You don't need udb debugging in fastboot mode. Flash the full factory image.

Managed to flash full factory image.
When I flashed 4.3, its stucked at "Android is upgrading.... Starting Apps" screen.
When I flashed 4.2 its managed to boot successfully but I don't get the network coverage.
When i try to search network its "Error in searching network".
The baseband version is stated as unknown.
Reflash 4.3 and wait for the installation to finish. If it gets stuck on "Android is upgrading" just restart the phone. This time use THIS toolkit. it has always worked for me.
Me too did try flashing 4.3 again and again twice but still stuck up with x screen.

I too had this problem with my Nexus 4. I flashed the factory image (I tried with Android 4.2 and 4.3) with fastboot and I got exactly the same errors as you. I finally sent back my device to Google, the new one should arrive next week. I have no idea what can cause this problem :/
This thread is old, but if you have a problem with booting, you don't have to go unlocking bootloader and flashing anything if it can be fixed by just going into stock recovery and wiping cache or factory reset (you will lose apps data, but not data in your phone storage.)
Hold Power + Volume Down when the phone is off to go into "fastboot mode". Then use the Volume keys to navigate to Recovery. In there, press some combination of buttons of Volume and Power to bring up the menu (I forgot what the combination is, just fiddle around), then you can wipe cache or factory reset.
If even factory reseting doesn't help, you might need to unlock bootloader and flash factory firmware, but if you unlock the bootloader it will wipe the phone entirely and you will lose all your data. You can try to boot the phone and connect it to your PC, even if it doesn't boot fully there might be a chance MTP is loaded so you can copy files off.

You should do a factory reset in recovery before flashing. Follow the instruction here: http://forum.xda-developers.com/showthread.php?t=2010312, and make sure you use the correct firmware image when flashing it.

okay guys so i recently destroyed my headphone jack and received a new XT907 via mail today. immediately i obtained root access (verified with root checker) and installed safestrap 3.12 succussfully. installed recovery, partitioned 1 gb for data and created rom slot one successfully. wiped cache/dalvik and installed the eclipse rom successfully. rebooted and now i bootlooped on the eclipse boot animation. so i thought no problem ill just reboot and wipe system and try again. so i did so and again, wiped cache/dalvik and re-installed Eclipse on rom slot 1. finally i get past the eclipse boot animation and got to the screen where it says "android is upgrading" and lists the apps '"/128 yeah i think there was 128 of them but anyways so it successfully upgrading them and now i am on the screen displaying "Android is upgrading" "starting apps." with the little loading wheel next to starting apps. i am currently stuck on this screen. Its been over 7 full minutes since i was typing this out and waiting for something to happen. i wiped everything and tried one more time and once again i am stuck at this part... any suggestions on why this might be occurring? I had absolutely no problem installing eclipse on my old phone and i am doing nothing different what-so-ever... i could really use your assistance guys! thanks

Yes I literally just tried bdh to check. I am using safe strap v3.11 (TWRP v2.2.2.1) just want to confirm I'm okay with that right? I am all out of ideas.

I'll literally go through step by step what I did in a nutshell. I know I mentioned most above but I really wanna solve this. Got the phone. Got root, installed safe strap with the link I just posted. Installed recovery. Put eclipse and bdh on root SD.partitioned 1gb. Wiped data/cache and wiped dalvik. Navigated to eclipse. Installed successfully. Wiped cache/dalvik once again (wiped data too after many tries) rebooted phone. I immediately bootloop on the eclipse animation. I hold volume down + power to power off. Sounds like you are missing wiping the system...you want to wipe the top 4 (cache/dalvik/reset/system) twice before doing anything and just cache/dalvik after...

Did that and a boot loop still occurs... I am so confused on why I am having trouble : / like I'm literally doing nothing different than last time. The only difference is the version of safe strap.. that's it

No problem at all I appreciate it. That's the thing.. I like to consider myself moderately knowledgeable about this stuff and I rarely ask big questions like this but I really simply don't understand why its not working.. like its getting ridiculous. Also very annoying

make sure that the only custom recovery you have installed is safestrap 3.12, people have been having trouble installing ROMs because they have more then one recovery installed..
if it helps, delete slot 1 and start fresh again.
if that doesn't work.. launch the safestrap application and uninstall recovery (make sure you've deleted slot 1 first)
and then uninstall the app, and then you can install safestrap again... open the app install recovery and now you can try installing Eclipse again. hope it helps.

I only have one recovery and I have already tried deleting the slot and re trying but I'll try deleting the app and reinstalling. I'll keep updating because I really wanna solve this

Are you flashing the zip file from internal storage or SD card?

I'm downloading the file as is onto my computer. I'm not touching it/extracting anything. I then put it on the root of SD card like your supposed to and flashing from there.

Yeah well I put the zip file from my computer into the phone's internal storage, I went into safestrap recovery wiped all data.. flashed Rom and it worked fine
choosing the external storage option did not work.
so yeah make sure that you put it in the internal storage and then choose the internal storage option.
Hello guys, bear with me please.
i was trying to root my N4 and followed the procedures to manually do that as toolkits are not good as they say here.
Everything went fine, i unlocked the bootloeader, flashed the CWM and when i rebooted it got stuck into bootloop of Nexus logo,
Then i cleared all caches, dalvik caches and tried but again got stuck on the same place.
Now i cant even get into the bootloader menu
Tried all the things, now what can i do?
Does your pc recognise the phone?

Get in to Bootloader, once in bootloader, volume up until you get RECOVERY.
From there you'll have the Android with the Exclamation point, press the POWER keep it pressed and then Volume + . You will end up with the recovery screen. Do a factory reset from there and then reboot.

Ok i was updating my rooted nexus 7 (2012) of the air to 4.4 kitkat. It downloaded and installed but when it was time for it to boot it just got stuck at the 4.4 booting screen (the circles) so i looked on the forums and it said to format everything (cache, system, sd) via clockworkmod so i did. When i tried to reboot it just got stuck at the Google loading screen.
1st Forum i will use this heaps more if the community can help me out

first boot after flashing for me it took ~5-10 minutes, i don't remember. I tired to wait and go to get a lunch )))

Try reflashing it again.
All working just had reinstall some recovery thingy if anyone has this problem I will post a link to the solution

TWRP and I forgot that I shouldn't let it "fix" broken root.
I just used the basic guide on how to flash a factory image of 4.3 in smaller pieces with fastboot, skipping userdata (so I could keep mine), and then sideloaded the two KRT OTA followed by flashing SuperSU 1.75. I did all that in one go, on my second Nexus 7, before booting it the first time.

1st Make sure you are on the latest twrp. 2nd it would be easier just to flash a stock ROM in recovery instead of flashing the factory images.. Is there a particular need for using the factory images or do u just want a working ROM?

I didn't want to lose any data at the time.
I have stock ROM, not unlocked, not rooted.
Have just OTA updated to Android 4.4. It was successful.
After that I tried to switch runtime to ART. The first reboot was successful. But runtime is still Dalvik. So I tried to switch to ART again.
Now it cannot bootup. It stucked with the four-color-circle.
I tried fastboot mode. But still cannot start.
Is it totally bricked? What can I do next? I think I haven't enabled USB debugging...
You can get into the stock recovery and try clearing cache or if that fails then try factory reset.

Factory reset will wipe all your data, wipe cache will clear the apps cache so hopefully it will it fix it. Instruction to get into recovery here.

I go to the recovery mode, it says "No command".
With stock recovery once you see the android with the red exclamation you need to press power and volume up at the same time to see the commands. It's a little tricky and it might take a few tries but it does work

So when I try to install the new 4.4 update it is stuck on the rebooting now screen, It has been there for 20 minutes. I am unlocked and rooted if that makes a difference. Also I tried to flash thunderkat and that also failed in twrp. I have no clue why. Just seeing if anyone might have an answer for my problem.

I had exactly the same, you must exit out of bootloop, factory reset then continue. WUGS NRT for N10 tells you to do it and how and when. I've only had this issue on N10, not my N7 or N4.

In the mean time, you can return to normal by reflashing the cm nightly/stable ROM you were running when you tried to update to 4.4. I had the same issue, but managed to reflash the stable cm 10.2 zip and my nexus began to function again.

Flash the latest Factory image via fastboot. There is a way tot modify the flash-all.bat so it wont wipe any data.

Yes.
So? I backup myself and restore myself, using LAN file-server for small files and a USB drive for large files.
There is more time wasted in trying to keep data and settings than the time it takes to re-enter.
