First of all I know there's another thread about this, but the guy seemed to be able to fix this problem by rebooting his phone so I'm making a new thread.
Today I flashed CM13 on my Nexus6P and it all worked fine until I tried starting the camera, which gave me the error mentioned in the title. Restarting the phone and erasng the app's data didn't work either.
Also everytime I boot my phone it shows me an "your device is corrupted" screen (not the bootloader unlocked screen) and when the phone starts it shows me something like "there's a problem with your phone, it might not work properly".
Is this my fault or is it a CM13 issue and how do I fix it? (I'm using today's official CM13 build with Open Gapps Mini arm64 for android 6.0)

the error when booted can be resoled by flashing the latest vendor img, or at least the one relevant to your roms version.
took me about 2 weeks to figure this out because no one would give me the slightest hint when i asked.
the error screen when it first tries to start i havent been able to resolve, and am thinking there may be none.
not sure what your camera issue could be, but i have seen cam issues from the kernel, when the switch to 6.0,1 first began to merge.
maybe test another kernel, other than that i dont know.

I'm facing exactly the same issue. The camera works fine when I flash a stock based ROM like pure nexus or digitalhigh but as soon as I flash an aosp based ROM or cyanogenmod like chroma,screw'd,benzo. The camera says couldn't connect to camera and nothing seems to work. I've wiped cache, data but still no progress.
I even tried the flashable camera.zip but didn't work.

Just flash the MBD08M.img via fastboot, then flash CM13 on top of it, restart the phone. The Camera won't work yet, now go to Benzo Rom and use his flashable vendor image for MMB29M via Recovery and Reboot. And it works like charm ! =D
You can also flash him flashable camera.zip, to get the stock camera

Thanks, I have reverted to stock ROM but I might try it soon
After smashing my head against the limits of the MIUI again, i decided to say goodbye to my warranty and flash a custom rom. Via TWRP I flashed the latest (stable) version of Arrow OS based on android 10Q. Everything works perfectly aside from the popup camera, that appears to be firmly locked in place feeding live feed from inside the chassis. Thinking it was an error of that release, i tried other ROMs, both Android 9 and 10, ResurrectionRemix, Lineage. With RR the problem is the same, while with Lineage, the camera asks for a calibration: it actually pops out fully does two or three pops and then it says calibration failed. The servos are working, I've opened the chassis and found no dust at all, so I've looked for a fix online. The most common one is a flash of the stock 'persist.img' image, I've tried several times via TWRP, tried a few clean flashes (ROM+image) of different versions and nothing. Am I missing something? I don't want to get back to MIUI...
Did u backup your persist partition before ? if no u can flash any other one that comes in the fastboot stock rom but u will loose L1 (netflix in HD)

I did, but even when I tried flashing different versions of persist.img ranging from fastboot stock firmware 10 to 12, with and without backup, (clean wipe, fresh recovery) the problem was still present. I'm no expert but I'd guess the OS doesn't know how to: either tell the servos to pop the camera out (Arrow OS) or recognizing the camera working when calibrating (Lineage OS). I'm trying to dig my way to the cam app in the MIUI release and to install it in the custom ROM, but I don't think it works.

I have strange problem, used 9T come to me with wiped system (factory reset) but when MIUI loaded system i have notification "Android setup isn't responding". I can't accept it or anythink, configuration screen isn't loaded only black screen with status bar and navigation buttons. I can go to settings by the notifiaction bar, but after 10 seconds phone freezing and rebooting by itself.
I flash new system without errors, but it wont fix the problem
I had the same problem, I spent all the roms and the only one that worked was davinci_global_images_V10.3.5.0.PFJMIXM_20190528.0000.00_9.0_global_4222a49ff1
good that the phone is working again but now i'm facing other problems because i can't update the phone otherwise it goes back to loop and with this rom no sensor is working as a presence sensor, gyroscope and also problems with the front camera that is not it is working correctly.

Factory reset does not mean to Wipe System but Data.
Gyroscope and other sensors not working are the result of wiping Persist, Vendor and other partitions
Proper procedure to switch the ROM/install custom ROM requires:
- Format Data (option in TWRP, exactly as that "Format Data")
- Wipe Cache
- Do not Wipe any other partition !!!!!!!
- Flash your custom ROM
Unfortunately, there are noobs who don't know/understand, and they Wipe System, Vendor, Persist and who knows what other partitions they think off.
The result is the phone behaving as described
To recover, try flashing the TGZ stock ROM from Mi Flash (not just the ZIP ROM from TWRP).
Anyway, if Persist was wiped, you will never, ever recover DRM L1

I'm having the same error as the OP with my Mi 8 (dipper).
I done goofed up, as I had the official 12.0.3.0 stock ROM installed, and then I wanted to go with the 12.5.2.0 EU ROM. I installed it no problem, but then in my infinite wisdom I tried to lock the bootloader via fastboot while having the EU ROM installed. Everything went to hell after that.
After that, I cannot make the phone work properly regardless of the ROM I try to install. With MIUI (both stock and EU), I cannot get the WiFi to work properly (Ino networks are shown), and the "Android Setup isn't responding" error does not let me finish the setup of the device. I also tried lineage, where I also cannot find any networks, so the setup pretty much stops there.
It is obvious I effed up something with lower-level files, I definitely just erased everything from TWRP at one point when I was panicing.
I tried flashing the stock ROM using Mi Flash as you said, but it did not work. Can you provide me a way of checking what is going wrong or a general way to fix this?

Sorry, I would never go to relock BL while having the custom ROM (I thought it would instantly brick the phone)
Not sure could I help but I'm also curious:
- You relocked the Bootloader by fastboot oem lock or by fastboot flashing lock?
- It locked BL, did Factory reset but kept Xiaomi.eu ROM?
- After that you unlocked BL again (otherwise how would you continue flashing the other ROMs)?
- Did you then unlock BL by Mi Unlock tool or by fastboot flashing unlock?
- Did you then you flash Fastboot/tgz version of the stock MIUI?
And with that the phone does not work properly (network, etc)?
- What version of MIUI you flash, MIUI 12.1 (Global, EEA)?
- Did you try with CN 12.5.2.0, Fastboot/TGZ version (closest Fastboot MIUI version to your previous Xiaomi.eu)?
Un-gzip, unutar, find inside bat scripts (I think 3 of them) choose one that makes Factory reset but does not relock BL.
Edit the script to remove first 3-4 lines that check against downgrading (not having the script in front of me to tell you exactly but you will see when you open the script), and run the bat from Fastboot

4. I have always used the Mi unlock tool to unlock the bootloader.

Hence I think you should try the closest MIUI version (Fastboot, not Recovery - Fastboot flashes more deeply), and that could only be CN 12.5.2 (Global, EEA are 12.0.3 for your device)
The best would be Fastboot version of Xiaomi.eu 12.5.2 but AFAIK, there is no such thing
Hence after the CN 12.5.2 try then (Recovery) Xiaomi.eu 12.5.2

Good morning!
So I installed the china ROM (12.5.2.0 QEACNXM) using mi flash, and I'm having similar issues. I did not get the "android setup stopped working", however WiFi is still not responding as before, and I got two "Security stopped working" and "Settings stopped working" errors.
Edit: WiFi cannot actually be turned on at all.

Btw, Bluetooth, NFC, GPS, do they work?
And first, not least, do SIM cards work (voice and mobile data)?
And did you try switching now from CN 12.5 back to Xiaomi.eu 12.5 (they are based on CN, but made to work internationally)

I didn’t try these tbh, but I did go back to the 12.5 EU ROM.
This time I can get inside the phone normally, however Wi-Fi is still sketchy.
I managed to connect to a network, but manually, it still wont scan for network, and the connection is dropped after some minutes. I didn’t try gps, bt, or nfc, as I was trying to troubleshoot Wi-Fi, and this all came to a halt as the phone reboots on its own after 5-10 minutes of operation.
Since Friday my device is restarting automatically with error DEVICE CLOSED UNEXPECTEDLY
I tried hard reset went to service centre they did an software upgrade and then a downgrade to 12.0.3 from 12.0.5 but nothing worked
And now when i try to play any sound whether through YouTube , Music etc it is just crashing
Even the Sound settings are not opening and i couldn't connect to calls either and volume keys are also not working
Seems like hardware problem
But other things are working
Are you sure they did upgrade and downgrade?
Was it full wipe?
It recommend to flash custom ROM and see if sth cbange
Yes they did downgrade from 12.0.5 to 12.0.3
And I had full wiped from recovery 2-3 times
And yesterday I noticed one more thing my front pop-up camera was working fine but when I enabled sound effect for it
It just freezes

Yes it was booting then only when I tried to flash miui11 through mi flash tool it got stuck in fastboot mode
Mi flash was giving crclist error everytime
Anyways I have successfully flashed miui 11 through twrp but the above problems are still there

I have a same problem. Whenever accessing sound, if freezes and restarts! Went to Mi center. They said they have to replace the motherboard . Actually it's one of the IC that's malfunctioning... Here's a video -
Let e know If there's any ROM that gets around this issue

Nope the audio issues cannot be fixed with any software. I think it's caused due to some IC failure.
You would have to change the motherboard to fix the issue or you have to be a professional electronics engineer who knows and have the equipment for micro soldering.
The same issue was encountered with me also. I am in great distress right now. Tried more than 30+ ROMs (including recover, fast boot, custom, and stock), but nothing helps.
