I have searched the official miui site to download miui 11 beta but there is no developer version .
How can I switch to developer version ?

Mi Max 3 just got the Anti-Rollback system added to any firmware above 8.8.17 China Beta | 9.6.12.0 China stable.
Bricking situations:
China Beta ROM-
1. If you have updated to MIUI 10 Beta ROM 8.8.17 or above, you can flash all ROMs after 8.8.17, but you can not downgrade to Beta ROM 8.8.16 or ROM previously.
2. If you are on Beta ROM 8.8.16 or ROM previously, you can flash your device using all those previous ROMs.
China Stable ROM-
1. If you are on Stable ROM V9.6.12.0.OEDCNFD or ROM above, you can flash all Stable ROMs after V9.6.12.0.OEDCNFD, but you can not flash your device to Stable ROM V9.6.9.0.OEDCNFD or ROM previously.

it doesnt mean that you dont have it
dont downgrade or you will brick your device

According to this: http://www.miui.com/thread-17532427-1-1.html , you are so close, that stupid bug starts from next update V9.6.12 so be careful you don't have the ARB bug.

I'm now running Official China 9.6.12.0 (ARB).
Can I TWRP to the official Global Recovery 9.6.6.0 (Non-ARB) without bricking my Max 3?
I always have the impression that cross-Family rom TWRP / Miflashing from official China ARB rom to official Global Non-ARB rom is not being restricted by the ARB?
On the MIUI Chinese web site Mi Max 3 users are posting questions on the forum about their recent update to MIUI 10 Stable 10.0.3.0 OEDCNFH. One user on the MIUI Global web site forum has also asked a question about the Mi Max 3 he has just purchased in Singapore which has MIUI 10 Stable 10.0.3.0 OEDCNFH installed. I don't see this ROM on the Chinese web site's download page. Does anyone know where I might find a download link for it? Xiaomi.eu will eventually take the new China Stable ROM and tweak it for English/European users, but their developers give priority to weekly Beta ROMs and it may be a while before they get to the new China Stable ROM.

Thank you for pointing me to the article and the download link. I'm a bit confused though. The download is for Miui 10.0.3.0 OEDCNFH. But based on Xiaomi's naming convention, the "CN" in the version title indicates a China ROM whereas the article says this is a new "Global" ROM. For someone who has installed it, which version does it turn out to be?
I flashed it and it is indeed the "China" not the Global version. However, xiaomi.eu already has it tweaked for English/European use and it is available for download on their web site.

phone can't boot!!!

I tried it but I'm having the same issue as before, once I first boot the phone, the TWRP is replaced by the stock recovery.
just received my mm3, definitely china version as box is sealed without global sticker.
upon boot i see small word on the bottom "unlocked" --> is this means BL unlocked? but the box is sealed so how come vendor unlocked it?
also i got MIUI 10 GLOBAL 8.8.3 Beta (weekly). any suggestion what can i do if this is bad? thanks.

try with unlock bootloader first and clean flash with TWRP, I haven't tested yet. But I am successfully move from MIUI Global stable to MIUI EEA stable with TWRP Pitch Black (unofficial).
I am not recommended, because Anti Rollback is there. I recommended you to stay in current version. DWYOR

AFAIK yes (google generally about flashing from MIUI eea to global and vice versa), but you must have unlocked Bootloader to be able to flash (unpacked) fastboot/tgz firmware by XiaoMiFlash tool or by flash_all.bat:

I wouldn't do that because of the version. Note that with version 12.0.2.0 EWR / Global was exactly different.
see europe and global alternate constantly. within the next few days the 12.0.3.0 or 12.0.4.0 will also appear, I'm quite sure of that
