try with unlock bootloader first and clean flash with TWRP, I haven't tested yet. But I am successfully move from MIUI Global stable to MIUI EEA stable with TWRP Pitch Black (unofficial).
I am not recommended, because Anti Rollback is there. I recommended you to stay in current version. DWYOR

well i dont think there is a global rom for this 3s atleast we dont have official global rom in miui.com so i recommend you to unlock bootloader and flash custom global miui rom from xiaomi.eu .i have done the same and its even better than the original.
i am using redmi 3 pro
You can have the ROMs for Redmi 3S here
http://en.miui.com/download-303.html
For official global rom, I think it's same method as redmi 3
when device is powered off, vol up + power, then download
Redmi 3 and Redmi 3S use different ROMs.
If you are running the MIUI 9 Stable Official Rom 9.2.1.0+, you can have the Face Unlock feature (Recieved by Redmi Note 5 Pro in the Latest Update) enabled
Here is the procedure-

2. Flash it using TWRP Recovery.
No need to clear any cache
3. Reboot.
Or
1. Flash the Magisk Module using Magisk Manager

FAQs-
1- Works on MIUI8?
It doesn't work on MIUI8, Kindly update it to the latest firmware and flash this.
2- On custom roms?
For custom roms either this function is already there( if it's not why are you still on it, come back to stock guys, it's quite nice here.) or you can use the Trusted Face Unlock from google( For near vanilla roms).
3- On other Devices?
Regarding any other device, I really don't know.
4- Trouble after flashing this?
If you are facing problem after flashing this, kindly dirty flash the rom again and try this, most likely your earlier mods to firmware are causing trouble.

Compactable with China Stable 9.2.1.0?
[Edit] Also compactable with China Stable 9.5.1.0
But since the Setting.apk from this mod is for 9.2.1.0, some new features of 9.5.1.0 will be gone.

I haven't been able to test on that. It most certainly would work.
Revert back if it works successfully.

I am running MIUI Global 9.2 Stable (9.2.1.0 NCFMIEK).
Flashed the file and upon rebooting, I couldn't go past the boot animation (3 dots).
Though considering others here had better luck, confirming it's working for others, maybe it's something I've done prior to this that's conflicting.
Work perfect on Global beta 8.2.8. Thanks for this great feature
Can't find Quick Ball Setting!!!
After installing this can't able to find quick ball setting on miui beta 8.2.8 mido.

You might have done something wrong before flashing the zip. I can confirm that after flashing this zip I've been able to use face unlock on my Redmi Note 4. I have MIUI 9.2.2.0 Nightly.

Do i have to flash lazyflasher after flashing it?
Any luck for custom ROM users

According to this: http://www.miui.com/thread-17532427-1-1.html , you are so close, that stupid bug starts from next update V9.6.12 so be careful you don't have the ARB bug.

Okay! Please be patent with me and allow me to ask one last time to make myself very clear.
I'm now running Official China 9.6.12.0 (ARB).
Can I TWRP to the official Global Recovery 9.6.6.0 (Non-ARB) without bricking my Max 3?
I always have the impression that cross-Family rom TWRP / Miflashing from official China ARB rom to official Global Non-ARB rom is not being restricted by the ARB?
I can be wrong so correct me if needed.
3 types of ROM, Indian ROM, Chinese ROM, Chinese Global ROM.
I bought Redmi Note 7 3/32 Indian Variant few days ago. It's saying that I have MIUI 10.2.7.0 Global Stable Version (PFGINXM). Is it possible to use Chinese ROM or Global ROM on this device? I know I have to unlock bootloader first, but answering my question will help me enough.
Yes you can!
My device name is Mi9T EEU version .not global or Indian .
I have searched the official miui site to download miui 11 beta but there is no developer version .
How can I switch to developer version ?
my device also eea version then i flash eu version and now im using miui 11 china rom beta.
