I was having trouble on a couple of networks with the "obtaining IP address" loop. I had tried various workarounds without any luck and other workarounds were not possible due to me not having access to the router or its settings. After on and off researching, I managed to find the solution that worked for me and I hope this helps others who are in the same situation as I was. I have a Nexus 6P using CM13 therefore this may not necessarily work for others.
All I had to do was switch on "use legacy DHCP client" in "developer options". For those who don't know, "developer options" is a hidden setting that you find when you scroll all the way down your settings screen. If you can't see it, tap on "about phone" 7 times and this will unhide "developer options".
From what I've read, this option is not available on Nougat, only Marshmallow. I'm far from being any expert on phones and their software so I won't really be able to help out any further. I just wanted to share with others, who may be in the same predicament as I was, what worked for me.

Like many others, I have this pop up in the notification area few times every hour that is really annoying. Never had such notification from note 2, so played around with my router & phone settings, and so far has found this method that worked for me, hope it'll work for some of you experiencing similar issue.
In short, basically I just put my note 3 IP in my router's DHCP reservation list then manually set my note 3 network using static IP in the wifi setting.
Here are some details (router ip/192.168.10.1; note 3 ip/192.168.10.188):
Turn off Auto Connect & Auto network switch under Advanced wifi settings
Connect to my router normally using DHCP, I'm using WPA2
Login to my router and put my note 3 IP in the DHCP reservation list. each router is different, mine is TRENDnet TEW-633GR, so it's in Basic -> Network Settings
Under note3's wifi networks, long press the connected wifi network, click "Modify entwork confi", check "Show advanced options", under "IP Settings" select "Static", enter my gateway(192.168.10.1) and my note 3 IP address(192.168.10.188). For DNS, I use Open DNS(208.67.222.222 & 208.67.220.220), then click on "Save"
I've been on this setting for the past 3-4 days and haven't seen a single unstable network notification message. Hope this helps.
Just turning off auto network switch fixed the problem for me.

yea I guess it's different from some people. it didn't work for me just turning off auto network switching.
An apparent solution
My Auto Network was off to start with, and the message started all of a sudden. I've turned it on and back off and it fixed the problem.
Seems to be a glitch, an annoyance Samsung would have to look at.
I must be blind. I cant even find the option for auto connect.
EDIT: Got it. Have to hit the menu button while in WIFI options.
Impacting my Note 2
Now that I've updated my ROM to 4.3 on my Note 2, I'm seeing the same thing so it looks like it might be something in Samsung's implementation of 4.3. I'm going to give your suggestions a try on my phone as well.
This actually seems to work. The unstable internet connect notifications and disconnections seem to have gone.
Why is this? Is this a Android bug?

I think this is a "feature" from 4.3 as some people with note 2 upgraded to 4.3 reported this issue too, it's just really annoying.
btw disabling the message doesn't seem to improve or degrade the connection for me.

I mean manually putting in the DNS as the OpenDNS IPs.
The network was still disconnecting even after the Autoswitch networks option was disabled, so that didn't help.
The OpenDNS seems to have helped.

really? have you tried different DNS? I thought it's manually assigning local IP address on android & using DHCP reserve on router that has helped me getting rid of the issue, I just happen to use OpenDNS. Just turning off auto switching did not work for me either.
Nope, I've always been using DCHP reserve, and that never solved anything.
I think I fixed it
The message was annoying. The last time I saw it I pulled down the notification drawer and clicked the Wi-Fi with a question mark in it a floating window came up saying my internet was unstable bla bla. Tick never show this again then in advanced untick every box in there.

i found a fix for this problem.
1. Enter into your modem settings by 192.168.1.1
2.Go to mac filter and enter your device mac id in allowed devices list.
the problem will be solved.

When trying to connect to phone's WiFi Hotspot im getting asked for the password, after entering it there's the message "Connecting..." for a second or so - but I won't get a connection [emoji17]

Changing Hotspot setup and deleting the connection from WiFi menu on the tablet led to no success either ?

Pretty common problem tethering from a phone to tablet with the native tether method due to its lack of settings. Download the app WIFItether Router by Fabio Grasso. When you set it up, under "hotspot/tethering settings" make your SSID whatever you desire, use wpa2-psk for encryption type, then set a password, and desired channel (I usually use 11). Then under "device settings" for Interface select wlan1, under method use Method 3-HostApd, under drivers select nl80211, select WiFi -g for wifi mode. Then under "tweaks" check MTU adjust and also check HostApd patch. Now go back and select "enable wifi router". That should solve your issue.
Anyone else have issues downloading apps? I noticed it the first day I got the phone but I was at a hotel and figured it was the ****ty wifi there. Well now after watching facebook take 20 minutes to download and just as slow over LTE I am convinced it's the phone.

I just turned back on my 5ghz bad and its working now but 5ghz doesn't reach upstairs so I still need to find out the issue. I did a factory reset on my Asus RT-N66 and it didn't help. Found even more articles about bad wifi with the galaxy s7

I notice my logcat is lit up like a xmas tree. I also confirmed after reading a page at androidcentral that connected to a guest network on my asus wifi works with my s7 but the normal ssid brings the playstore to a hault.

Scroll down to "Build number" and tap on it 10 times.
Hit back and you should see "Developer options" just above "About phone".

DNS issues on a Verizon Galaxy S5, rooted, but intermittently.
What happens is life is good for a day or two, but then I notice that internet access is gone on wifi only. If I turn wifi off and use 4g data, internet access is restored. If I toggle wifi back on, no internet. This has happened on more than one wifi network, leading me to believe it's the phone. Only a "reboot" of the phone helps restore wifi access when it has this problem. Then life is good for another day or two, and then this paragraph repeats.
I've already purchased and installed Override DNS which is a nice app in that it avoids the VPN trick other "set dns" apps use. This didn't help anything, the problem still occurred, and an email to the program's author went unanswered.
I've also set the DNS by changing 20-dns.conf from /etc/dhcpcd/dhcpcd-hooks/ and again, this seems to have no effect on the problem as it still happens.
This page has other ways to set DNS, but rather than try all 8 methods, I figured I'd ask if there's something that's an obvious fix.

Ok I'm going to give this a shot. I've tried calling T-Mobile and OnePlus and they didn't know what I was talking about. I'm hoping someone here may understand and have a solution. I'm trying to connect my WiFi to an access point that doesn't have an internet connection and then use the internet from my mobile data connection at the same time. I have a drone that streams live video. By connecting to it's hot spot (access point), it allows live video streaming. It also allows control through points on Google maps and you can use satellite view. I can't get satellite view because while connected to it's access point, I have no internet to download the imagery. I have intelligent network connection, dual channel download acceleration, as well as mobile data always active (developer settings) enabled. Is what I've explained understandable? Can someone help. I prefer not to use a third party app since obviously the phone is capable of doing it on it's own. Any and all help is greatly appreciated. First time posting, hope I did all correctly.

No, the drone itself creates a hotspot that you have to connect to I'm order to stream. Again, I've been able to do this before without having to tunnel or anything but I can't seem to get it to work now. Typically the phone will try to attain an internet connection however possible. If one source doesn't supply it, it tends to use others but I'm this case, it just remains offline. Thanks for the great response, I tried to go all routes other than creating yet another post but I've exhausted all options I can think of.
I think there is a setting in "Developer options" that should solve your issue...
1. activate developer options (Settings->About Phone->Tap "Build number" until it says "Developer options enabled" - it may be you need to enter your device PIN to activate this)
2. navigate to Settings->System-Developer Options and search for the entry "Always activate mobile data" and toggle this to ON
Please note I am using a German language setting, so maybe the entries in English are marginally differing from what I wrote...
