Settings *scroll down* > Developer options
There should be some settings under "Drawing" for window, transition animation and animator duration scale.
If you can't find Developer options, scroll further down, tap "About phone", then tap "Build Number" 7 times (I think, just keep tapping until it says that developer mode has been enabled).

My apology. I know how to do this in developer settings. I wanted to know how to make my own custom animation speed. I probably didn't post this correctly.
Some custom ROMs have a slider for animation speed. As for stock, I'm not too sure. Haven't used stock in a while.

Proudly rocking PureNexus on my 6P. To be fair, I was on rooted stock and xposed for a while but then missed the adrenaline from constant flashing and couldn't deal with xposed's instability (sounded better in my head than typed out), and I can see why someone would like a 100% stock phone. Google really does a good job with Marshmallow this time. Hope Android N would be even better.

Seems even google doesn't know since I haven't found the information despite googling for some time.
Since transition and window animations are covered by the other options I can only assume it affects widget animations or something.

This animation is when you press the app tray button.
However, you may change this option and notice it has no effect! Fine, call me a liar. Seriously though...
The reason it will *appear* to have no effect is because the launcher will need to be restarted.
Just set it to .5 or off if you want your app tray to pop up MUCH faster.
I assume this has no effect on custom launchers.

I was looking for this too, and did not find any answer, so I tried to set Animator duration scale to 10x and result is that this is let's say in app animation. In camera app it's animation of hiding settings buttons etc.
Truth is that an app has to be restarted to take effect. Just press recent apps and swype application , you're testing on away.

It changes the speed of certain apps animation and some system animation. Keeping it off or lower will increase the speed of animation.

I wanted to ask this question in the official PAC ROM thread for the Nexus 4 but unfortunately I have no permission.
Anyways, is there a way to disable those fly-in animations that come with the above mentioned rom? Nearly all windows that I open have that annoying fly-in animation and it does not even feel consistent: sometimes the window flies in from the right, sometimes from the bottom and sometimes it comes from the top left just when it is about to change its direction to fly straight down.
Is there a way to restore the default window animations (that stock zoom fade-in effect)?
Some ROMs might have the ability to change that, but I don't know about yours. You can disable animations altogether by turning them off under development settings.
Not sure exactly if you're talking about those... but check out:
PAC-MAN settings -> Home screen -> Home screen (again) -> transition effect.

Thank you, but I don't want to disable animations completely.
I think I have to replace them manually if there is no way to change them via the ROM.

These are the animations for the launcher, right?
However the animations I am talking about are everywhere in the ROM, whenever I open/close a window...

Okay so I flashed a different PAC ROM (inofficial) and it allowed me to customize most of the animations in the PAC ROM settings.
Unfortunately some animations were missing (e.g. popups sliding in from the right). I am back to my old ROM now and might contact the ROM dev.
Here's a little tip to help speed up your Moto G. First go to Settings-About Phone and tap Build Number 7 times. It will then say "you are now a developer". Go back to settings and you will see a new category called "Developer Options". Open that and scroll down to Window animation scale. Open it and turn off animations. Go back and do the same thing in Transition animation scale, and Animator duration scale.
You will now notice that apps and other things open faster, making the Moto G even more awesome.

In effect, it does speed up the launching of apps because animations take time. Not much, granted, but still faster nonetheless. I definitely notice a split second faster launching of things. If you don't like it, don't use it.

If we turn off those animations, the dialer doesn't open when we press the Keypad icon... It opens only after we press back and open it again... So keep the animations to 0.5x and everything will be fine...

Even better, change all the animations to 0.25, I think it's the best setting, instant animation...!
But that setting is not in stock rom.
YEah this doesn't technically make the phone actually faster, but it does zeem to be a bit zippier if putting it down to .25 or .5.

Of course this will break the phone dialer keypad from opening correctly (in 4.4.3/4.4.4).
To set all settings at 1.5 makes ui more effective as it made for thats called pure android .....
Try that also for whole day you will enjoy..

Nobody seems to know! I am searching this for quite a few days for this. Tried google, xda, reddit, yahoo and many other places but without any luck.
Use google dialer and give all permission with change system settings ON and in call UI will be changed.
It's quite easy. You have to disable your animation scales in the developer options in the settings.
First you must enable the developer options:
Settings, about device, software info, build number (tap it 7 times)
Now go back to the settings and you'll find the developer options. Tap these options and select off for each one of them:
windows animation scale
Transition animation scale
Animator duration scale
I'm on 7.1.1 and unlocked the bootloader-otherwise it is stock and up to date. I just can't get the settings button to spin for access to the Sytem UI Tuner.
Any suggestions would be greatly appreciated. Also have Developer Options enabled.

In developer settings make sure the Window Animation Scale, Transition Animation, and Animator Duration are all set to some value other than animation off. For some reason this did not allow me to activate the Tuner UI and I used 0.5x
