Hi all, before I forget about this and move on, I just thought I'd share my experience, as most "fixes" for the Factory Reset Protection that I could find online related to google account-based lockout, rather than samsung account-based lockout. The lockout in question says something like "This device is locked because of an abnormal factory reset. Sign in to the Samsung account that you have already signed in to on this device to confirm it belongs to you."
Apologies for the vagueness of the final step (5) below - I wasn't setting out to document what I did, so wasn't taking notes. I am in a rush now but when I have time I'll try to be more specific. Perhaps someone else may jump in with their detailed experience in the meanwhile!
Background: My workplace passed on to me a used Galaxy E7 (specifically SM-700H). Not knowing about the infuriating "Factory Reset Protection" protection, I simply wiped it via the stock bootloader the moment I got it. Then I discovered it was now locked - and that the previous user/employee had walked without sharing the samsung account and password used. All purchase info etc lost in the mists of office disorganization so no chance of an unlock via Samsung, I assumed .
Anyway, so I found the installed 5.1.1 rom (specifically, LMY47X.E700HXXU1BPA1) was resistant to tricks I read elsewhere designed to give access to the phones settings, so I downgraded to an older kitkat rom, then found I could access settings from that, as this hole presumably hadn't been patched. The following worked for me:
1. Download ODIN (I used ver 3.11)
2. Download a stock kitkat rom to use to downgrade to. I used E700HXXU1AOE4 which is from Nepal I think, but the region doesn't seem to matter. (Most free firmware download pages are deliberately crippled, I found they are super slow and always timed out before completing; but this free page has fast downloads: http://www.theandroidsoul.com/galaxy-e7-stock-firmware/#jump-model-no-sm-e700h )
3. Flash that newly downloaded firmware using ODIN (you can use the instructions here: "How to Install/Update Official Firmware on Galaxy E7 SM-E700H Manually through Odin:" http://www.androidofficer.com/2016/01/e700hxxu1bpa1-android-511-xxu1bpa1.html )
4. Boot up, connect to the internet via wifi. I signed into my google account at some point, but not sure if that was necessary. That step comes before the Samsung Account lockout screen presents itself.
5. (SORRY this is a little vague, will come back to it later, but trust me, this worked for me!) Click about through the several available pages and settings which appear before the Samsung Account lock page until you find any piece of disclaimer/info text, I was looking for some which included a URL, but it turned out I think that wasn't even required. Highlight some text, touch it again, and look for a search/globe/internet icon. Amazingly, that will launch the phone's search function via google now/its internal browser.
6. At that point, you're essentially outside of the "lockdown" intro screens. What i did was put the word "settings" into the google now search box, then at the bottom of the results page, slid the category slider from the default "web" results source, past "apps" and "images" etc across to "phone", which delivered a link to the phone's actual settings.
7. At that point, you can drill down to "Security" then deactivate the "Reactivation lock" setting, enable developer mode, unsigned apps, etc - whatever you feel needs doing - then restart the phone in the normal manner. The setup screen is back after restart, but without the lockout. Voila, a working phone.
Notes: So no need to download sideload any external apks. Also a gotcha - I subsequently created a new random Samsung Account to sign into, because i was afraid the unknown samsung account lockout curse would return - then i noticed that by signing in to that, it had once again ticked the "Reactivation lock" setting - watch out for that!

I've got the permanently unlocked T-mobile US version (Snapdragon 835) of the Galaxy S8. I was using the Samsung pay in the US but that doesn't work for Indian cards in India, probably due to region locks. Is there any way by which I can use the Samsung pay in India on my unlocked GS8 USA version ? Please help.
Thanks in advance.
Hi could you find any work around for this?

That might not be possible as you'd have to be running a supported firmware with localised csc

The Samsung Pay will work for standard card types like MasterCard, Visa and AMEX as long as your bank supports it. But local card types like Maestro, Rupay, Paytm or any other won't work. I have Unlocked Australian S8 and I have already linked my CitiBank Credit card and ICICI Bank Debit card.
Thanks
Reset your phone and then boot while an Indian sim is in your phone. This will change the CSC to India but I'm not sure if you'll get updates!

Hi Venki,
I have a Samsung Gear S3 bluetooth version got it from USA where i was trying to add the credit card. Same as you i have ICICI Bank Debit and Credit card which i was able to add successfully. But I have an CitiBank credit card for which i am unable to add. My feeling is while the filling of card details it asks for 5 digit postal code which is as per US but for india its 6 digit (not sure how it worked for ICICI though ), So will you be able to help me how you were able to add and is there a workaround that i can use to solve this issue.
Thanks and Regards

Hi Arun
I do have Gear S3, but I don't use the Samsung Pay on gear. The reason you couldn't add could be because, Gear S3 Samsung Pay is different app (light weight) than the one in the Galaxy Devices. I don't know any workarounds. Sorry.
Thanks

This is the method I used to change the CSC code on my SM-R760 to an Australian code with a view to setting up Samsung Pay. It took a little hunting around the forums to find all of the information, plus I ran into a few things while I was doing it that didn't seemed to be mentioned elsewhere so I thought I would summarise it all below for us noobs.
All credit to the experts, in particular @adfree
WHAT YOU WILL NEED:
------------------------
NetOdin3

Combination Firmware

Your current stock firmware (in my instance, R760XXU2BQC5)

Your CSC code

A PC with a WiFi connection
INSTRUCTIONS:
----------------
1. Check reactivation lock is off
- On your phone, go to Samsung Gear App
- Go to Setttings Tab, choose "Find my Gear"
- Make sure Reactivation Lock is off
2. Connect your watch to your PC
- Hold down the home/power button until you see the "rebooting" screen
- Release the home/power button then quickly press it three times to bring up the boot menu
- Quick press the home/power button to cycle through the menu to "Download (wireless)"
- Long press the home/button to confirm the menu selection
- The phone will then go into WPS mode
- Double press the home/power button to change to AP mode
- On your PC, enable WiFi and connect to the access point on you watch.
NOTE: Until you successfully connect to NetOdin, your watch may display red text stating "Connection Timeout" - this is OK
- Open up NetOdin. You should now be connected to your watch (you should see the IP in the NetOdin window and "Connected to xx.xx.xx.xx" on your watch face.
NOTE: I had to disable Windows Defender public firewall temporarily for NetOdin to work properly
3. Flash combination firmware
- Load the unzipped .tar.md5 file into the "AP" box of NetOdin, wait for it to finish checking then click "Start". This should take about 10 minutes to complete after clicking "Start".
NOTE: I had left "Automatic reboot" ticked in Odin, so once it completed the watch restarted. No issue, except had to go through step 2 to reconnect the watch to the PC before proceeding to the next step
4. Flash CSC file from stock firmware
- Load the unzipped CSC_xxx.tar.md5 file into the "CSC" box of NetOdin, wait for it to finish checking then click "Start". This should take about 1-2 minutes to complete after clicking "Start".
5. Factory reset
- In your Gear, go to Settings > Gear Info > Reset Gear > Confirm
NOTE: I got a warning at this stage that Reactivation Lock was on. Don't know why I got this message as I had definitely turned it off in step 1. I ignored it (no guts, no glory!) and was fine. Your mileage may vary
6. Set CSC code
- In the Gear, go to the Tizen Keystring app
NOTE: screenshots of what your interface will look like https://forum.xda-developers.com/showpost.php?p=74591475&postcount=13)
- Type in the following code exactly: *#272*719434266344#
- You will be taken to a list of CSC codes that you can scroll through. Find the code you want to change to and select it. I used "XSA".
7. Reflash complete current stock ROM
- Load the unzipped CSC_xxx.tar.md5 file into the "CSC" box of NetOdin, wait for it to finish checking.
- Load the unzipped AP_xxx.tar.md5 file into the "AP" box of NetOdin, wait for it to finish checking.
- Load the unzipped BL_xxx.tar.md5 file into the "BL" box of NetOdin, wait for it to finish checking.
- Click "Start". This should take about 15 minutes to complete after clicking "OK".
You are done!
After this, my Gear picked up the OTA update to Tizen 3.0.0.1
So after all of this effort, NAB doesn't currently support Samsung Pay, so I can't 100% confirm this will work, but everything I've read says it should.

I got Gear S3 delivered from Amazon yesterday in India since I was desperate about SPay I tried and followed above method to change CSC and enable SPay. Everything went smooth but now it says "unauthorized modifications have been made to this device". I guess Knox has been tripped. I don't know how, But Samsung Health is working fine.
Now I have requested for a replacement of the same device from Amazon. Can anybody let me know the safest method to enable spay on Indian Gear Device?

From official Samsung support:
If your mobile device is rooted or is running a custom ROM, then Secure Folder automatically locks to prevent unauthorized access. If this occurs, you can no longer access data inside Secure Folder.
Maybe your device is or was rooted, or had a custom rom installed?!
