I'm having WiFi problems, let me explain the situation:
A few days ago I got the 4.4 (KRT16S) OTA update, let it update, almost all was working fine, but as Android goes, some features were missing when you update (like the Storage Access Framework file picker, it just wasn't active and a few others).
So I factory reset the device (please note I have it completely stock, no root, no unlocked bootloader etc.), after it did it's dirty job I logged back into my Google account and it started to restore my previously installed apps. All fine so far.
After opening Google Play store there were all the images missing and a message telling me that I have no "network connection", which was funny because I could traverse the store, install apps, but just no images.
Next was the Google+ - again telling me I had no connection, the same Google Music, Hangouts and every other third party app that somehow uses (imho) the Google Authetication/Account were reporting errors. On the bright side, gMail/Authenticator/Gallery/Photos were ok... Rebooting the device did not help.
As it was quite late I said "screw it" and went to bed. What was my surprise the next day after logging into the compay WiFi that it works like it should, no errors whatsoever. So I thought "ok, it just needed some time" (whatever that would mean :silly.
After I came back home, logged into my WiFi and again - the same problems. I tried meddling with the encryption modes, even opening it completely, turning off QoS, lowest speed modes, changing channels (not that would help, but I'm desperate ) etc., but to no avail.
Please note that it worked on "before the factory reset" KitKat, 4.3 and 4.2 Jellybean, also Transformer Prime and HTC Wildfire S (bunch of different roms and versions since I have them) are using that WiFi with no problems.
Anybody having similar problem? Is there a fix for that?

EDIT: The WiFi connects and most of the apps work, it's just some of the Google apps that do not: Google+, YouTube, Play store/music, Hangouts and some others.

how old is your router? Does it support 2.4Ghz or 5Ghz? In Wifi, select "Advanced" and select the frequency that your router support.
I have this one, not that old, but still only 2.4 GHz:

Update: Well...somehow it fixed itself after a while (day), the only permanent change to my WiFi settings was changing the channel and SSID...no idea what's the reasoning behind this, but I'm glad it's working now
The problem is DNS related - once I set Google's DNS (8.8.8.8, 8.8.4.4) for my home WiFi on the phone, all the problems were gone. Fixed the problem on my N4 KitKat and another user's N7 KitKat with completely different AP/router.
Weird - all the other devices have no problems with my router's DNS (different device than the AP). Hope that helps somebody who has the same problem

Just did a wipe/factory reset. Did not have this issue before the wipe, and don't want to wipe again, just got done getting everything setup the way I wanted.
So here's the situation.
Basically it's somewhat random. Open Market First page loads(cached) but any other searches or categories give me an error "A network error has occurred".
I cancel that, jump back to browser, try a google search to test my 3g connection, one search may work, then I get network errors. But, when testing other websites, ala espn.com, it works fine. Go back to google, no dice.
I am then forced to reboot, or force close both Market and the Browser to be able to browse again. But as soon as I pull up Market, and get the error, I'm back to not being able to use google. It's very odd and random, and I feel like I'm going crazy. I've toggled radio, wifi etc to refresh 3g connection, does nothing.
I haven't installed anything new recently, no updates, etc. I'm wondering if anyone else is experiencing issues. I have a co-worker having similar stuff with his hero, and another guy from this weekend had the network error in the market. We had 3 phones together, two got network error the other was fine.
It's been about 3-4 days of this.
If I missed some big issue, flame me and everything, I'm just tired of messing with it.

holy moly, this just started happening to me today too. Tried several different roms. Several kernels. Reflashed the newest radio. did a ##768# and ##3282# reset.
You are correct, it is only google affiliated sites that aren't working and i didn't realize that until you pointed it out.
I access sprint sites fine. 3g stays connected with full signal at all times. At this point i can't even log into my google accounts to sync contacts and crap..... this is really irritating me. WTF is google doing?
Weirdness. I live in champaign illinois, where abouts are you? And what gives people? These roms i tried flashing of course have worked before, i am a very technical person and nothing on the phone itself has been messed up. Seems that google may be blocking the phone for some reason.

I am having the same issues, no google services work, that includes:
Google Talk
Gmail
Google Reader
Google Voice
pointing a browser at www.google.com
All other web surfing works fine, all other data works fine, full bars 3G
Tried factory data resets, 3 different roms
Flashed back to stock 2.2 still nothing.
I can't add Google accounts.
Sounds like basically no connection to any Google servers for any of their services.
Seems like its just through sprint though, maybe not, maybe sprints routers stopped routing traffic to Google for some reason.
I have searched the net all day and have been unable to find others with this issue, except for here.
Maybe it is just sprint.
Can any non-sprint users confirm there Google services working ok?

I've searched the forums (long time lurker). I have a Nexus 4 on PA 3.94 that cannot download apps through the Google Play Store. I downloaded the v.4.3.10 APK and installed, then wiped the app cache - however Error 497 still persists. (NOTE: this worked on a separate Nexus 4 on PA 3.94 that was having the same issue, on the same WiFi network).
I've also tried:
- Factory Wipe
- Clean install of PA 3.94
Any suggestions would be appreciated!
Edit: The working Nexus 4 is now having error 497 again on the same WiFi network indicating the APK download and app cache wipe didn't work.
Edit 2: Currently experiencing intermittent Error 497 while on WiFi (on multiple ISPs). Downloads work more often over Cell Networks (T-mobile for example).
Efforts that DO NOT fix Error 497:
- Updating to Google Play Store 4.3.10
- Clearing Google Play Store and Google Play Services data (and cache).
- Rebooting phone
- Removing Google Play account
- Wiping Cache and Dalvik Cache
- Factory Reset
Edit 3: Issue exists on multiple devices (Nexus 4, Nexus 7, Galaxy Nexus, Galaxy S3, Galaxy S2, GT-I9500) and on multiple JB Versions (4.2.2 and 4.3).
Edit 4: General consensus is to wait this out. Google is aware of the issue and it is likely an issue with Google's servers. Just wait it out by downloading over Network or downloading APKs on your computer/device browser.

Several posts like this have popped up across a couple of different forums. I'm having the same issue. I can download some apps, but others (Google Play Music, TV Guide Mobile, Google Play Services) won't download. I was running stock rooted. I tried installing CM10.1 thinking maybe it was an android 4.3 thing, that also didn't work. I tried doing a full factory reset to both 4.3 and 4.2.2, neither worked. My wife's phone, an Optimus G, works perfectly on the same WiFi network. The downloads work on mobile data, but I've already been throttled for the month (hit my 500MB limit with straight talk as I was troubleshooting the error)
I'm wondering what else is related. Who is your ISP? Mine is Comcast.

My ISP is Comcast as well. I don't have network access here (T-Mobile) so I can't test if that would work for me like it has for you. I did see one other thread posted this week with the same issue. Perhaps this will be resolved with the next PA update or the next Google Play Store update.

Same here. Error 497. Comcast ISP. Worked when switching to cellular. I fixed this by going into my router configuration and adding Google DNS (8.8.8.8) as default.
Error has something to do with Comcast dns servers. Hope this helps.

Try changing your DNS. I've read that this has helped write a few people and explains why it often only occurs in certain locations.
I seemed to have the same issue. I was hitting the update all button on top of the screen and specifically Google Play Books and just recently FB Messenger failed to update. I then went into each app individually and used the update button to update. This method worked for me. Both apps are now installed without issues.

Never mind. I still can't download certain apps. Is there anyway to fix this?
Edit: I fixed both DNS with 8.8.8.8 and that seemed to fix my issue. I downloaded all my apps.

Note: The Error 497 has been occurring intermittently now while on Comcast.
I have switched my dns setting twice still no luck half the apps get the 497 error. I'm on Comcast Michigan Nexus 4.

I am having the same problem with my nexus 4. Its definitely not the 4.3 update because mine was working fine when I got that update. It has to be google servers and your ISP (I am on Suddenlink in Arkansas). I tried force stopping/data/cache wiping google play/frameworks....that yielded no success. The only thing that remotely worked was changing my DNS in my router to 8.8.8.8/8.8.8.4.4. That works on some apps, but others give me the "Package is not valid" error. Still others make it to a certain percentage of download, then just freeze. The download arrow in the notification bar even disappears when this happens.
However, my mobile data works perfectly every time! I can tether to my nexus 7 and that works fine too. Its just the wifi that is messed up. Oh and I initially thought it might be my router so I switched back to my old one and that didn't work either.
My conclusion: everything worked fine on wifi until the new google play update a few days back (4.3.10). I manually pushed that to my phone and tablet and ever since this has happened. Even after uninstalling the update (rolling google play back to 4.2.3) it is still messed up. It seems the problem is Google/ISP server issues. Glad my cell data works though!
Oh and you can even use your wifi in your phone/tablet and go to the web version of the play store and download/update just fine....very strange. I hope google fixes this soon! I love my nexus 4 and 7 and hate how I am restricted like this.
I'm having the same problem with a new N7. Also using Comcast in MI. Factory wipe the tablet, enter in my Google account, and core apps like Chrome and Play Music refuse to update, package file invalid. I've been troubleshooting this for hours until I ran into this thread. Switched over to using my phone in tether mode and my tablet updates right away. Comcast is doing something that is breaking Google Play.
More details: changing DNS to 8.8.8.8 doesn't seem to help. Updates and installs for certain apps will fail like clockwork over Comcast, work fine over Sprint, every time.
Hideman vpn let me run updates that didn't run on my comcast wifi. Dns setting did not help. Something odd is going on. I've gone back 4.2 and that doesn't fix my issues. I also did upgrade to the latest play store a day or two ago. It some might be some weird authentication error. I get 497 errors and the invald file error. Behind the vpn things run fine. Its driving me nucking futs. I've wiped, tried custom Roms downgraded and tried multiple DNS severs.
Invalid file Hideman vpn thread kind of helped me even though I don't want to use a VPN every time I have app download or upgrade on the play store.

Tried over cellular data and it worked. Wondering if the Google Play store is having issues with Wi-Fi networks. Try installing updates NOT using Wi-Fi.

I've tried both ways, both ways errors.
Comcast, new nexus 7, can confirm this issue.
I have been having this exact issue for two days on Frontier DSL and a 2013 Nexus 7. I have tried 3 different routers, changing DNS settings, etc. and nothing has worked. If I reset the router, however, and immediately try a problem download, it will usually work. If I wait too long, I will get the 497 or package file errors....
Like others, it will work perfectly every time if I am connected to a cellular hotspot.
Just chiming in to say I've been having this same issue both last night and tonight. Some apps will download or update, and some won't. The ones that won't give me error 497 or say package file invalid. This is true on my new 2013 Nexus 7, the old 2012 Nexus 7, and Galaxy Nexus when using wifi. Everything was working peachy on all three devices until last night.
When using cell data either on the phone or as a mobile hotspot for the tablets the apps will download again, but as soon as I switch back to wifi I start getting errors. I've tried clearing the cache & data and force closing the Play Store & Google's Framework Services, deleting the apps and trying to redownload them, rebooting the devices, restoring past Titanium Backups of the Play Store, etc. But so far the only way to download or update apps since last night is to use cell data.
The new Nexus 7 has Play Store v4.3.10 The old Nexus 7 is running 4.2.3. I can't check the version on the Galaxy Nexus right now. But all three are having the same problem so I don't think it's version specific. The two Nexuses are running stock 4.3 and the Galaxy Nexus is running a custom 4.2.2 Rom, so it isn't Android version specific, either. All are rooted & unlocked, if that matters.
For what it's worth I also have a Comcast router, but it was working fine with Play Store updates until last night. I have the feeling this is something on Google's end. No idea what's happening, but I hope it gets resolved soon.
Same issue here too. On both wifi and mobile data though. I tried changing my DNS to Google, wiped cache and dalvik, tried pushing the update from play store on desktop. Always the same 497 error. :/

So as of the past few days my apps BARELY move when im on wifi. Facebook, gmail, all ridiculously slow. I did a speedtest and im getting good down and up speeds, 30 down, 5 up. My wife's android (different model) has no issues when on wifi so i cant blame the router. If i use the browser on the phone i have no issues at all, it is strictly with apps. I have no idea what could be causing this. I tried searching and couldn't find a solution any where. Any help would be appreciated. I am currently on version 4.4.2.
Things i have tried: disabling wifi optimization, changing location settings, turning off the radio to just use wifi.
Just strange this happens out of the blue.

Think back, what have you installed recently? What has been updated through the Play Store or other such service? Go through each entry in settings and verify you haven't inadvertently checked or unchecked something. Turn off all syncing and disable any auto photo, system back up etc uploading. Check in about phone and see if you're up to date on system software. If you are you're probably not getting an OTA.
If nothing else, you can always back up data and such off phone and do a factory reset.

So here is an interesting development. I was away this weekend and was able to jump on another WiFi network connection...problem went away! Came home, still very slow! Why would it be just my phone and not my wife's? Double checked all of my phone setting and they are fine. I have a Comcast all in one modem/router so I'm not sure how to access it. I'm going to call them to find out. When I do get in there what should I check for??
I am running Netflix version 3.9.1 build 4105 and Android 4.4.2.
When I open Netflix the program just sits and spins and spins then gives me a "Sorry we could not reach Netflix Service. Please try again later (-9)". Then I clear app data and after I do that and relaunch then I get the extremely common 15001 error (that is impossible to actually troubleshoot..).
I have read multiple people having issues with Netflix, but that was when they released a patch that broke it and I am pretty sure that isn't a common problem anymore. I have one of the apps that show network activity and all I get is random hits of like 20-30 KB/s max while trying to launch Netflix. I have tried this on two completely different networks, so I don't think it has anything to do with my network.
My device is rooted with TWRP installed, but I don't see how this could have any affect on Netflix (it never did on my old rooted Nexus 7 running Cyanogen Mod).
Is there something I can try that maybe I haven't heard yet? I even tried clearing the Google Services Framework cache/data (as this helped people in the past) and that changed nothing above. Not being able to use Netflix is a huge problem for me and I am hoping someone has run into this on our devices. I imagine Netflix is one of the most common Apps used.
Thanks for any help or ideas anyone can provide. If I need to I'll restore the tablet with Fastboot, but there is no guarantee that will work and an obvious pain if it doesn't.
Edit: Read the latest comments on Netflix and it seems there are still plenty of people having problems just like mine. I guess I may be waiting for a new version to release??

When you grab a movie with TV portal, then use Tubemate to download mp4 quality movies of your choice. (touch the green arrow above to get the download interface)

I don't think anyone has problems these days ripping off movies, however streaming thousands of movies and TV shows is more convenient by a mile (especially on a tablet).
That is indeed one reason Google & apple push to get rid of the power of personal storage and force the cloud.
When Netflix won't work when you finally settle for a movie, it's nice to have options.
The measly amount Netflix charges is worth it, they have a good service....
But as you know, traveling you are forced to use sporadic data on the road that cost. Until they fix that, I want my storage.
Thank you for starting this thread driving me nuts today! Thought I was alone. It's my son's tablet and Netflix is one of his major uses for it. Tried so many fixes and none are working. Guess we'll keep an eye out for an update.
Also, anyone have trouble with Netflix in general? I had to install an xposed mod just to get it to run!?!

Go to Netflix in the play store then hit the three buttons in the top right and the option to disable auto updates should be there.
Never got around to testing other builds as that on works fine for my kid.
I believe the reason behind new versions beyond 3.7.1 not working is because of below;
"As of version 3.7.2, Netflix has begun using Forced Google DNS lookup for their Android app. This means that the Netflix app bypasses any DNS servers you setup on the Android device or on the router and uses Google DNS instead.
Traditionally we were able to block Google DNS lookups on the router and force Netflix to use alternative DNS. However, the Android app seems to not work at all if Google DNS is blocked."
In any case I can confirm that version 3.7.1 build 1711 does work as it should.
Also as recommended earlier you have to stop the app prom auto updating.

So 100GB free for two years on Google, great, thanks!! They did similar with Dropbox back when I got my Jewel. Ideal purpose here is photos of my kids getting backed up, I don't create nearly that many spreadsheets to warrant that kind of storage.
Photos WILL NOT back up photos via wi-fi, the Assistant in the app just says "Waiting for Wi-Fi", well the wait is over, you've been connected to wi-fi almost constantly for a week now. As soon as you flip the switch to use mobile data, they back up fine, over mobile data. I'm unlimited, so that's not a huge issue, just seems like a power drain to me.
I've done all the toggling on and off, uninstalled app (updates to system app only, not rooted yet so still on stock), cleared data/cache, blah blah blah. Seems like the app isn't allowed to see the Wi-Fi state or something. I've Googled the issue and I don't seem to be the only one facing it. Only thing I haven't tried is removing my Google account and re-adding it, but someone else on another forum states to have tried it to no avail.
Has anyone here on this forum of geniuses seen this and figured it out?????

I have had the exact same issue. I had to set it to allow it to use wireless network and then turn that back off. It's a crap work around I know, but at least they get backed up.

that's kind of where i'm at. mobile data is the only option. just don't know if it's an app thing or something with sense. haven't tried a factory reset yet, but i give myself probably another three or four days before i finally break down and unlock so i guess i'll find out then if that fixes it.
Mine still went over wifi. I just had to switch it to allow over wireless.

how could you tell?
Could be wrong but think he is saying he set to wireless network then back to Wi-Fi and then sync. I had same problem so just left mine on both Wi-Fi and wireless network. Would rather just Wi-Fi but don't want to lose photos

I have the same problem. There were a few times early on that I got it to work on Wi-Fi by toggling and clearing stuff in various combinations, but never consistently, so I just ended up saying screw it and using mobile data.
I remember that I had the same issue on a stock Android ROM on my M8 at one point though, so I don't think it's a sense issue.

Same issue here. I ended up just letting it go over mobile data (especially since I have unlimited data with Sprint)
Was on vacation so I couldn't reply.
I have zero cell coverage at home so data cannot cross the cell network. I had issues with it not uploading over wifi. I set it to use cellular data and photos started backing up. Obviously it's only over WiFi because I don't have cell coverage at home. Turn off the cellular data backup setting and it stops uploading on WiFi again.

I had the exact same issue, and found the fix on reddit.
"Go to Settings, go to Data Usage, then open the menu and go to Network Restrictions. Tap the WiFi you're connected to so it is a metered network, and turn it back off. Should correct everything."
For whatever reason, toggling that setting makes Photos start backing up over WiFi again.

Photos WILL NOT back up photos via wi-fi, the Assistant in the app just says "Waiting for Wi-Fi", well the wait is over, you've been connected to wi-fi almost constantly for a week now. As soon as you flip the switch to use mobile data, they back up fine, over mobile data. I'm unlimited, so that's not a huge issue, just seems like a power drain to me.
I've done all the toggling on and off, uninstalled app (updates to system app only, not rooted yet so still on stock), cleared data/cache, blah blah blah. Seems like the app isn't allowed to see the Wi-Fi state or something. I've Googled the issue and I don't seem to be the only one facing it. Only thing I haven't tried is removing my Google account and re-adding it, but someone else on another forum states to have tried it to no avail.
Has anyone here on this forum of geniuses seen this and figured it out?????

This issue goes beyond just Google Photos. I have noticed that it is global so anything that is set to download over WiFi only won't ever download. This includes automatic updates in the Play Store and Spotify downloads. There has to be a fix coming for this soon from HTC. I wonder if they are even aware of this bug...
just want to let you know guys this is no HTC related, I have Xiaomi Mi4c with CM13.1 facing exactly same problem in Flickr and Google Photos app, only solution is mentioned in this thread enable and disable your wifi network as metered.
EDIT: I am using AFWall+ and both Flickr and Google Photos had same issue and were restricted by firewall only to access Wifi, I am curious if it's gonna help if I will allow them to use mobile data and restrict only within the app.
I can confirm that here, definitely something up with the app. Did the meter toggle fix, disabled mobile data, snapped a photo, watched it back up over wifi. Then for fun I went into backup settings and turned off backup over cellular data and snapped another photo, waiting for wifi.
Hay guys i was having the same issue of not being able to upload my photos on google photos app, but i don't know when it started up and what caused it to do so, but i have digged up a solution from googlephotos help page, a guy named Gaieus solved this problem and shared his steps there. I have just copy pasted them here ,
I had the same issue. I finally found what to do and it seems to work for me now (hopefully for others, too):
Go to your settings > data usage
Tap on the three dot-menu icon at the top right
Select mobile hotspots
Uncheck your own (or any constant, reliable connection you often use) so that it is not marked with green as a mobile hotspot
It seems that the phone is not using mobile hotspots to do the background uploading (probably because they are often unreliable and you may not stay in the range for long enough - and as has been said, the pho app cannot do resuming of uploads already started when you get to a wifi range again)

I had the same issue for the long time and I just now managed to fix it.
Go to the Settings and fully FORGET your WiFi connection. Reconnect by entering again your password.
That did it for me. After half a year of inactivity, Playstore immediately started updating my apps and Photos started backing up over 430 images that were in the que.
Switching to mobile data also fixed "waiting for WiFi" holdup inside Photos app, but since I am on 500MB/month data plan, I never relied on that.
Did you guys have an SD card formatted as internal? I think the issue stems from that. I had the same issue a while back with more than one app like google photos, google play music (for podcast downloads), etc... basically anything that waited for Wifi to do anything.
I backed up and redid everything without formatting the card as internal and haven't had those issues since.
I've heard formatting as internal can cause other odd problems too.

1.1 activate wifi
2. open google photo aps
3. open setting
4. open backup & sync
5. activate cellular data backup
now you can auto back up your photo or video with WIFI
after backup deactivate Cellular data backup

Once I uninstalled all the Google Photo updates, it started working for me. The only Settings option I had available in the latest version was "About". After removing the updates, all the Settings items returned and so did the ability to sync.
