What is undervolt and how to enable it ?
Undervolting is just another way to save battery. It is doable by using power saving governors. You can find it here in xda

I see the latest kernel's are talking about under volting could anyone give me some guidance on this. I have no idea about what voltage is safe or appropriate. is there dangers involved?

undervolting is just lowering the amount of voltage used for a specific frequency. you can use pimp my cpu to undervolt each frequency to get the best voltage suited for your transformer.
Besides smartass governor what is the next best setting to use?
This is with GPA17 and Pete's modified kernel.

If you don't mind random wakeup lag I'd stay with smartass, ofc I can't tell you how BuglessPete did optimize his combo (ROM/kernel) in regards to a certain governor setting. My #1 is ondemand, #2 smartass.
I've been underclocking and undervolting and getting amazing battery using either ondemand or interactive, not sure what the difference between the govereners is, seems to me that clock speed and voltage seem to have the biggest effect on battery life, and performance wise I can't tell a difference between the different governers

Smart ass is good when you put your phone a lot of time in stand by mode,
Ondemand is the best

I'm assuming this all holds true for when using SetCPU as well? I have it set to max 800mhz, min 100mhz and a custom profile for "screen off" at max 400mhz and min 100mhz, all "on demand". I'm on stock rooted ROM GRJ90, kernel is by the pete alfonso dude...
smartass lowers the cpu when the screen is off. if you're always turning the screen off/on, this can slow down the phone/cause instability.
ondemand is very stable for me
I have been using SmartassH3.
What is a good governor that can potentially save battery life?
I like to have it so when the screen is off it is using the least battery as possible.
When it is on I'm not draining battery (like if I'm only using facebook for example) it shouldn't go to the max setting.
Here are my setting
162MHz and 1998MHz
Kernal 3.4.49 AGAT Gs3 v0.3.3+ on MF9

They will have a slight effect on battery life, but not a huge one. It's almost not worth it.
Undervolting has small increase in battery. Main benefit of Undervolting is that it reduces the amount of heat generated.
Underclocking will also reduce heat but can actually decrease your battery life because it takes longer to perform tasks.
At idle speeds your phone is very efficient at saving power so by lowering the clock speed it takes longer with tasks and subsequently spends less time at idle where it's better at saving power

If the phone froze up or reboot its too much.
-100mv on all frequencies is usually fine for majority.
Note that some kernels will already be running at -100mv though
