Carrier unlock, not boot loader unlock.
I used them about a year ago for about 10 bucks.
Now if you just unlock your boot loader instead it will unlock both

locked bootloader?

How to tell if boot loader is locked. Not at home to check with pc command and not ready to void warranty lol. Sorry for such a dumb question but couldn't find it.
your bootloader comes locked by default. to unlock it you need to issue a command from your PC while the phone is in fastboot mode.
Additionally you can tell if the phones bootloader is unlocked if the Splash logo (the one not animated) has an unlocked padlock icon on it.

First time unlocking bootloader

all it is ive just gone into developer options after unlocking the bootloader and the setting oem unlocking is turned off, now obvs my bootloader is already unlocked so does this oem unlock need turning on or leaving alone ?

The S4 bootloader is unlocked by default.
And the models that do have a locked bootloader can't be unlocked.
If the phone can't boot into download mode then you have to take it to a service or throw it away.
He could be referring to a SIM unlock, but regardless, he's taking the device to a service center or selling it for parts.

Boot loader reset and unlocked phone

Hello everyone. I have 2 questions. And thank you in advanced and have a merry xmas!!!!
1. how do I check if my phone is simcard unlocked?
2. If my phone is unlocked regardless of how it's unlocked will doing a boot loader reset (holding the power, volume up and home buttons) relock the phone?
Samsung Galaxy s7 edge original carrier ATT currently using tmobile.

borrow another provider sim card from a friend or go to a store and ask if you can use a sim for a few minutes, some stores may help.
if your phone is unlocked, a bootloader reset will not relock your phone.
But if I'm using a tmobile Sim in an att phone doesn't that mean the phone is unlocked?

Yes it does, and that whole 're-locking after updating' or 're-locking after a reset' doesn't happen anymore.
You can wipe data a hundred times from recovery if you want, once the phone is unlocked, it's unlocked. Period.

Bootloader Screen Everytime

Sorry bad english. I have a Motorola X Style XT1572 Brazil, I rooted it once and now I am back to stock rom and it always go to bootloader screen and I dont know how to get off it.
Plus it had update to software but when it tried to update it goes to 12% and reboot to bootloader, back to 0% again and repeating about 5x and got a error that cannot update. I downloaded here the 6.0 marshmallow Latin America DS stock rom, also have the warning back everytime of unlocked bootloader.

Run "fastboot oem fb_mode_clear" using Command Prompt (Windows) or Terminal (Linux/OS X) then reboot the phone.

fastboot oem fb_mode_clear takes the bootloader out of fastboot flashing mode, turning it on is the first step in flashing a stock ROM, but sometimes it seems to just happen... This will cause the bootloader NOT to pop-up on reboot/startup.
The bootloader unlocked screen will ALWAYS be there, forever, including the delay and vibration... You can hide it with a custom logo screen or the stock, patched logo image (look around, it's posted here)
Note you will never be able to hide the fact the bootloader was unlocked, if anyone who knows anything just starts the bootloader it will show a Status of 2, meaning relocked. That is NOT possible to be changed or hidden, and it cannot go back to a 0 (locked). Fastboot getvar all will always show the truth too.

Read my post again... Flash the patched logo.
The unlock screen and status are still there, just hidden.
