I have only seen this posted on one other site and it wasn't correctly answered. Would anyone be able to tell me how I can fix this? I have tried the whole edit tab and scrolled through the settings to see if anything useful was there to no avail. Any ideas?

Uhh I'd reinstall the system, but I can see why you wouldn't want to
Maybe you could backup /data, then install the same version that you have now, then restore data
I have the same issue. It happened out of the blue and not immediately after a system update or anything like that. I am just concerned it will happen again after a factory reset.
Did u find a solution to this? I just got the same problem today. Seems like ZTE is messing up with their latest updates.

I did a Factory Data Reset two days ago and my quick settings came back. I still don't know what caused the issue, and I am still wary that they might disappear again without warning in the future.

I am having this problem recently. I try to download any app or an update to any app. It will just sit at starting download and never download.
I am on Fresh ROM 1.0
I did update some apps after installing the ROM so that's not the problem.
I also have a problem that if I clear the cache, when I reboot Everything force and keeps force closing forever. Whats up with that? isn't the cache supposed to recompile on reboot?
I tried clearing the cache to fix the market issue to no avail (beacuse of all the force closes never got to see what happened after clearing cache). I tried clearing the cache from recovery and using Fresh's app installer,and both times tons of force closes.
Someone please HELP!
U probably need to login to gtalk. I had the same problem from using autostarts. Jus open the gtalk app, it will/should sign u in automatically.
this is not a gtalk issue. gtalk is not even related to what problem he has. i had it happen to me on my eris when i was playing around in the bootloader. when i started back up everything force closed and would not start. only sugetion i can give you on the force close it is a factory reset or ruu reset both will work. as far as downloads not starting are you rooted?
Yes, to install a custom ROM you need to be rooted. Tried the gtalk sing in to fix the Market issue and no dice. Still hanguing...

So I'm not going to call you out or something, but please read before you speak. Gtalk is MAJORLY tied in to the market and it is a documented fix from google themselves to try signing in to gtalk to fix stalled downloads.
Even though it doesn't work for everyone (depending on the reason it's stalled) it IS related.

95% of the time your second sugestion works. it may be that gtalk has major issues with stalled downloads but ussually i have this issue when i start my download over wifi for some reason it just never connect to the google server but when i kill the download and connect over 3G or Edge it works everytime on my G1. that's been a documented fix too. this issue only happens more frequently on custom roms than stock android roms. so it's more of a rom issue that googe issue. we're all here to help each other not trash talk each other. from my point of veiw gtalk may have some type of issue but it's more with the rom cooks than the app itself and it's not their fault either gtalk was desighned to work on googles cookie cutter os not on the home brew roms so errors happen you just have to know how to sweat talk your andoid to doing things when issues happen. the problem i had with your post was you only stated the gtalk issue when the wifi issue is more prevelent. i wasn't sure if he was on stock os or custom os so i asked about it. then i would have given him the instructions on turning off the the wifi, killing the downloads, and restarting the phone. like you told him to in the second post cause that seem to work better than the gtalk method.

sorry. i did not read your post clearly thought when you said fresh you ment fresh install. haven't really been keeping up with the hero roms to much and thier names still waiting for my eris to get it's turn at root. when i saw your post it just reminded me of how my rooted G1 would not start downloads over wifi. so i asked rooted or not just to be on the safe side.
the thing that got me a little heated was when he said "not to call you out" then he goes into a trist about how wifi seems to be the better fix.
by the way did you get your problem fixxed?

About my problem: Not at all man, I tried every single one of the fixes and no luck. I am thinking about going back to stock and reflashing the custom ROM. I'll report back if/when/how it gets fixed

I ended up factory resetting and now everything downloads normally
So... apps were downloading perfect from market UNTIL I restored a nandroid backup. Afterwards, Apps hang again. I mean exactly after restoring, went to the market and the problem is there again. Can the problem be tied to restoring backups? Or just coincidence?
Update:
Got the downloads working after clearing the cache of every single google application on the phone as well as IM.
After this, started downloading the app and it still hung. Opened gtalk and exactly as it signed in it started downloading fine.
I tried the afore mentioned fixes and had no luck, so for anyone who has this issue and has not been able to resolve it, this is another workaround.
Just FYI to anyone still with problems, I had problems again today EXACTLY after restoring a backup again.

Today early morning I recieved an update for the official marshmallow 6.0.1. Downloaded and successfully installed. Everything runs perfect BUT there is 1 headache. The Notification Toggles are Missing and even in the setting you cannot see it.

Now that that's out of the way, here's the problem.
Have got the latest update for the Edge and it was around 70+ mb (version details in the title).
After the update the "Storage" option within "Smart Manager" throws up the error: "Unfortunately, SmartManager Clean SDK has stopped." (Screenshot attached)
This happens every time it is run, even after a fresh reboot. But doesn't happen in case the cache of the app is cleared. But this only helps for one run. By the time the app is run again, same error.
Anyone else facing the same issue? If yes, found any workarounds? Also, how do I get this info to Samsung? Can't find an official forum that I can post this, so that they get it fixed.

Just had a look: NO problems here...
Which font are you using on your S7Edge?
Is your device "rooted"? Have you "disabled" any apps?
@JohnLouise: Mine's not rooted... yet.. Also don't want to reset, which would mean setting up the device from scratch, time consuming, would like to avoid.
I clean the Storage time and again, a habit that I believe is good in the long run. I had done it an hour before the update and it worked without issues. No new apps were installed after that, which would point the fingers squarely at the update being the culprit.
@henklbr: No system apps disabled, although i have disabled all microsoft provided apps (but that shouldn't cause the issue). Also, its the Rosemary font. You can find it in Settings>Display>Font
FYI, I use the small version of the font.
Well, guess I have no other choice but to wait for the next update, or someone who has a solution to this, and hope its fixed, or my phone to go bonkers out of the blue, in which case i'll have to reset.

Wiping cache in samsung recovery mode? U don't need to be rooted on that. Maybe the update causes issues and wiping cache and dalvik will resolve the problem.
I'm having the same problem since the last update, and I'm not rooted either.
Same here. Even after factory reset and clear cache. Now disabled the service, no error notification anymore. but still. It's not usable anymore

Tried several times wiping Cashe of everything that has something to do with Clean Master SDK, or Smart Manager.
Did not help.
Today, i tried Factory Reset.
Did not help.
Imediately after that... i downloaded the latest Firmware with SamFirm.
Flashed it via ODIN.

Yes, this is a problem with SD card. I had same problem. Factory reset didn't help.
I tried clean my SD card from old and some corrupted files and now it works just fine.

i never removed my sd card or anything. it just suddenly works ^^
don't ask me why. maybe a firmware issue, and now it's gone.
But i'll reflash with Odin 100% fresh as soon nougat is out!

That's a pretty known issue and been reported from user back in the Z-Community (ZTE official forums), hope next update fix things.....

I had that issue but no longer after B20 update and factory reset....
I always do factory reset after updates
I've figured out what the problem was. It all started when I made a change to the build.prop enabling the hidden multi-window setting. Even when I tried removing the change, saving it and rebooting my device, the camera still crashed. Factory reset does nothing either. I've tested this a couple times to confirm that this was the issue. The only "fix" was to restore my device from a prior backup that did not involve a modified build.prop.

I have a different phone. The axon mini. My camera once was crashing when switching to manual mode. Nothing could help other than a nandroid restore.
Time when by and accidentally I found the fix.
Thanks great the build pro file from a stock rom. Go to system folder delete ir rename the old one and paste the new one there.
Reboot and ......boom....cameta sorted. No factory reset or restore needed.

I'm doing the root process after months of dealing with Google Play screwing with me, and reaching the point of being unable to load ANYTHING, including rooting and backup programs or even just uninstalling and reinstall from APK. Is there anything that can be done other than a factory reset?
Nobody got any suggestions?

You don't give much information specific to your problem.
Something important about this device is you should never factory reset.
Instead use format data, cache.
This is easy once you have twrp installed.

Thanks for the response! Can you say why "factory reset" is such a bad idea? I have been hesitant to do that, which is why I'm posting here, but so far I'm not seeing much in the way of another option. I definitely do not want to "brick" my Samsung Galaxy Tab A 10.5 [SM-T590], but it's starting to seem like maybe I already have to some extent, though I can still use some programs previously installed.
My main problem at this point is, I'm lacking the ability to install ANYTHING I've found since this trouble started. I have tried it with various programs, even things previously installed successfully that later began malfunctioning, so I attempted to remove and reinstall, then I always get the message "App not installed." I have tried to find the various Google settings that people mention, but nothing seems to be located where it is supposed to be.
