tried 3 or 4 different AOSP roms including vanir and cm and on all of them i can get the play store to work. some google services (gmail, google+) work while others dont (store, hangouts). what am i doing wrong. i have done full wipes between the different rom installs.. when i go back to stock LG rom with/ root the play store works fine
Sounds like a gapps issue. I use PA mini and have zero issues.

I went into settings and apps manager and i cleared data on all google play services, google play store, google framework, google account settings and low and behold it now work.. i must note that my LTE/ WIFI/cell reception still stay white and never turn blue (indicating connected to g-services) but at least they all work..

I fixed the issue! Basically I don't think it was Google play that was at fault, I think it was the service framework that caused the issue. Just go to settings - apps - all - Google service framework and clear data l. Then clear the Google play data, you should get a server error message in Google play. Simply just restart and you have a working Google play again! if that doesn't work make sure to uninstall updates, good luck future readers!

Often ROM's instruct you to install the gapps package (http://goo.im/gapps ), which adds a collection of Google Apps. I'm often surprised that more people don't know, even sometimes Rom Developers themselves, that you don't always need them.
In fact not installing them, saves not only space, but ram & cpu usage. You end up with a faster device. Everything you need is already added in almost every standard Rom (including Chameleon OS for example).
For example, checking Gmail. You don't need Gmail App. The normal e-mail program that comes with Android already supports Gmail (and other e-mail providers).
You also don't need Google Search. The stock browser already uses it when you search. You save about 20 MB Ram (sometimes more, depending on which Rom you use), by not having Search on the desktop.
About the only con (drawback) is if you're flashing a phone, you're going to want or need gapps as that includes the voice commands (if I recall correctly). But if that's something you feel you can live without or don't need (because you have a tablet or maybe you don't use them on your phone), then not installing gapps can make things easier.
So do you install gapps (Google Apps)?
Actually, for some custom roms, in order for all the features to work, you need to flash Gapps. But for most you dont need. I have never had any bad things from flashing or not flahsing. But i always do flash so i can sync my purchases and apps.
I never flash the Gapps packages for any ROM I use. I only will add the Google Play Store, Google Services Framework and the Account Manager (for JB). All those Google apps are pointless and like stated earlier, will bog down the battery life and performance. Usually I will freeze the Play Store and such when not using them.
Its quite easy to put the required apps in the /system/app folder, set permissions correctly and reboot to get ONLY the Google Play Store. Of course you will need a root explorer like app to do this.

Every ROM I've ever used had Google Play already installed. I believe Framework and Account Manager are already inside as well. So I've not needed to track down the actual app for it.

Sometimes I'll get lucky and the Play Store is preloaded like SBlood's CM7. I usually use twa_priv's ROMs as my primaries in which I most always have to add Google Play, except I think the latest release (4-19-13), I believe that had it built in.

Google Play store updates its self. So no matter which version you installed, it will be current sooner rather than later.

I am well aware of that but thanks for mentioning it as maybe it will enlighten other users
I use this Gapps package. It is light apps and RAM usage.

I think some of you have misunderstood the Gapps.
AFAIK, every AOSP-based ROM will have separate Gapps. Some REQUIRED, some not. You can choose to install or not. NOTE: if you won't install Gapps, you WON'T get Google Play.
Or connection to google services. If you do not flash Google Apps, you get nothing google (beside the software) so your wifi signal, will always be grey, instead of that nice blue. Thats the reason why i flash, that grey bugs me, I only want the blue colour(;

That's not true or at least its not try with the ROMs I use. Google's app store is there without me having to add all the extras that come with Gapps

Also not true. I have a nice Wifi signal without Gapps. I also connect to my Gmail using the stock e-mail problem.
This was posted using the stock browser without gapps installed.
Well, seeing this thread, I've tried freezing several system apps on my devices. After freezing backupconfirm and sharebackup, apps seems to open up faster and the device snappier..
I used to install gapps every time, now I usually dont. I like the email app in JB a lot better than the gmail app. Usually install the play store and maps
I like the maps and play store hate the gmail
I find that installing gapps, especially Google play services causes more bugs

Had no idea!!!!!!!!!
hey guys, thanks for this post i was under the impression I HAD NO OTHER CHOICE...every time i have asked this in a specific rom ...always told to read the beginning of the 1st post on how to install before i post.....maybe wasnt making myself clear..thanks for answering my question...time to experiment !!!!!!!! :good::good::good::good:
Does anyone know exactly what Google flavored apps are required for the just the Play Store to function properly?

I install gapps everytime because I am always getting new apps. It is interesting to hear that it isn't needed and can make things snappier if you don't need to download new apps.

I have my nexus 7 for a year and I have in countered an issue. I was travelling to Switzerland (i am not sure if the following has anything to do with the problem) when I wanted a little extra coins on some apps like subway surfers the apps require "in app purchases" and I had seen a friend get all in app purchases free on iOS so I tried to do the same. I downloaded an app and it asked me to change my timezone to Moscow and so I did. The app did not work. I uninstalled it and came back to Sydney and my WiFi bars are Grey and I can access the internet but I can't access Google play services. I have done some research and a lot of users say I have to make sure my timezones are correct and they are. I have rooted my nexus 7 and am running the latest stock android with the new Google play. Can somebody help this driving me crazy!?

Try clearing the data for play store and Google play services.

Do you have root?
If you have root, you can do the following to turn back to blue :
1)Download latest google play store app. and also google services framework.
2)Install the google play app(do not open the app).(warning:- do not install services framework now.)
3)Open root explorer.
4)Go to system/app. find the google framework services.apk and delete it.
5)Copy and paste the downloaded framework services.apk to system/app.
6)Exit the root explorer app and clear all recents.
7)Again open the root explorer and go to system/app and find your google framework services.apk and install it.
8)Exit root explorer and restart the phone.
9)Now go to settings/apps/all.Find the services framework there click on it and first clear the data then force stop the app.
10)Now restart your and bingo! your wifi is in blue and you can connect google+.
11)If not working then there may be a problem in your wifi router
Everybody waiting for the update on their Nexus device, heres a simple solution that works.
1) Goto settings and remove your google account from the accounts tab.
2) Goto Apps and force stop and clear data for Google Framework Services
3) Go check for update and Voila
4) Add your google account back.
Done :victory:
P.S - This might also work for future OTA updates so remember the idea
Any risk in clearing data for "Google Framework Services" on my Nexus 7 running stock 4.2.2 ?

I dunno concerninh 4.3 update but I did this 2 times to get the OTA previously on 4.11 and 4.12 update and it just works....
Just tried this and it didn't work
Trick worked for me, cleared data twice before i got the update.
Some people might be having more luck than others, just keep trying.
Im on nexus7 3G btw.
It doesn't work for everyone. I tried it about a dozen times to no avail on both my N7 and my N4. Then the next day both auto updated.

Try and try and try until it works. (You may have to do this 20 times but it will work eventually)
Does updating like this kill what apps i have? I have like... 400 plus. I'd hate to have to reinstall.
Worked without removing google account, only clearing data for framework app.
I got bored of waiting, and I found necessary files to root, so I gave it a little push. Downloading OTA update as I type this.
Thanks

After just clearing the Google services framework on my stock Nexus 7 it was no longer listed in my Google Play store devices. Subsequently, when I installed new apps on the Nexus 7 they still show up in my 'My Apps' list on Google Play, but the Nexus 7 device did not show so I could not push apps to my tablet using Google Play Store from a browser. Also since the device was no longer listed I could no longer determine, from a browser, if apps were compatible with the Nexus 7. I read elsewhere that the "device" comes back after a few days; I tried a few things to help it along (click on acct name etc....) but after a few days it was still not back. I had installed quite a few apps directly from the Play Store app on the N7 since doing this "data clearing" but it was still missing from my list of devices on Google Play website.
UPDATE: apologies to the OP; I had quickly read his post and skipped over his first step of removing Google account. Following the OP instructions in this thread I got the update right away....AND my N7 "device" is now shown in the Play Store again (thank you). By previously just doing the force stop and clearing data in Google Services Framework, as suggested in many other forums, it seemingly removed my N7 device from the Play Store without getting me the update .
My N7 is listed in the Play store devices same as before.

Exactly. Sometimes it works on 1st try, sometimes you have to do it like 30 times...
I noticed, and not sure what caused it, or if it ever worked, but my S4 is not receiving install requests from the Google Play Store on the web.
It seems my device isn't fully connected. The Last Used is blank, Registered on May 9th. It doesn't turn up on Android Device Manager, and I can't push installs to it.
Other apps, like Hangouts or Gmail have no problem with push notifications.
I've uninstalled and cleared the data/cache for Google Play Market, Services, Hangout with no luck. Wiped dalvik and cache. I even removed and reinstalled both of my Google accounts on the device.
I used the Push Notification Test app to verify I get push notifications
And the Push Notification Fixer doesn't seem to help.
It's stock rooted odexed MF9. The only mods I've installed are Hotspot and Playstation Mobile Certs. I have Seeder running, along with AdAway, but disabling those did nothing.
And push installs work fine to my other devices...
Kinda running out of options, here...
I started having the same issue today, but on an HTC One Google Edition (m7ul) running CyanogenMod 10.2 (the latest nightly build).
I've tried the same tests as you. Basically, the damage seems limited to:
- no push installs from the Play store
- Android Device Manager can't find the device
I think there may be an issue on the Google side since we have different devices and Android builds?
I'm on a galaxy nexus, and haven't been able to push-install from the web play store for the last several days.
