talking to you because they seem to not hear one word you say. That or they are just stupid.

Last night when I was 'chatting' with a Sony rep... not a Tweet. The guy said YES, the unlocked version comes out sometime this week. I said "How do you know this and he said, "because just a bit ago they called us into a meeting and told us so." Actually I have the who chat .. just a sec ..
08/15/2010 09:09:46PM Agent (E&A_Rodel_Corpuz): "I see, yes the unlocked version is due to be released this week so is that the reason why we are returning the streak? To get an unlocked version?"
08/15/2010 09:17:48PM me: "Tell me this .. How is it that YOU KNOW that the unlocked phone comes out tomorrow but anyone on the phone doesn't know."
08/15/2010 09:18:26PM Agent (E&A_Rodel_Corpuz): "We were briefed with the information a few minutes ago."
Not unlocked
I just did another chat session with a dell rep and this time it was a woman. She said that it is NOT unlocked for use on other carriers and she did not have any information on when it would be unlocked for use on other carriers.

08:16:36 Michael L Chapman
Fine. I have a question about the Dell Streak.
08:16:48 E&A_Myra_B
sure..
08:17:18 Michael L Chapman
Is the Dell Streak for sale yet unlocked to be used on another carrier, say T-Mobile?
08:17:38 E&A_Myra_B
I will be glad to assist you
08:17:58 E&A_Myra_B
The Dell Streak available now is a locked version, it is locked with AT&T for 2 years
08:18:41 Michael L Chapman
So the full price of 549.00 is still only for at&t?
08:19:10 Michael L Chapman
Do you know when it will be available unlocked for use on other carriers?
08:19:38 E&A_Myra_B
Yes, Michael and as soon as you activate the phone with AT&T you will be refunded with $250
08:20:08 E&A_Myra_B
we cannot assure you yet as to when is the unlocked version be released
08:20:34 Michael L Chapman
Ok. Thank you for the information. End chat.
I told them if I wanted to use AT&T I would have bought an iPad instead of this Streak ..
UNLOCKED STREAK LINK
ALSO: If you were to order from this link above you will never see ANYTHING about it being "locked to AT&T." In my chat last night I asked the tech if he would go look at my link ...

lol u guys , goin postal on the poor dell chatters n ****
Yes but if you look at the bottom of the page it shows this:
As low as $299.99 with 2-year AT&T contract activation. For use on AT&T network only.
I believe the key here is the last part " For use on AT&T network only". I don't believe they are unlocked at least yet for other carriers.
OMG .. If you ever talked to any of them you know what I mean. If you put in Google Dell support you wouldn't believe how people beat them up. I am being NICE by just saying "stupid."
Well unfortunately I think it comes down to Dell not having a clue at this point. Too many of them saying too many different things. I'm certainly not going to buy one for my wife for use on T-MO until it says "for use on other carriers" on the order page.

That is what it says on the order link that came in the email .. but NOT on the link I gave you ... THIS ONE.
I just looked at the page again.. I can't find what you are saying .. This page says: $549.99 As low as $299.99 with 2-year AT&T contract activation == Nothing about ONLY AT&T ... Also .. In that link is the number 6099 .. Was that a firmware number?
Because FIRST there was THIS LINK .. It was working then .. Still is sort of ..
There are 2 links on the above page.. one below that says Please visit www.dell.com/streak tomorrow to purchase your Dell Streak. and if you click in the red box where it says "sign up below" you will see it takes you to a different page .. it takes you to the FIRST PAGE they had up.. where it said nothing about AT&T only.
Yes I clicked on both of those links and it still takes you to the page I am referring to.
http://www.dell.com/content/products/productdetails.aspx/mobile-streak?c=us&l=en&s=dhs&ref=hbn
And it clearly says:
$549.99
As low as $299.99 with 2-year AT&T contract activation. For use on AT&T network only.
I think the page you are referring to has expired.

I logged on to their site and chatted with the live person and asked if the U.S. Tmo HD2 was SIM unlockable. They said yes.
I proceeded to go through the motions. Bought unlock on Paypal. Ran local client. Got rejected saying US/France/Canada can't do the auto method, had to email them for code. Emailed. Heard back in about 20 mins. They said computer was not kicking back a unlock code.
This was about 6 hours ago. Still waiting.
Anyone have any luck with the U.S. HD2 and htccode.com? I'm not criticizing them just stating my experience so far.
If I get a code by tomorrow I'll be happy. Otherwise I would like a refund as Tmobile service in my area is not nearly as good as ATT. So I currently have ATT and was just trying the HD2. So I figured I'd unlock it and pop in my ATT SIM to see if I get better luck on reception. Otherwise I'm gonna have to try the Telstra model. Bigger investment.
And yes I know I won't get 3G on ATT. But as it is I'm not getting any reception whatsoever on Tmo.
Not much help to you, but I went with unlock-now.com. Been about 1.5 days and not a peep from them. I am in the same boat, trying to use it with ATT.
Wish luck for you by the morning. In my experience so far, htccode.com is really good and quick. I used them twice before and got my unlock code for only 10'
I am waiting for any good news from either of you...I want to use att sim

If your carrier in India supports the same bands the T-Mobile HD2 does then yes. People like me that are on ATT will be stuck on the 2g/Edge data connections because ATT and T-Mobile don't share the same 3g bands.
All a sim lock does is make only the carriers sim card work on the device.
And for the record still nothing from unlock-now. I wish they would at least reply to my support ticket, I understand it's a new device, but communication is key to a good business.
Let's hope htccode.com can figure this out...
can't you just call Tmobile and ask them for the unlock code? I've read somewhere they will give u the code after 2 or 3 days

I was about to ask the same question. T-Mobile is usually pretty good about giving out the unlock code. Especially if you bought the device unsubsidized.

I called them twice and was told they would give the code after a certain amount of time but only if you have had an active account as they need it to send you the code...I KNOW for a FACT that is not true but its what they told me both times. More likely they have the code right in front of them if not on the next screen, but its not the reps fault they just following orders.
So far:
freeyourhtc.com = Could not return a code...Refunded my money within 2 hours from purchase. $18.99
htc-unlocker.org = Emailed me code after 2 hours; it didn't work. BUT!!! They emailed me twice since saying they are working on it. After 24 hours they emailed me saying the code is not in any of the databases but they can request it from TMO but they want an additional $10.00 and it could take 3 days. $19.99
leo.unlock-now.com (unlock-now.com) = Not so much even as an email to say thank you for the payment. Still waiting, site says it could take up to 2 days...it has been almost a day and a half so far. They sent me a refund (Not quite 2 days yet) saying my code could not be found without me ever emailing them so I guess not so bad after all, also said try back in 15 days.$23.95
I also emailed 2 ebay unlock sellers they have not wrote back yet.
Man I miss Olipro and Cmonex ---They dont have an unlocker on their site yet!!!

I used HTCCode.com and after I paid and d/l the client they say it wouldn't because my PayPal is from the U.S.
Sim-unlocker.com- is garbage. They haven't gotten back to me at all. They did how -ever happily take my money with out any issues
T-Mobile-They have been the most helpful, they said since I purchased my phone at a major retailer they would do it but I had to fax some info. I than said that was unacceptable and the kind lady asked if i had any friends on T-mobile. luckily I did and they said it would at max take 48hrs. I have been waiting since last night..

If I remember right there was a legal deal regarding the unlock code situation. You are the owner of the phone and have the right to the code. The carrier is required to give you the code. I have had good luck getting tmo USA to give me my codes on past phones. It sometimes takes a day or two because they had to get it from htc.

When I bought the phone and I made sure to request my phone would would be unlocked so I can compare with my AT&T service. I did not transfer my number and kept my AT&T account open.
When I called in to have it unlocked, one guy said they can't unlock it until after 14 days, which is the last day to return the phone in many states. I called again and a lady said I have to be through 2 billing periods or 40 days to get it unlocked. This is not written in my contract. I demanded something in writing and there is not a written policy or specific terms on this. But yet, I'm "contractually" binded to this "policy" even though it was never discussed to me nor was it in my contract. I didn't leave the store until I got a written documentation of the conversation around the 40 days.
Then I look at the Terms and Conditions online and line item #6 states customers have the right to have it unlocked.

Tried this, was told the account had to be active for 40 days which is bull because when I called before getting the phone they said you just had to have an account active.
unlock-now.com
They were unable to unlock my T-Mobile US HD2. Also looking for someone to unlock my new phone.
I've been "pressuring" htccode.com to come up with a unlock. If they can do it I told them I'd put a post on my site (HTCHD2.NET) which might drum up some sales. It's gets a decent amount of hits so hopefully this will motivate them.
So I was chatting with a dell support man and he said the Streak will be locked and AT&T won't be giving out unlock codes for the time being. I was wondering what are my options for trying to unlock it? Will rebel sims or anything similar work?
Anyone have thoughts/suggests on the US version if locked? Sort of seeming like even off contract they will still be locked to ATT. Wanted to use in Canada on Rogers/TELUS.
Whenever i need a phone unlocked i just call ATT. I've done this many times for a long time. I just call them up, say i'm going overseas for business, they'll pitch me the international data plan and i tell them i don't need that cuz i'm gonna use a local sim, give them the IMEI # and they tell me the unlock code. simple as that. I've done this for nokias, samsungs, motorolas and HTC devices.
Your account has to be in good standing though.
I was talking to a guy using their chat service and he said the Streak is going to be sold locked to AT&T and he said that AT&T isn't going to be giving out unlock codes like the samsung Captivate.
This is why I was asking about the sim addons because if AT&T doesn't give out the unlock code I doubt any of the online sites would have any to sell me.
Also koolin and myself live in Canada so we woudln't even have an account to be in good standing.

I don't think Dell will sell the locked version if you are willing to pay $549 US. The device itself is already network (3G) restricted to AT&T so if people really want the device they will have to sign up with AT&T @$299 US.
Who would then want to pay $549 US for a locked version?

Thanks for the updated info. I'm with you on this.
This is a sucidal business / marketing strategy going head to head against iPhone4 ... Streak soon become strike ... and then out.
Although I do indeed have ATT, I will not be purchasing another Streak untill Dell launches the unlocked Streak to the US. The last thing I want is ATT to have my device information such as IMEI number...
.
Well I just contacted two unlocking companies here in Canada. MobileInCanada said "Sorry no", and SNTraders said "most likely yes" ...need device to confirm.
So who wants to risk it
edit - to add SNTraders said they would be importing and selling as well but no date/price yet.

Unlocking is definitely already possible but who can do it? I'm using a Dell Streak right now in Toronto with Rogers. Am I missing something here? Were all Beta Streaks unlocked to begin with?
Yes the Beta Streaks were unlocked but the new ones coming out are going to be locked ot AT&T. But this thread isn't about if it is locked (it is for sure) but about what can we do to unlock the Streak once it hits the streets.

You realize that unlocked or not, if you're using a phone on the AT&T network, they automatically know your IMEI number.
I got the same next week for unlocked version
I also chatted yesterday with Dell
I got the same "next week" for the unlocked version of the US streak,
also they said that if you have a presale code it will be honored next week, so you get the $0.99 headset
Hope it's true

Yes I realize that. But does ATT know which IMEI numbers go to which device? If all of these locked versions have their IMEI numbers registered as a Streak to ATT, don't you think ATT will try to charge a 'smart-phone data-rate' specifically for the device?
I still have the basic phone unlimited data plan for ATT from several years ago. I would not want to mess that up with costs of mobile bandwidth these days.

I was all excited about this news and then I realized that the Dell Agent was too polite .. this is NOT a USA agent, right? this is NOT USA Dell, I suspect.
I noticed yesterday when giving several agents at Dell the 3rd degree about T-Mobile, they didn't say "The phone is locked to AT&T." They said "Dell only supports AT&T."
Maybe that was wishful thinking on my part ...

I was going to return my Streak unopened tomorrow, but if this above is correct, I think I will put my Tmobile sim in there JUST IN CASE and test it ... maybe they are all unlocked and Dell is CLUELESS .. What would be the point of having both locked and unlocked? When you order the sales person says "you want it LOCKED or UNLOCKED..." Makes no sense ..

I think you'll cost yourself a restocking fee (if they do that on opened product) as I'll bet anything it's locked, and the reps just don't know what they're saying.
Dell isn't a phone company, they don't really understand all the locked/unlocked on contract/off contract stuff.
Just my two cents...
called now DELL, a guy prob from India, told me that there will be no streak unlocked, huh, so prob we have to get the unlock code from at&t
I have a friend who has an AT&T Store. I spent 2 hours with him today while he called AT&T techs and customer service. They say they cannot provide the unlock code because the IMEI number is not in their computers. They said Dell needs to provide the unlock. So my friend got AT&T and Dell on a conference call. Dell said they cannot unlock the phone. They do not have a way of getting unlock codes . CALL AT&T .. AT&T says "I am AT&T .. the IMEI is not in my system."
My friend was saying to AT&T that "there is a customer in my store who wants to travel with her phone and needs it unlocked for travel in other countries." AT&T would FOR SURE have given an unlock code if the IMEI was in their computer.
So what's next? I put mine on eBay and if it doesn't sell I will return it Monday.
I am 99.9999% sure I found the person in the right department who will unlock our phones. She took all my info said she mails it to someone else who will mail her back with the unlock code.
Sound right doesn't it ? It's been 30 minutes. She said it could be an hour or so depending on the person who will provide the code, but she sounds like the real deal !! I will come back here about 6pm eastern time, I have an hour commute home, and if she could do what she says she can do I will give you her name and phone number ..
This is the first hope I have had. When I called her I said, before I return my Streak and maybe buy an unlocked one on eBay, is there anything you can do to solve my 'locked to AT&T problem? Before I could get the last words out of my mouth she jumped right in and said, "don't send it back .. I can get you an unlock code."
I said "Alright if I share you with the rest of the disappointed Dell Streak buyers" and she said 'YES .. this is no secret.'
If I get the unlock from her you can PM me and ask for her direct number .. Someone suggested I don't post a number here. They are right.

well haha if it does work send me her info in a pm, thatd be greatly appreciated
It is 6pm eastern. They are in Texas. I called a few minutes ago and she still hasn't gotten the code. She will be there another 2.5 hours .. FINGERS STILL CROSSED !! I apologized for being such a pest, but said "I have been holding this brick for 4 days now. I want to do more than just look at it." Mean while I am thinking .. Wait till the other calls start rolling in. If they are going to start unlocking, it would be a good idea to create some sort of online form .. type in our IMEI numbers and they can just email them to us. I asked her does she need to know what service I will be using and she said 'doesn't matter, it will be unlocked for all.'
This would be great news and help drive sales. More sales=more support from at&t and dell.....i hope.
Dell Rep didn't get back to me tonight. At first she said a few hours, then later she said it could be tomorrow .. In any case, I believe in her. When she said I will get you unlocked, it sounded as if I wasn't the first person she helped. I don't expect to hear from her tonight though... I am sure she is done for the day.

i cant tell if thats sarcastic or not...
lets look at it this way. the device is released locked on or off contract so do you really think some random person is going to be able to just get a unlock code for it
doubtful.
Yep i doubt it too. I still live in hope...

Do you think that she'll only be able to provide unlock codes for US Streaks (if she will at all...)? Or also for UK versions locked to O2?
800 308-3355 Dell Mobility
They need this information from you ..
Service Tag #
Express #
IMEI #
Email address used to purchase
They will email you the unlock. I have NOT received mine yet. Promised I would have it yesterday. Now they are saying 24-48 hours.
Just want to add that if I called and got a Dell Mobility rep named Shaquallar [female] on the phone, I would hang up and call back. Take my word for it ..
So Dell is apparently unlocking?
I don't buy it. I don't doubt the intentions of the agent but I think they'll get to the point where somebody will tell them that AT&T wont allow it.
AT&T is the keeper of the keys.

I thought they should unlock it because there is no mention of Streak being locked to AT&T when purchased unsubsidized anywhere on sale page or during check out process. They do say that it is subsidized to 299.99 with 2 year AT&T contract and it works only on AT&T but they never said it is locked when purchased for full price.
I just thought I would let everyone know that after fighting with both Dell and AT&T after my new US Streak was delivered, out of the blue I was sent my unlock code via email today.
I am a current AT&T subscriber, and I purchased my Streak off-contract and paid the full price for it, so that may or may not have anything to do with it, and your mileage may of course vary, but here is my saga:
This started almost 2 weeks ago. I first called Dell, they told me AT&T had to issue it. I then called AT&T. First line support told me there was a "10 month marketing exclusive" and I was basically out of luck. I pressed on and asked for her supervisor. This guy was really rude, wanted to argue with me, etc. So, I pressed on and asked for his supervisor. I think they call it a "floor supervisor"?
So in speaking with "3rd level" at AT&T, this guy was actually very nice, listened to me, fully understood my request, and was willing to create a case. I think that was the key. When he created the case, he was very clear in telling me this was not a guarantee they would issue me a code. He took all the info, including the IMEI number, and added in the case that I would have to provide proof of purchase showing that I paid full price and was not under a contract. I agreed. He told me that the resolution date would be 8/30.
8/30 came and went, and I called AT&T back on 9/2. The person I spoke with agreed that it was past the date and said the initial response that came back was that they were waiting on a code from the manufacturer (if you can believe that!). So I asked what the next step was and I was told that they would update the case that I called back and would re-escalate the request.
I had just made a note to call back in about a week, but very much to my surprise an email this afternoon arrived from "LBK Tech Escalations" with my IMEI # and a corresponding unlock code!
I am no longer a current T-Mobile subscriber, but I do keep an old SIM for instances such as this. I inserted the code, and just as expected, it unlocked!
I hope this is helpful to everyone. If you are a current AT&T subscriber, keep the pressure on them! I think the key is not taking no for an answer and insisting that a case get created.
Are you sure?
I've been with att for more than 3 years and tried to get the code for almost 2 weeks and talked with supervises and told them about even your case and they said we don't have the codes from Dell yet.
and they cant make any claims or emails..
Trying Too...
Thanks to the OP for this... I'm trying to do the same thing. I have 5 lines (3 in-contract) and; for now, I am working with a local store manager who is going to bat for me. If he gets stonewalled I will break out this thread.
Am I sure?
I will provide anything I can to prove this is legit if someone doesn't believe me.
I wish my T-Mobile SIM was still active, and I would show it. I should have shot a video of the process of entering the code while I was doing it, but I was so excited that I had the code I didn't take the time.
The email came from: [email protected]
And I would gladly post a screenshot of the email but it has personal info like my account number and such. The unlock code I was provided was 8 digits long.
Good luck to anyone else who needs it.
-Rob
eh? t-mobile USA isnt supported on US streaks.....??
Well I guess it depends on what you mean by supported. Is it 3G on T-Mobile here in the States? No. But if you travel internationally like I do, having a truly unlocked streak without the requirement to deal with that RebelSim nonsense is crucial for me.
Can you blur out the personal stuff and send an image of the e-mail? Thanks.

thats good to hear.
I travel overseas frequently and always get my devices unlocked from ATT (miss the old nokia days where you could just download a program to unlock your device).
Before i got my Streak i had to do a warranty exchange for my Tilt2 and first day i got it and asked for the unlock code. Usually they just ask for the IMEI number and give me the code on the spot (been doing this for many devices for the past 5 years with ATT). well for my warranty exchanged tilt2 there was a problem and it wasn't getting the unlock code. So the rep said she had to open a case and took my email. Just the other day i got an email from the same address LBK Tech Escalations <[email protected]> with the unlock code. took about 2 weeks and i already sold the device but i forwarded the email to the guy i sold it to.
So i guess when people call in they should request to open a case and maybe then they'll get the unlock code?
Also i'd recommend people not to state that they are going to another carrier, just state that you travel overseas for business and they'll offer you an international package and just tell them your used to using local sim cards (as many countries sell prepaid cards at the supermarket) and that your staying with ATT.
just called in to request my unlock code from at&t. They send they were gonna open a case and rewuest it for me since they dont have it in their system yet. they told me the 20th to be the latest I would get the code but code be sooner. crossing my fingers. I told them I would be travelling internationally and since they wouldn't unlock my iphone I need another phone to use abroad. Will update once I get my code and with a video hopefully....
Just an update, I received an email from the Sim unlock team last friday and requested a proof of purchase (invoice/receipt). faxed it to them last monday and got a text from at&t that they received the invoice. Hopefully I get the unlock code anything now.......
9/28:
Got an email from at&t unlock team:
Device unlock code for mobile 847 ***-**** CM20100914_127*****
AT&T Valued Customer:
We recently received your request for the unlock code on the following device:
IMEI: 011954**********
Make: DELL
Model: STREAK
Case#: CM20100914_127*****
Due to the age or the brand of your device, the unlock code is no longer available in the AT&T database. Device unlock codes are programmed into the device at the time of manufacture. If the unlock code is not in our database, AT&T must contact the manufacturer of the device to obtain the unlock code.
Accordingly, we have attempted to contact the original manufacturer of your device to obtain the unlock code on your behalf. Unfortunately, our efforts in obtaining the unlock code from the manufacturer were not successful. We apologize for the inconvenience this may have caused.
For information about upgrading to a new AT&T device please go to att.com/wireless or call Customer Care at 1-800-331-0500 or 001-916-843-4685 if outside of the U.S.
Thank you for contacting AT&T Mobility. We appreciate your business.
BOTTOM LINE: Called Dell for an RMA and returned my streak. I have no use of it if they wont unlock it.
Goodluck people~!

Just an FYI,
I called AT&T today and went straight to Tech Support and they gave me my unlock code on the spot for two Streaks. One on contract and one I bought off of ebay. I guess the guy didn't know she was supposed to hassle me!

If you are an AT&T customer with an account in good standing for at least 3 months, it's pretty easy to get the unlock code for any device, except the iPhone. Just call 611 and ask for it. I called last week and got the unlock code for my Tilt 2 before selling it, and got the unlock code for my Streak at the same time. If they ask why, just say you're traveling overseas and want to use a local SIM card.

You do not need a T-Mobile account. Try to call T-Mobile internationally or contact them thru the twitter account. According to the website this is the only requirements to unlock it
--
Unlock requirements
We provide mobile device unlock codes free within two business days (or provide further information about timing) for eligible devices.
Device eligibility is determined as follows:
The device must be a T-Mobile device.
The device must not be reported to T-Mobile as lost, stolen, or blocked.
The account associated with the device must not be canceled, and be in good standing.
You have requested no more than two mobile device unlock codes per line of service in the last 12 months.
The device must satisfy all the Postpaid or Pay in Advance (Prepaid) Unlocking terms outlined below.
T-Mobile may request proof of purchase or additional information in its discretion and certain other exceptions may apply.

They require you to use their service for 40 days, i mean you can tell them that, because u are in italy, and there is no way for you connect to their server and ask for temporary unlock, and you need it to be permanent unlock ( one of the xda user did that).
What are the chances that they will not be able to unlock the phone even after 40 days since it is bought from samsung and not from T-mobile?

honestly is base on your luck, luck here is that, you actually talk to the specialist otherwise, you just gonna talk to some dumb people.
I bought mine from Samsung, paid in full, received it on 4/21 so it's 36 days and program tells me not eligible, called CS, told me to download the program that doesn't work, called Samsung was told to call t-mo. Such a Bu???t and how T-mo will know I paid for the phone to Samsung? I probably will download eng boot and install unlocked FW, but not sure if that's going to work, last carrier phone ever. Actually it was my fault, should have returned the phone back to Samsung first week, when they send me locked phone without the unlocking code. BTW for OP to pay $130 to unlock the phone that should be unlocked to begin with (if it was paid in full as OP said) is wrong.

Went through T-Force on Twitter and seemed to have gotten a rep on the first go who understood the situation and submitted my IMEI number to the right place. The rep needs to submit your IMEI to one of their highest level tech support engineers to be added into their "device distribution inventory system". This makes it look in their system that your phone was sold by T-Mobile and came out of their inventory. If they just try to whitelist your IMEI in the Unlock device app, that will not work. This needs to be done 100% on T-Mobiles end, Samsung will not be able to do anything, and you will want to bash your head into the wall after talking to them, totally useless.
T-Force:
That's correct. Even in attempting to "whitelist" the device, this would be unsuccessful since the phone wasn't purchased from T-Mobile. The escalation I've submitted is going to our highest tier of support, so if anyone can do it - they will be the ones. Hopefully this helps to clarify things!

There may be hope for everyone in the future, this one of the final responses I got from them:
I am right there with you. It definitely makes things harder on both sides since the phone isn't technically bought from us, even though it is branded a T-Mobile phone and our system rejects any IMEI that didn't come from our inventory. None the less, we're all about giving you full access to what is yours. Teams are currently working on a process update that'll make things a lot more seamless, but in the meantime we've got this work around! I really appreciate you taking the time to reach out to us today!

14 hours later I tried the Unlock Device app and requested the permanent unlock and it was successfully permanently SIM unlocked.
Device is fully unlocked, tested with an AT&T SIM card and everything worked fine. After 2 reboots the Device Unlock app even disappeared from my phone. I'm so happy with how fast T-Mobile dealt with this. The more people that make a stink about this issue on social media hopefully T-Mobile will find a permanent fix for people buying a SIM locked at full price and have it easily unlocked under their standard procedure.

I bought my s8+ from ebay, but the guy bought it from samsung,
on the June 20, I went to the T-Mobile store on the 21 and added insurance and they're charging me 15 a month because I didn't buy it from them.
Got home and called T-Mobile to add the imei, they were gonna give me the run around and I said politely that samsung is gonna tell me to call tmo, she wait a moment and spoke to someone, and she sent the request in,
waited 3 days, and the device didn't unlock, checked the website and til today to check device status it doesn't have any info, but called T-Mobile and the rep transferred me to his supervisor, and he said he will take care of it, to wait at least 3 days for the email, and yesterday I tried the device unlocked, and it worked. Then later during the day I received the email from T-Mobile.
Be polite, and let them know u will be leaving the country, it sometimes it works, most of the time even buying from T-Mobile paying in full, they make me wait 40 days.
I also told them that is why I stopped buying from them directly,
