The proscribed method of pressing both up and down volume bar (while PDA is off) and then briefly pressing the power button doesn't produce the desired result.
Is there a programatical way of achieving this, please?

Try this, it may work:
Touch HD Clear Storage
You can also use Clear Storage to reset your device back to factory default settings.
1. On the Home screen, slide to the Settings tab and then tap All Settings.
2. On the System tab, tap Clear Storage.
3. Enter “1234” and then tap Yes.
I would check the buttons work then. I have used this method and it does work. Turn the phone off, long press on the power, yes to turn off. Then hold both volume buttons down, press the power button (keeping the volume buttons pressed).
When the boot screen appears you can let go of the volume butons.
Or use the clear settings above ;-)

I think the trick is to BRIEFLY press
the power button while keeping both
up and down volume buttons pressed.
I have seen a few people having problems doing a hard reset mostly because they are using the wrong button combination. So for those of you who have not managed to get it right here is the correct way.
1/ Switch off the phone (either removing the battery or shutting down by holding the "end call" button for few seconds
2/ While being switched off, hold the "home" (house) and "back" (the arrow in the lower right corner)
3/ Hit briefly the "end call" button" while still holding the "home" and "back" buttons.
4/ Release the "home" and "back" button, a white screen containing technical information should appear, with a red message asking for hitting the "menu" button.
5/ Hit the "menu button", the Hero will now boot with factory settings.

I sometimes reset my phone and I usually switch off it by holding end call button for a few seconds cuz I think removing the battery will damage the phone....
Does someone know, how to factory reset it via PC in the adb shell with the right wipe command?

I'm trying to hard reset my HD2 so I can return it clean (expansys is going to send me a new one since this one has a lot of background noise during voicecalls)
I've followed htcwiki instrucions (hold down vol up and down and then press the end button shortly).
Right now my phone is ON with 4 color stripes (red,green,blue and white) and on top it says
PB81100 HX-BC
SPL-1.42.0000 XE
MicroP(LED) 0x05
MicroP(TOUCH) 0x30
and on the bottom it says only "Serial".
Is it doing the hardreset or something is wrong ? How much time will it take ?

You just set your device in "flash" mode, "serial" tell you that the usb cable is not connected.

All Settings>Systems>Erase Storage does about the same thing... Wiping your device that is.
I somehow haven't figured out how to hard reset either. It says press up AND down volume but it's a toggle? So I can press either up or press down but not both at the same time?
Is there something I'm completely missing because I feel like an idiot

It's not actually a toggle, but it does feel like one. It's just a plastic bar sat over 2 seperate buttons. You just hold the top and the bottom of it down.

Below are instructions from the manual.
I had trouble working out how to reset my HD, but after doing it the first time it was very easy.
When they say, "with the phone turned off", they mean press & hold end button & choose Power off. Next, press up & down vol buttons and then press end again(short press) and the rest.
To perform a hard reset

I wouldn't want to break my volume toggle button since that is what it is in my opinion, a toggle.
Maybe you can bend the knob enough to push in both microswitches underneath but it doesn't feel like the right thing to do to me...
Running All Settings>System>Erase Storage effectively does the same thing IMHO, and you don't have to break your volume button ;-)

Hold the Volume down key and then press and hold the Power key. Don't let go until you see the recovery screen.
I read to turn off your phone and press reset while holding power.

Huh? Not even close.. If the OP wants to flash an update.zip, he needs to...
1. With device held horizantally, power button on top left, turn OFF the device.
2. Hold down the Volume - button (left side of the volume rocker)
3. Hold down the power button.
4. KEEP BOTH HELD DOWN until you see the Recovery text in the top left corner. This appears a second or so AFTER the Acer logo does.
5. Do not let go too soon or you won't enter recovery mode.
