I noiced these three capabilities after wp8 interop unlock and it might be able to install xap by calling PacManClient.dll .
the only problem is that, I am not quite familiar with this dll. Although it might be similar with that in wp7, I didn't develop anything about wp7(I'm quite new here).
maybe we can add these caps and try LoadLibraryEx() to call the dll?
I'm sure it's possible. We just need to know the relevant APIs. It may be necessary to reverse engineer the XAP-installation service on the phone to see how it works. Anyhow, yes, this is something I've been wanting to get working as well.
Actually, installation of XAPs isn't a problem at all. I wanted to do that, but got a bit bored with rebuilding OS on my engineering AtivS, so I delayed this project.
Just sharing the function prototypes and usage info would probably be enough for somebody else to do it... doesn't have to be fancy!

I think there is a lot of functions that is similar to wp7 ..

I don't why MCPE works completely well on the nexus player, but if I have to take the guess it must be that's running a compatible CPU & GPU that minecraft can run on...YET then MCPE works well on the nvidia shield tablets...which throws my first theory out the window.
So obviously its NOT the CPU or GPU making minecraft fail
So my next initial thought is the GL version & nvidia has GLes version 3 while MCPE runs version 2.
BUT, even though the manifest states version 2...it also sets it to false which means it only needs version 2+
The only thing reliable info I gain from all this is logging the app while it run before it crash my system
Here's the logcat of MCPE while trying to run on my nvidia shield tv

---- Dec 29, 2015 12:17:39 PM ----
some of the logcats that I made were slightly different, but with a modded version yet the one above was a genuine non modded 0.13.0.b.5 MCPE app on nvidia shield android tv
I tried modifying the app to make it a lean-back(android tv) but, it still fails no matter.
side note: I flash zulu modded nvidia shield android tv rom which makes it a full android...MCPE works well, but I wanted my the android tv ui back so I flashed it back & MCPE didn't work afterwards.
So, first thing I tried after updateing to 3.0 was to fire up Minecraft PE. It works now. Has to be sideloaded, and graphics arent the best, but..it works...And the controller works as well...happy times.
MCPE 0.14.+ works on NSATV running 6.0
I forgot about this thread....so after updating my shield tv to marshmallow ...I also got my hands on a copy of mcpe 0.14.+ alpha build a few months ago....
I also was able to modify the apk to launch directly from the default leanback launcher...so I will be posting a link on how to do just that below for mcpe & any other apps that you want to modify for android tv!
some apps will still need a mouse/keyboard though!

Meanwhile I have found the solution. I had not extracted proprietary blobs. Error disappeared after extraction.
Thank you.

You're using Verizon S5 LineageOS?
Have you tried different modems?

Yes i'm on the latest QL1
In the example in the post I will use LineageOS, but this method should work in other customized ROMs as long as they are from Android version 8.1 to version 10.
First you must download a custom rom for version SM-G530H (XXU / XXS) - fortuna3g, the version that I recommend of LineageOS 17.1 is in the region of the post downloads.
You will install the ROM with TWRP along with Magisk, Rajin Kernel for the G530BT version (you can use the overclocked version if you want) and Gapps Pico version if you want the Google apps.
After installation and the first steps of the ROM you will use a Root file explorer like Root Explorer or Solid File Explorer and add the following line of code at the end of the Build.prop file in / system
# RIL
rild.libpath=/system/lib/libsec-ril.so
rild.libargs=-d /dev/smd0
persist.rild.nitz_plmn=

After that you can normally use the ROM.

Thanks for Kula_Diamond that make LineageOS 14.1 and the code to fix the SIM card, Thanks for DoctorStrange96 who made the Rajin Kernel and add suport for G530BT.

Will the SIM card fix work even if I'm not using the custom kernel?
Then I could try that same fix on LOS 11 Go for my SM-G530BT.
