After spending long nights of investigations, I here present the solution for those LG Quantum users like who want to get onto Rogers Canada Network.
So far I have done 2 LG Quantums and all works fine for both data and MMS.
Here are the steps:
1. Download the attached LGC900KB_100927_MP.zip and extract it somewhere. You will get LGC900KB_100927_MP.dll.
2. Goto nasirahmed's post regarding LG Quantum's original firmware thread. (Great job, nasirahmed!)

Download the LG C900K Australia version firmware and of course "LGDP2 V36 UMTS Setup" tool.
3. Follow the steps in nasirahmed's instructions to flash the LGC900K firmware. When you are asked for "DLL Selection", pick the one you have just extracted.
4. If everything goes well, you should have the C900K firmware pre-nodo version.
5. Start Zune and let it upgrade your firmware all the way to Mango. Be patient, it's a long process (about 1 hour).
6. Now you should have C900K mango on your phone, go to dialer and dial ##634# to install the MFG tool.
7. Disconnect USB and connect Wifi. Goto MarketPlace and download LG's Network Setup(In the LG App Store section).
8. Start the Network Setup tool it'll say something like "setttings changed, has to reboot". Let it reboot.
9. Then start MFG tool, password "277634#*#", "Engineering" -> "Other Options" -> Pick Registry editor.
Change the following key to 0.
LM_LOCAL_MACHINE\Software\LGE\DYNPROV\XMLList
Key = "RGS_CA_302_720"
Type = DWORD
10. Exit the MFG tool. Then run Network Setup again, it will reboot again.
11. Now you should have the Roger's Profile everything set up including the MMS.
12. Enjoy!
p.s.
The reason why it has to be C900K:
Only the C900K has the required the application lge_dynprovapp.exe to do dynamic provisioning. The Bell and AT&T ones doesn't include the file in \windows.
The reason for my DLL:
The original DLL for C900B or C900 or C900K will not let you do cross model flash. My version will let you flash across C900-C900B-C900K.
thanks, I'm thinking this might also be useful in the future if the at&t or the telstra versions get the tethering update but bell doesn't.

Unfortunately flashing to different firmware didn't fix my issue. C900 is not accepting SIM, but repeatedly prompt for PUK code. I'm almost ready give my money for Octopus or similar tool, after trying unlock codes and flashing with different firmwares...
This worked great for me once I figured out the nuances to Nasirahmed's instructions but there are a couple of areas that I got stuck on.
Here are Nasirahmed's instructions from http://forum.xda-developers.com/showthread.php?t=935605 with some notes in red so you don't waste time uninstalling and reinstalling drivers and software like I did trying to get this to work:
1. Download LGDP2 V36 UMTS Setup and extract, go to LGDP2_31_INCLUDE_LGDP1_Setup folder and install the exe (use serial number). Now copy all the files from DOWNLOAD folder and paste on C:\DOWNLOAD (overwrite if needed).
2. Install LG United Modem Driver, connect the phone to PC through USB cable and let the drivers to be installed. USB 1.1 is recommended. (note: phone has to be in Emergency Download mode at this point to get the drivers to install.. power off phone, then press Volume Down, Camera, and Power Button at the same time to get in Emergency Download mode.)
3. You'll need firmware in DZ format and the correct DLL for your model.
(note: Unplug phone from USB)
4. Open LGDP2_V36_UMTS from C:\DOWNLOAD, select UMTS in Division and click OK.
5. Select port (check Device Manager for LG USBModem Port number), you can set a range from easy select or select manually. Select DLL and select firmware in Downlaod Configuration. Click OK. (note: You need your phone plugged into USB in Emergecy Download mode to find the port number in Device Manager... otherwise, just click ALL under easy select. Also, don't worry about the "Can't find Monitor Port!" warning )
6. Click START in main window and connect the phone to USB cable in Emergency download mode(VOL+CAM+PWR). (note: Make sure phone is not plugged into USB before you click start, then plug it back in AFTER after you click start. The update will then start automatically and is finished after the phone reboots into Windows.)

Not sure if this will help you much.
As far as i remember, most of the indian provider's profiles are already in the stock rom. You just need MFG app to set the correct one.

I have an unlocked quantum and have followed along with no problems untill I need to get the LG network setup tool. I can't find it or access it anywhere. I tried marketplace after i did the firmware update to the australia rom. I found a place to get the tool .xap file but cant get it onto the phone. Anyone can help?
Oh and I'm in Canada trying to get the quantum on Rogers.
did you folks on the flashed telstra ROM get the wifi tethering update notice too?
edit, flashed the ROM myself, yes, you do get the tethering update.
Does this flashing to Australian ROM solves the problem of Caller ID on rogers network for LG quantum?
Caller ID is more important for me than the MMS, i only want to do this if it fixes caller id.

Might be a reasonable way to get the wifi tethering update. I just got a reply back from LG Canada saying:
"Unfortunately we have been told that the phone will not support tethering and this cannot be added through an update."
I guess LG Canada figures the quantum can't get wifi tethering?

Would also like to know this. Does the Telstra ROM fix the caller ID issue on the Fido/Rogers network?
I personally don't use this specific phone regularly.
I did it purely because I promised my friends to help them to fix the MMS issue.
Just talked to them and they did mentioned about the caller id sometimes works and sometimes doesn't.
If you are talking about similar issue, then probably no.

I'd be really wary of doing this, there are some differences 1) capactive vs physical windows button, 2) hardware keyboard.
I agree. If you want to flash different variant of firmware on your optimus 7, i can probably help.

Hi bobzero, chinabull, and other Canadian Quantum users. I guess we all got the phone on Bell firesale. I unlocked it and moved to Speakout (Rogers) network now, but since I can't update all APN settings maps are not working. I'm not sure if you have similar problem. They load over home wireless but not when I'm using Speakout data.
My understanding is that here mentioned procedure would solve MMS issue so I was wondering would this help with maps issue too?
Issue is that I can't change all APN proxy values. I unlocked and moved one Android phone to Speakout recenty but since I had control over all APN settings maps are working great.
If this update doesn't help with maps is there any other way to update APN settings?
Edit: To clarify, when I open MFG I don't have any xml file to chose from under network configurations.

Yes, just confirmed the Time stamp issue is still there. But it seems it doesn't affect threading.

Have a Samsung Galaxy Note 3 (model: SM-N900W8) and wish to enable LTE for a specific carrier? Follow these in-depth instructions and you will enable LTE for this specific model. My Samsung Galaxy Note 3 model is from WIND Mobile and I use both WIND Mobile and Telus SIMS on the device (interchange when needed). When using WIND, I get their default 4G data speeds and with Telus, I now have LTE which is like going from a Honda to a Corvette.
These instructions will work with all the SM-N900W8 models but you will need to select the appropriate root for your country/carrier (as indicated in Chainfire's post).

UNLOCKING YOUR DEVICE
Before you are able to use another carrier SIM in your device, you must first unlock the device. I know there is a method of doing this for free after rooting but I paid $32.99 USD and received my unlock code through cellunlocker.net. If unlocking to use a SIM from another country, make sure you first activate with the original SIM. Failure to do so will region lock the device so you cannot use it with an International SIM. The only way around this is to pay a Samsung technician to reset the device. Since I use WIND and Telus, both carriers are Canadian so I went ahead and unlocked my device using the Telus SIM directly as I do not need to worry about a regional lock.
ROOTING THE DEVICE
1) Download and install Kies (for the Drivers) from here http://www.samsung.com/ca/support/model/SM-N900WZKEBWA
2) Download the ODIN software and ROOT provided by Chainfire:
http://forum.xda-developers.com/showpost.php?p=46098951&postcount=3
3) Unzip the files just downloaded and run the ODIN software. Once loaded, click on the PDA button and browse to the ROM file:
CF-Auto-Root-hltecan-hlteub-smn900w8.tar.md5 (this was the file I selected for my Canadian provider as my device is WIND Mobile). Make sure the check-box in the ODIN software that says "Re-Partition" is either unchecked or greyed out.
4) Power off your device and once off, reboot into the Android system by pressing Volume Down + Home Button + Power (all at once). When you see the Galaxy Note 3 logo, let go and it will present you with a warning regarding installation of customized OS's. Click on the volume up button and this will allow you to continue and present you with a Android logo screen and the word "Downloading".
5) Plug your device into the USB port and click on the "Start" button within the ODIN software. It should take a couple of minutes but the status window in ODIN should say successful.
CONGRATULATIONS... You have now rooted your device!

INSTALLING TWRP (TEAM WIN RECOVERY PROJECT)
I loaded the above program which I recommend you do as well. TWRP is a fully touch base recovery software program that allows you to store/backup and save custom ROMS either to your computer or to the device itself through internal storage or external SD. Think of it as a simple way to manage your device rather than having to enter a bunch of codes or press key sequences to get into specific low level menus of your device.
The software can be downloaded from the following link. I downloaded the latest 2.6.3.4 version:

1) Power off your device and once off, reboot into the Android system by pressing Volume Down + Home Button + Power (all at once). INSTALLING AN LTE CAPABLE ROM/MODEM
Now that you have your device rooted and the TWRP software installed, we now want to enable the LTE capability so you can use this device at the best speeds possible! Unlike what many have posted, I confirmed with AllGamer you can load any carrier SM-N900W8 ROM onto the device as long as the models version match (ie: SM-N900W8). My device is WIND Mobile and this carrier does not support LTE so the fastest speed I can select is 4G which is WCDMA/GSM in the network mode settings. Since I will be using the device on Telus with LTE data speeds, I want to install this ROM but ensure the device will have LTE as a option which I can select under network mode.
1) Go to the following link and download the carrier specific ROM for the provider you wish to use your phone with (in my case, Telus):

2) This is a large file so I downloaded it to my Pcloud account then onto my computer which took about 30 minutes. Once the file is on your computer, extract the contents.
3) Power off your device and once off, reboot into the Android system by pressing Volume Down + Home Button + Power (all at once). When you see the Galaxy Note 3 logo, let go and it will present you with a warning regarding installation of customized OS's. Click on the volume up button and this will allow you to continue and present you with a Android logo screen and the word "Downloading".
4) Load the ODIN software, click the PDA button and select the ROM package you just downloaded (in my case, Telus):

5) Plug your device into the USB port and click on the "Start" button within the ODIN software. It should take around 5 minutes but the status window in ODIN should say successful.
6) Your device will now reboot and you will need to go through the setup process. Once complete, you think LTE will be enabled but you are wrong! You must dial the following key sequence to bring up a regional carrier menu: *#272*[IMEI]# (that is *#272* (your IMEI number) #) - To find your IMEI number, check your manufacturer box or press *#06# from your call menu and it's the first 15 - digits.
When the menu pops up, it will show a listing of codes and it matches the "region" list that's shown at the following link: http://www.samsungis.com/Firmwares/SM-N900W8.html
When the menu comes up, select the regional code for the carrier ROM you just installed (in my case, Telus which was "TLS"). The phone will now go through a reset/boot sequence and come this time, it should read the APN settings from your SIM card and viola, you now have LTE. If you do not see LTE but 3G, you will need to ensure your APN settings are correct and then go into the Network Mode and ensure you have LTE/WCDMA/GSM (auto mode) selected.
CONGRATULATIONS... You now have rooted your device, installed a custom ROM for the carrier you wish to use LTE on and have LTE capability. Since you have installed a specific ROM and set the regional carrier settings to this ROM, if you look under your status menu, instead of it saying "Custom" next to "Device Status", it will show "Original".
I hope this information helps others who have been stuck with enabling LTE on their device. Remember, LTE will only work for carriers who support LTE capability. Should I switch my SIM card and put my WIND SIM back into the device, it will work but the MAX data speed I will get is 4G.

Thanks! Look at everything that can be accomplished with a little hard work, dedication and assistance from those in the know. I only wish I was able to figure this out sooner without bricking a device. A costly mistake but a learning experience so all in all, no complaints!

So let's say I have a Mobilicity N3, and use this method to install the Bell ROM. Does this mean I now have a "Bell" N3? Will the OTA updates still work? Will this cause any known issues? If I factory reset the phone, it will be reset as a Bell N3?
Theoretically, installing any of the Big 3 (Robellus) ROMs should do the trick from an LTE perspective, assuming you've SIM-unlocked the phone, yes?

Hi, i have an N900W8 Rogers Note 3. I have a T-Mobile rom flashed on the phone., however, my baseband is still MJ1 (Same as my Rogers stock rom). And im having Poor LTE reception. Can you provide a CWM flash-able zip modem i can flash that might fix this issue? Or can i download the stock rom myself and flash ONLY the Modem? Thanks!

I suggest to do verifications before you flash a modem. Call Rogers and ask tell to do a "resend to switch". Call from an other phone if u can and listen to instructions
Also, update the phone to the latest firmware to have the latest modem.
Info: you can flash kitkat although the approved version by Rogers itself is not out yet.

Hi, i am with Fido. The Note 3 is from Rogers though (Same company). I dont want to flash the entire stock rom is the reason im asking for only the modem. I was wrong before, currently im using an N9005 Note 3 rom called Hawkish Elite. And the rom i was on prior to this one was the T-Mobile Note 3 based Darthstalker rom. I really dont want to have to flash the stock rom. So any information would be greatly appreciated. Thanks!

hello all,
I was wondering if someone could guide me in the right direction as i need help enabling LTE on my phone on the rogers network.
I came across a thread about enabling LTE on the SM-N900W8 model of the samsung galaxy note 3 (the one i have)
I do not have LTE showing up on my phone, i tried speed test and the best i get is 4G with 9mb download speeds.
I actually sent my phone in to repair and the gentleman swapped out the motherboard to change the IMEI legally.
Its an unlocked phone at this point and it has model number SM-N900W8, ive gone into the settings and selected LTE coverage but it doesnt give me more than 4G.
getting back to the instructions on the thread, i had a couple of questions.
If my phone is already rooted to another version can i follow the step by step instructions and "re-root" over the existing root which is the second instruction after unlocking the phone itself in this thread. Will it "brick my phone?"
on The third set of instructions for installing an LTE capable ROM/Modem i dont see any rogers options when i click on the link...can i load a Bell one as currently i think my phone had a bell one installed onto it as it had Bell TV bloatware etc when i got it back from the motherboard swap out. IT IS an original Rogers phone.
your guidance on this matter is greatly appreciated, i was so happy to search and find a thread helping with my needs!

I have a Fido firmware on my device (country code FMC)... and I'm using it with Virgin Mobile. Do I really need to do all those steps if connecting to LTE is not really a problem right now? I did not do a speed for now because LTE coverage is nearly non existent where I am... but I see it connecting to LTE.
If I do all the steps to change the ROM and CSC, will it format/reset my device?

last part not working

That code is used for changing the CSC.
You can use my app instead: Phone INFO ★Samsung★
Go to the Menu > Other Tools > CSC Changer.

Hi,
The first thing would be to check your CSC and modem firmware. Use Phone INFO ★Samsung★ app to get all major info about the phone. It is important to know when you are going to flash another stock firmware.
I had issues last week with data and it was caused by bad CSC/modem. Flashed everything back to stock with official firmwares from SamMobile and it fixed my issues. After that, I was able to flash my custom ROM and everything is smooth sailing since then.

Thanks for help bro. I took a screen shot of my info. I'm not sure why it shows bmc when I downloaded the rwc files. And is the product code correct?, also I never seen the code for csc modem before. Is it not suppose to match baseband, pda, bootloader
Everything is good, you're almost there.
You have the right firmware but now you need to fix your CSC. The stock ROM is multi CSC so Rogers (RWC) is already installed but it chooses Bell (BMC) by default. What you can try :
- Power off your phone
- Remove SIM card and power on (your phone will start and say : no sim card)
- Power off and wait a moment
- Insert your Rogers SIM card and power on your phone in Recovery Mode (Volume Up, Home and Power on boot). If you have:
#manual mode#

That means that your CSC has been changed to Rogers. Problem should be fixed.

Thanks for all the help man, did the sim thing and it just loaded me into twrp and i didnt see an option so I changed it via the app. Same thing still got the 4G and bell bloat. But csc now says bmc/rwc
Ok. Try this now :
You must dial the following key sequence to bring up a regional carrier menu: *#272*[IMEI]# (that is *#272* (your IMEI number) #) - You'll find your IMEI in the Phone Info app.
When the menu comes up, select the regional code for Rogers RWC. The phone will now go through a reset/boot sequence and come this time, it should read the APN settings from your SIM card and viola, you now have LTE. If you do not see LTE but 3G, you will need to ensure your APN settings are correct and then go into the Network Mode and ensure you have LTE/WCDMA/GSM (auto mode) selected.
Let me know how it goes.

I actually did the last sstep you mentioned below this morning (found the steps online ) and it still didn't work lol, so technically when i did it in the app it was my second time restarting the phone.Not sure what's going wrong here. Seems like bmc still lingers around. Haha don't give up on me

Don't worry, I'm not giving up on you
When you flashed back to stock ROM, did you do a full wipe before?
It is really important that you do a full wipe so that it doesn't leave any traces of your old installs.
Try to flash via Odin (while your phone is on Download Mode). Check the AP and the CSC box and input the stock file from SamMobile.
Let me know if it fixes it.

Your digging around has misled you. The GT-I9505 has 2100MHz support for 3g, as noted here, here, and here. It also has 2100MHz support for LTE. So something else is causing your issue. Are you certain your phone isn't in fact getting an LTE signal instead of 3G?

i flashed a new firware from sammobile
so... as i search for 3g, only show vodafone, not the network that i need, the phone is locked to NOS. Also should show MEO 3g, and doesn't.

Inside the buildings there is no 4g cover, i really need the 3g

NOS (formerly PT Multimedia, ZON Multimedia and ZON Optimus). You will have to flash the latest firmware for your locked device. Download, unzip and flash this firmware via ODIN: HERE.
thanks but as i said before, i've tried many stock firmware, including that... that was te first one because i also thought that was something related to simlock

Ok guys, my kingdom for a solution, please !!!
Here's the deal, I have a samsung galaxy S4 GT-I9505 bought in hong kong, worked flawlessly for over a year on Telcel Mexico network, took a trip overseas to France bought a sim put it in the phone, worked great !!!!, came home put in my original sim and since then my S4 has been unable to maintain a stable 3g connection, usually connects for a under a minute and reverts back to edge. I've tried many different things recommended on this and other forums:
1.- removing/replacing sim card
2.- removing/replacing battery for over 4 hrs
3.- tried different sim cards from different carriers with same result
4.- wipe and clean install with different firmwares
5.- installed cyanogenmod latest
6.- under network modes, tried selecting every combination of lte, 3g, 2g, automatic network registration and selecting my preferred network.
7.- tried flashing over 30 different modems
8.- flashed latest firmware from sammobile specific to my phone (I9505ZHUFNL1_I9505ZZHFNL1_TGY)
9.- took it to a "technician" and he managed to return my phone in the exact same condition with the exception that now the wifi didnt work (i managed to fix this on my own)
10.- installed advanced signal status from play store which gave acces to other goodies such as selecting radio band between automatic, europe and usa, tried everyone of them with no solution.
Tried to be as thorough as possible, hope someone out there has a solution. I thank you all for your time and experience. Happy Holidays !!!!! I hope I am posting in the correct area, i searched and found this is the place where my problem seems to be discussed
P.D. Since im flashing GPE right now the screenshots no longer reflect what im on but I do have a nandroid back up of this rom and I am about to restore it.

Hi, thx for this, need a little help, im on stock rom, used the dial pad, set ap to your specs, I open the program in the zip file and cant find an advanced button, and hence cant continue, do i need to root the phone with this app and then an advanced button will appear ????
Managed to download srs tool from another link, logged in to server and currently trying this out, will update once finished

Downloaded SRS tool from another link which finally gave me access to Samsung Remote Unlock Client, followed the steps in the guide, used the file provided in this guide and everything seems to be working for now, gonna test for a couple of days and will update.
I have attached the files I successfully used. Great many thanks to the OP and to the 123unlock team, had this problem for over a month and fingers crossed this appears to have solved it. THANKS

To my pleasant surprise I find that Wifi Calling etc works fine. You need to have TMobile SIM in the phone when you flash the firmware. I believe S8 automatically customizes firmware based on sim detected (I tried AT&T/TMO sims and it did).
It is likely that all the carrier change guides are no longer relevant (at least as of V5 bootloader) I am not an expert but please check out (at your own risk)

I have come to believe this as well. I was flashing the unlocked firmware on mine and if I kept my Xfinity wim in it it no matter what,would default back to my cct csc. So I tested and inserted other Sims flashed a CSC and auto configuration took over on boot and would reflash itself with the apropriate carrier CSC and sales codes...The auto configuration seems to handle most carrier changes. There is also a hidden menu where you can select a csc. And again. If I selected one if I had my sim in it would disregard and keep sims csc. If I removed it would take til I inserted my carriers sim.
Also at the bottom of this hidden menu you can select to disable auto configuration....
Don't know if this helps your hunting's and findings but it was observations I made
