All Roms support volte, if you have working volte in stock then Rom also get volte working. If for somewhat reason volte is not working, then flash stock ROM< get volte working<take a backup of efs and persist,<install custom ROM<check if volte working< if not restore the efs and persist, volte should have start working.
Thanks for the response can you please point me I the right direction
What instruction can I follow?

Here are the steps
1) Take a backup of efs and persist from TWRP or from adb using this command
Code:
dd if=/dev/block/bootdevice/by-name/persist of=/sdcard/persist.img
2) Install Stock ROM using Lenovo moto smart assistant
3) Get volte working on Stock ROM.
4) Take a backup of efs and persist in TWRP
5) install the custom ROM you want
6) Check if volte working on custom ROM
7) if not restore the efs and persist backup from TWRP
8) You will get volte working on Potter.
Possible reason for Volte not working after above steps
1) your service provider won't support Volte for Potter.
2) your region won't have volte connection.
If volte is supported by service provider but Potter won't support Volte.
1) get volte working on stock rom with other services provider
2) insert your sim card in a supported volte device
3) get volte working on that device
4) once volte start working on a supported device
5) remove the sim card and insert in Potter
6) you will get volte working on Potter
Note:- this method is tested on Airtel SIM card which won't support Volte for Potter(Official) but this method got volte working, so I am not sure if it works for your Sim Card too.

If Potter support volte for sprint network, then on stock it will automatically get volte. But if your service provider didn't enable volte for your sim card then you won't get volte until they enabled it or you ask them. Try this to check if volte is enabled for you SIM card
1) Open Phone app and dial *#*#4636#*#*
2) select phone information
3) Check IMS service status
4) if voice over LTE is enabled, volte is enabled by your service provider.

Put the SIM card in other device and check if you can get volte working on it, if no volte still, then it a problem of Sim Card, replace the SIM card with a new one.

Many user are facing problem to enable Volte in new 6.9.9 update.
To fix it You need to insert your sim card ,
Re-enable Volte and reboot your phone, after reboot it will work.
If it doesn't work on first reboot ,i sugget to reboot 2-3 times.
Its working i have personally tested it and other many users enabled Volte by this method.
I am attaching screenshot too!
Post you status below it worked or not?
Sometimes just taking sim out, booting up and power off and putting back sim works. I had similar experience with LP ROMs which had VoLTE available bit not working.

I dont know how to fix it,i suggest do a clean installation of rom again via twrp
I flashed 6.9.9. but Im stuck at couldnt check find device status. Anyone know anyway to bypass or remove it?
Another solution to get VoLTE working is, delete the default APN, reboot and manually add the APN. Then turn on VoLTE. It should work.

VoLte Fix for MIUI :
- Delete APN jionet in settings
- Turnoff mobile data and volte in settings for reliance JIO
- Turn Off JIO sim and Turn On again
- Enable VoLte First Then Mobile Data
- Now go to APN and create APN with Name " JIO " and APN "JIONET"
- Now it should work.
This is how it worked in my redmi note 3 (Snapdragon) MIUI Beta 6.9.9

After So much Confusion On VoLTE Issue, M making this Complete guide for All LineageOS(CM13) Users..
Soo, In this part We gotta know about Problems because of which VoLTE is broken for some users..
VoLTE issue appeared after @codeworkx sir release Seperate modems & Bootloader for Le2..
Many users Flashed Random Modems & Boatloader without knowing which modem is for which region...
So, Let's clarify which Modem & Bootloader is for which region..
Modem/Baseband :-
1. MPSS.TA.2.0.C18-56437
LINK :- http://eu.host.erwanleboucher.fr/codeworkx/lineage/s2/modems/MPSS.TA.2.0.C18-56437.zip

LINK :- http://eu.host.erwanleboucher.fr/codeworkx/lineage/s2/bootloaders/bootloader-20S-s2.zip
Region :- Specially Chinese/Russian
EUI Based :- EUI 20s
Soo, Now it's clear that Which Bootloader & Modem is based on which region & EUI based.. :fingers-crossed:
Now let's see why many people's facing Issue..
1. Flashed Wrong Modem/Baseband
Issue :- Some peoples flashed wrong Modem for get VoLTE in hurry without knowing which Modem support VoLTE..
Solution :- 2 Solutions
1. As of now, Only 19s Modem/Baseband Just flash it..
2. Flash whole 19s Stock ROM & Flash Lineage/CM
2. Flashed 20s Bootloader
Issue :- Due to Wrong Bootloader, ROMs facing Issues
Solution :- 2 Solutions
1. As of now, Only 19s Modem/Baseband Just flash it..
2. Flash whole 19s Stock ROM & Flash Lineage/CM
This part is we gonna know how to fix VoLTE
FIX 1 :- Little complicate
1. Download Stock 19s ROM
LINK :- Click Here
2. If you are on TWRP by Codeworkx sir, You have to change TWRP..
Download TWRP & Flash it with Current TWRP. Thanks to @ycjeson for Making this Recovery.
LINK :- CLICK HERE
3. Now Copy Stock 19s ROM which you downloaded in 1st step in Your Le2.
4. Flash it with TWRP which we installed in 2nd step.
PS :- Your all data will get wiped after installing Stock ROM.. Even TWRP get replaced with Stock Recovery.. So better take backup of your data.
5. Now, you are on Stock EUI 19s.. Use it for 30 minutes, Do calls, use data..
6. Now, if your Bootloader is Still unlocked, Flash Latest TWRP by codeworkx via PC
Tutorial LINK :- Click Here
7. Now, 3. Download Latest LineageOS build by codeworkx & Copy it in your Le2
LINK :- Click Here
8. Now Boot in TWRP by Holding Volume down + Power buttons.
9. Go in Wipe & select Dalvik Cache, Cache, System, Data & Swipe to Wipe
10. Now go back to main menu & Select Install.
Now navigate to location where You copied LineageOS in 7th step & Swipe to flash..
Most important part start here
After Your device start, you might see You have VoLTE working.. But due to some bug, It will get disappear after 1st Reboot. Soo, Let's fix it..
1. Open Settings -> Sim Settings. Now set Call, Data & SMS to Jio..
2. Now open sim 1/Jio sim cellular setting & Enable Data roaming.
3. Now Go in Access Point Name & Create New APN as given follow.. Only 3 things to set.
1. APN name :- ims
2. APN :- IMS
3. APN Type :- IMS
& save.
PS :- APN & APN type is in Capital letters.. You have to set it as given because due to bug, if APN type get small letter, Setting get wiped after save.
4. Now set Jio Internet as default & close settings.
5. Now open Dialer & click on right top 3 Dots & select setting.
6. Set Make calls with JIO & then click on Sim 1 which is Jio.
7. After that click on IMS settings
8. In IMS setting, Set VT call quality to High
Here you will face 1 bug..
After clicking VT calling service, you will see 2 options :- High & Low..
But even after selection you can't see which is selected.. Just ignore it..
Now go back, Close Dialer & Reboot Phone...
Now open dialer.. You can see little change in sim icon..
Done.... Enjoy VoLTE calling on JIO sim..
FIX 2:- More simple
This fix is for those who are already on LineageOS(M prefer Clean flash)
1. Download 19s Modem Provided by codeworkx
LINK :- Click Here
2. Flash it with TWRP.
Most important part start here

That means after every reboot after to set VT settings to high, does it successfully change? or still gets stuck on unknown?? And after doing this this, is your volte now working fine even after reboot?
currently I'm using both Sims and volte is working fine but after reboot it breaks so I didn't reboot my ph since 3 days

Yes.. It is working for me. If it doesn't for you.

Mine it is working. I did rebooted my phone 4-5 times, did used both methods and every time I am able to use VOLTE and other sim simultaneously.
Let me know if anyone need step wise tutorial

You have probably corrupted your EFS partition which has your baseband information.
You have to restore your baseband.
Check this out. It is for Lenovo K6 Note though the procedure is the same.

Hello people, got a nasty situation that I'm trying to fix on a custom rom based on LOS (crDroid to be more exact) and that's the Volte enable.
Running stock OOS 9.0.17 managed to do it using this guide: https://forum.xda-developers.com/oneplus-7-pro/help/force-enable-volte-vowifi-t3934227 but since the OP logkit doesn't work on custom ROMs can't access *#*#800#*#*/*#*#801#*#* service menus I can't really use that anymore. Using that guide I managed to activate Volte by activating modem connection with Vodafone India settings. On Rom I'm using now, the only menu I can access is *#*#4636#*#* that shows me the connection type is active at the time, but no working Volte. When I use my 1st sim to make a call, connection switches to H or H+.
Another thing is that on INFO menu the connection type shows after reboot like in screenshot attached even if I have my volte switched on.
Also from that guide I've linked, I can't find that VoEnabler magisk moduke, so I've added the lines manually to build.prop (lines found on GitHub module page)...
Anyone knows a work around for it? Or a way to switch the LTE band to the one Vodafone India use to match the band Orange Romania uses for Volte?
I kinda messed up! The camera in my wife's Pixel Experience 10 ROM was not working and I thought I'll install another ROM and check. Using TWRP, I tried a couple of ROMs by formatting system, cache and dalvik (not data as I was testing). However, I forgot to take EFS + Persist backup!
Now, I could not get a network (VoLTE or otherwise) which was working fine before. I was scared thinking I might have bricked the device but I saw a backup of a persist image in my TWRP folder (backup_[data]_persist.img). Phew! I guess I had taken the backup when I initially installed the PE ROM and used it to get VoLTE afterwards.
As I still have IMEI intact for both the SIMs, I thought of restoring the persist.img. But I am unable to figure out how to do so! I tried restoring it to the system partition and that overwrites the OS. Can someone please help me do this correctly? I have searched XDA and Google but I did not get a proper solution. I will really appreciate it. TIA.
Update: Issue resolved! Somehow VoLTE started working. So, I just took a normal EFS + Persist backup using TWRP.

Actually it won't cause any issue for restoration of presist, but if you want to double sure take a backup of EFS and persist with this command.
Code:
Use the following command to create a backup and save it at /sdcard/persist.img:
dd if=/dev/block/bootdevice/by-name/persist of=/sdcard/persist.img
To restore use the following command:
dd if=/sdcard/persist.img of=/dev/block/bootdevice/by-name/persist
If you have saved a backup using different name then use that name instead.

I did not backup EFS & Persist since I never knew it might be required in future. Now my LTE, Volte, wifi calling functions are not working, also the IMS status says "not registered". What solution will you suggest? Also, can EFS & persist backup of another Moto g5 plus be used? If so, can you share yours.

I was on untouched stock Oreo 8.1 and clean flashed Pixel Experience 10 rom using twrp & nothing else. Now on PE 10 rom, I have issues with Volte, Lte/4G & wifi calling, IMS status(not registered), however I have my IMEI no intact. LTE/4g sign keeps blinking i.e doesn't remain stable, I tried 4g Jio and airtel 4g sims, unable to make/receive calls or even use data. While all services with BSNL sim which uses H/H+ signal works fine.

While all services with BSNL sim which uses H/H+ signal works fine.

Do you try checking APNs in setting for Airtel and Jio?

The APNs are default and looks ok for 4g connectivity, however plz share me any specific changes in APN for 4G sims for my type of issue. (Currently it seems 4G services are not working at all even though the sims are able to catch LTE/4G network.)

After many trials, I found that the problem is only with Jio sim(all other sims are working fine and I am able to use all services Volte, lte, data & calling). While with Jio, now I am able to use its 4G data service, but unable to make/receive calls & SMS.

So, now you need to install stock ROM, get the volte working on stock then take a backup of EFS and persist in stock. Install custom ROM and check if Jio sim working, if not, restore the backup of EFS and persist. Jio sim will start working.
