The S5 is already SIM unlocked. And as magneticzero points out we need a bootloader unlock which is something entirely different.
I was wondering if anyone can tell me how to check if my Note 3 has a locked bootloader or not?
Can't seem to find anything on Google or on here on how to do it.

There is no way of doing it at the moment, not sure there ever will be.

you can pay your carrier to have your device both simunlocked and bootloader unlocked

There is carrier bloatware? If yes, it is carrier locked. If you want to know it if the bootloader is unlockable go to lg website for unlocking the bootloader and try to get the unlock.bin file.

Did you just post your S/N and IMEI?
According to the screenshot it's provider (Orange) phone. It means you probably can't root it.
