Phone Not Allowed - UK SM-G950F - Samsung Galaxy S8 Questions and Answers

Hi All
I'm at my wits end with this Samsung S8 phone, Bought a 2nd hand S8, was working fine, but I noticed the internal storage was only showing 9.63GB
Had a look on here and the solution was to stock flash the phone. I did that, all fine, storage was back to normal....BUT since then I can't make or receive any calls.
I get the error "phone not allowed" and it won't connect to ANY mobile network.
I've tried loads of different suggestions
Sim is OK in another phone
Re Flashed (numerous times)
Andriod 7 and 8
Sim and Phone OK with three network
But still have the issue....
Can anyone help me? or push me in the right direction?

You probably tried this, but try booting into safe mode. If it works then there is a software problem. If the problems persist in safe mode you probably gotta contact Samsung.

Are you sure the phone is unlocked?

Is the phone blacklisted? if it is blacklisted then it will not connect to service. Your SIM wil work perfect in any other phone.

Hate to say this but it does sound like your phone has been blacklisted.
You can check with one of the online IMEI blacklists.

If your phone shows Phone not allowed and a code like MM#6, it usually is an indication that it was blacklisted.
Check your phone's IMEI on a blacklist checker like http://imeipro.info/

The previous user most likely had the firmware and baseband messed around with and once you flashed stock it reverted to true state, it's highly advised to get back in contact with the person, where was the phone bought? A shop? Online?

Yeah tried that , still the same

If one is in possesion of a S8 that says "Phone not allowed", and the phone is blacklisted, is there any way of fixing that?
I have the same issue here..
I bought an S8 from Manchester last summer, and I started using it last week, (because my other phone worked longer than expected) and after I gave the phone the Network key that the previous user wrote down for me, then that message appeared.
So im stuck with this almost completely new brick aswell...
Any options at all?

The only real solution here is to either go abroad and sell the phone, or sell it to someone who is going abroad. The phone will work outside of the UK.

It does sound as your phones imei Nr is blocked in UK.. Probably the person who sold you the phone, stole it somewhere.

I have the same problem on my Samsung S7 now in Brazil.
In Canada, on Canadian carriers, everything is fine, and if I put the Canadian SIM in there everything is fine. But the minute I plug in Brazilian SIM card, boom, Phone Not Allowed message comes up and it won't connect to any of the Brazilian networks. Brand new SIM, works just fine on another LG phone (and any other phone I tried).
The phone is unlocked, I even checked with a few pieces of software and there is no network lock on it either.
I've got the master & network unlock codes from Samsung, but have no way of inputting them as no prompts for those come up when I insert the Brazilian SIM.
I checked the IMEI, it is definitely clean and not blacklisted.
Heck, I even rooted the phone to see if that would help, and still nothing.
Any idea what else to try or what else might be causing this goddamn message to pop up?!

I solved my S8.
Blacklisted on all uk networks except Three network.
Works perfect.

Radio's dead... help?

I recently flashed NAZtech Desire ROM and now the phone does not connect to a network. I just get the "emergency calls only" message, but that (999) doesn't work either.
The APN settings are in and selected, but when I try to select a network I get a message that says this SIM cannot connect to this network, even trying to select automatically gives the same result.
I've tried multiple ROMs and multiple SIMs and yes, I have tried doing a Nandroid restore yet still can't connect to a network.
I've tried flashing a new Radio image and reflashing cyanogen's ROM but that still doesn't work.
N.B. This did not happen imediately after flash, it happened over night as I slept. I woke up one morning and it did not connect, I tried moving to multiple different basestations in different areas with no result.

The good news is that your radio isn't fully dead, bricking your phone.
This is probably not very helpful (though I don’t think anyone is going to be able to be really), but this sounds like what happens when you IMEI is blocked or invalid. The networks won’t let it connect.
Its happened to me on a pervious phone. Unlocking it caused the IMEI to be set to all 0s. Had reset it before it would connect.
Would also fit as you say it didn’t happen straight after the flash. Maybe it was unconnected?
Any chance this has happened? Ring your network see if they can tell you if its blocked (maybe a mistake when someone reported a missing phone...?) Sorry as I say probably not much help.

What would I see if it was blocked? if I enter *#06# It just shows my IMEI number. My phone isn't tied to a contract and I've tried different SIMs so how do I check/or get it unlocked.
Did you try another active sim card, or your sim in another phone? I had this same problem and it was just a dead sim card, went to Tmo and they gave me a new sim card for free, popped it in and it connected in a couple seconds.

I'm currently using the Three UK SIM I usually use for my N1 in my old Samsung Omnia, and I've tried another o2 (untied)* contract SIM and another active SIM.
*I know it's unlocked because it was bought for the Xperia X1 and used in two other phones afterwards (within the contract duration which is due to end later this year) - G1 and iPhone 3GS

You would see what you are seeing (you can see the networks but not connect to them). My MUCH older phone that I referred to did much as yours is doing. There was only the option to make emergency calls.
Its possible to report a phone stolen (by its IMEI number) and ALL the networks will block that IMEI number from connecting. Its designed to combat phone theft. Its the same reason that it is illegal to change a phone's IMEI number.
I doubt this is the case (unless you can think of a reason why it might have happened). But maybe ring your network just in case and ask them to check if your IMEI is blocked.

SIM error

A few months ago I purchased two LG Optimus 7 E900 phones from Germany, on eBay. They were both Vodafone.de branded but that was easily removed after following easy-to-follow instructions on here.
I then signed up for two T-Mobile accounts for the phones and they have been working perfectly ever since. Sometime this week, both phones are showing a 'SIM error' and give the following message: The SIM card is missing or invalid. You can still make emergency calls if your mobile operator supports this.'
I have taken both SIM cards out and swapped them with other T-Mobile SIMS and I am getting the same message, although the SIMS from the phones work fine when popped into other phones! This morning, I phoned LG and they said that I should phone Vodafone and ask if they have locked the phones! As they were Vodafone.de (Germany) branded, I am not sure if they will have a clue or not.
Maybe I should go out and buy a Vodafone UK SIM and see if it works? But I assumed that if the phone was network-locked, it would ask for an unlock code?
Any ideas?

I just phoned LG and spoke to one of their support techs. He said that because they were bought from Germany and were Vodafone.de branded, there is nothing they can do. He advised me to send them back to Germany!! I told him that I was going to chuck them in the bin and he agreed. So much for customer service, eh??
Right, work this one out!
I decided to reflash the FW on the phone and get the thing working again. The LG Optimus 7 E900 original ROMS thread was followed to the letter and I successfully installed the Europe Open FW.
So, on completion, I slipped in the T-Mobile SIM card, only to be met with the SIM error message again!!!
Right, I am off to try the UK ROM and see if that works. If it doesn't I am off out to buy two iPhones!
Any ideas?
OK, now my head really hurts!
One of the phones has done a full reset and has the UK ROM installed and it works fine with the T-Mobile SIM installed. The only problem is that now it will not connect to any PC or Mac that I have.
The second phone has been reset and flashed with the same UK ROM. Unfortunately, this phone still shows the SIM error but it can connect to my PC and Mac!!!
Now, I have little/no knowledge of these matters but it seems to me that the problem/solution lies with the USB settings within the phone?
As part of the above instructions, it is suggested in post #78 that I should:
6. Go to Menu then 7.Engineering 3.Port 1.USB Switching Setting then select 2.QC Composite, change the driver for the USB, reboot the phone
Anyway, I followed this method (not sure if done on both phones) but I am not sure if anything needs reverting on completion of the flash.
Does anyone know?

Success at last!! Not sure why the hell it went tits-up to start with but I assume it must have been a wireless update from Vodafone.de?

I'm not sure we helped, but I've been intersetd in your story. Haven't had your issue myself, but I know a few others have.
So was flashing both phones what solved it?
Ensuring composite QC is selected, the SIM is removed and that the correct ROM is used are the three rules, it seems.
I'm convinced that it was a wireless update from a different carrier is what caused the problem. Anyway, it's sorted now, thankfully!

Of course you can - just update your Optimus 7 to the latest WP version via Zune, and enable Internet Sharing from the settings. This will make a WiFi network with a password for your iPad to connect to. Browse away
I had a problem like this too. Last night I plugged my phone into my PC to sync music through zune and was prompted to install an update. Installed the update and my phone works!
Running OS version: 7.10.7740.16 and finally have service!

I'm having the same issue. Phone is stuck at PUK code even though sim works in other phone. It is a UK Vodafone phone.

My daughters' phones are both showing the SIM error message once again.
After previously flashing the phones with the UK open FW, the phones worked perfectly, until today! We all spent Christmas and New Year in Orlando and took the phones in the hope that a US sim would work in them. The sim didn't work in either phone and I resorted to buying a $20 Nokia! Worked fine too.
Anyway, on return to the UK today, the phones were powered up with the UK sims fitted but both phones are showing SIM error - No SIM.
I really am very, very close to throwing these phones in the trash! Anyone have any ideas why this has happened and will I need to re-flash them (again) in order to get them working??
I had this a short while after I was upgraded through Zune. I sent it into Vodafone and they fixed it, but it'll probably have to be the place you bought it from...

I bought the two of them from Germany via Ebay! They were both Vodafone.de branded but not locked but I re-flashed them with an open, UK firmware. Everything has been fine since the re-flashing, until now!
I have been in touch will LG and they said they will pick them up and repair if:
They are still in warranty
They have not been damaged due to dropping, etc.
They were purchased in the UK
All boxes are ticked apart from where they were bought. Surely a warranty must be valid anywhere within the EU?? Anyway, i am going to play dumb with LG and hope that they will reflash them....if not, I am definitely launching them into the sea! Damn fed up with them now and too much information on them has been lost too many times.

I sent both phones and received them both today with a letter titled, 'We've checked your handset and cannot find a fault'.
OK, so I immediately popped in my T-Mobile SIM and got the SIM Error message once again!!!
I'll phone them in the morning. If I get no joy, it's new phone time!

I got my E900 from Hongkong last year, and the "SIM error" issued a few days ago. At first I tried to reflash the FW with Hongkong ROM, but it did not work. Then I found your thread and followed your way to install UK ROMs from Orange and Vodafone. Both of them make my E900 work well again.

I just recently bought an unlocked LG G2 and set up the phone on a Koodo plan. The phone has worked great up until a few days ago when I lost service and the phone wont connect to the network anymore, even after a factory reset. I brought the phone to Koodo and spoke with a guy that told me sometimes unlocked android phones have difficulty connecting to a network and that he didnt know how to help me. Ive tried manually entering network information and ive tried different koodo sim cards but nothing works. What should i do next?

I seem to be having the same issue as what you're experiencing. I have unlocked G2 that I'm using on Koodo network. Just last night my phone switched to emergency calls only. It was working perfectly fine for a whole month. And before that I was using the phone on Fido network with no issues.
Some additional info. I tried my friend's Roger's sim card on my phone and it showed emergency calls only. When my friend tried my sim, he was able to connect to Koodo network.
On my phone when I search for networks, it does find Koodo, Rogers, Bell networks. It just doesn't seem to be connecting for some reason.
My phone is stock, not rooted. I wasn't even doing anything out of the ordinary with my phone so I have not idea why this happened all of a sudden.
I tried the hard reset also and that didn't work for me either.
Not sure what else to do. May look into custom rom but not sure if that's going to work..

What I found out is that my phone had been blacklisted... which means that it had been reported lost or stolen by somebody else and the IMEI number had been reported. The phone became useless... and as one of the guys that i brought it to said, i essentially had a very expensive paperweight. hope your situation turns out better than mine!

I also have the same symptoms as this, checked the IMEI with Koodo on the phone. They don't see it on any of their lists.
I'm trying everything but can't fix it. Still trying.

I too am having this issue. I'm on Koodo. As of this morning I can't connect to their network. Did you have any luck?

I have an lg vs980 and I was using it with H2O wireless and later I changed to Simple Mobile. I'm living in Puerto Rico. The phone was working all right and, suddenly, one day it was always displaying 'emergency calls only'.
I did factory reset, then I reflashed stock lollipop and it was like nothing happened, keeps displaying 'emergency calls only'.
Then I found this post http://forum.xda-developers.com/show....php?t=2394689 and applied the patch but didn't seem to resolve the problem.
As a last resort I tried flashing cm 12.1 and before first boot applied the patch from the cited thread but no result, keeps displaying 'emergency calls only'.
Has anyone found a solution to this problem?

[Q] Need help: strange block on phone

I recently bought a S5 in the netherlands (i live and use the phone in belgium). Started it up, everything works fine. I make one phonecall as required for the regionlock, works fine.
Then something strange happens, after the one phonecall required, i cant accept or make phonecalls anymore.
I get a message "your phone has been locked due to security reasons"
Now the weird thing is, if i use a simcard from another carrier, the phone just works fine, no locking whatsoever...
Called Samsung support, told the story, they tell me phone is region locked and i need to get a code, but the phone never asks me for a code nor can i put one in anywhere.
So i called my provider, they tell me the phone is blacklisted probably but they cant check that...
After some research i found out the phone is actualy from UK with an international firmware on it: G900FXXU1ANG2 (countrycode BTU)
Anyone have an idea how to get rid of this problem?
I dont want to root the phone just yet in case i have to exchange it for another one.
Would it help to get the countryspecific stock firmware installed for my country? (Belgium)

You'd get better help if you gave us more details, notably verbatim error messages, rather than paraphrasing.
Your provider can certainly tell you if your phone is blacklisted since an IMEI blacklist is under their direct control. So ask them again to clarify that. Region locking is much more likely though. Samsung region locks phones to prevent grey market sales, which is exactly what you've tried to do. The region lock is released after you use the phone a short while with a provider in the original region, which sounds like the UK in your case. Region locking is also a type of blacklist, although that term is almost always used to refer to carrier IMEI blacklisting unless otherwise specified.
As you didn't make any preliminary calls in the UK, nor apparently did the previous owner (or vendor), the phone is now restricted. You could travel to the UK and use your phone there for a day to dissipate the region lock. Or a lot of people claim that a regular SIM unlock code, such as you can buy on Ebay or any number of other places will also remove the region lock (unconfirmed). Or you can root your phone and circumvent the region lock by editing the blocked regions in your customer.xml file.
There are lots of existing threads on this subject, as you would know if had you done a search. Refer to those for further elaboration or you can search my post history as I've posted in detail how to remove the region lock in previous posts.

Humh, sounds weird.
Use the code *#7465625# (*#SIMLOCK#) to check for the lock status. On some devices this code needs root to launch.

If I understood you correctly, your SIM card works properly in other phones. So your SIM card shouldn't be the issue. If your S5 is SIM unlocked (carrier unlocked), you could try someone else's SIM card in your S5 to rule out less common problems e.g. bent SIM socket.
And regardless, in your place, I'd open a support ticket with your provider. That should cover anything like a IMEI blacklist. All in all though it does sound like region locking. Which is Samsung blocking a phone from being used in a different region unless it has been first activated (i.e. used for a few calls) in the original region first. I wouldn't think that a region lock between two parts of Europe would be intentional, but it is still something to look into.
Without any explicit error messages, it is difficult to narrow down the cause. You might consider installing a logcat app to capture the system log which may have more information about the error.
Also try dialing *#06* and ensure that you have a valid IMEI (not all zeros)
And dial *#0011#. You should see a (IMEI) certificate "Pass"if at the end. If it says IMEI CERTI: FAIL or NA you may have a flash error or IMEI blacklist.

Had another talk with the helpdesk from the provider, they told me the phone is blacklisted but couldnt give me a reason why.
Im only blacklisted with provider A, if u use the phone with another simcard from another provider it works like a charm.
Ive had to send them my proof of purchase, and they will unblock the phone...
Havent had any feedback yet from the shop i bought it from, so maybe they can shine a new light on the whole deal!

S8 G950F wont get signal - not blacklisted IMEI: NG

hi all
i have a uk model s8 on the o2 network which was originally locked to o2.
so i took it the local market to get it unlocked which the market trader did and it accepted another uk sim
but wont connect to any network now. states emergency calls only, even with my original o2 sim.
i cant even search for any networks. when you try to search for networks by choosing the phone option, nothing happens, just states not available at this time. same thing when you try to choose manual or automatic search.
it accepts any sim now but wont connect to any network.
i thought it may have been barred even though i bought it 2nd hand and had it over 8 months so i checked imei on the net and it comes up clean. so not barred.
he couldnt also understand why you cannot search network, why this option cannot be selected.
so i come on this forum for some help, and a member did help me and got it working by flashing something to it via remote team viewer but after a few hours it stopped catching a signal because i downloaded an app onto it to hide root which worked but caused the phone to loose the signal again. and then when i contacted the member, he refused to do it again.
i pleaded with him to flash again or do whatever he did but after days of waiting without a phone he was not available to help. so please can anyone help and tell me what he did so i can fix my phone.
i know from users on here, you can have root hiding apps running on an s8 and still be able to perfom the fix to the problem on my phone.
i know it has something to do with imei not being registered on phone and it showing a NG next to imei.
any help or guidance would be appreciated

don't O2 unlock phones for you free of charge? That is how it used to be when I was last in UK.
I really wouldn't trust anyone to remotely download/fix phone, they could do all sorts, hopefully you got a good guy but the fact they won't do it again seems suss to me.

I suggest you flash stock o2 rom and take it to O2 to unlock phone, this will" clean" your phone so if the helpull member installed anything he shouldn't have it'll be wiped. Also check white o2 if your data etc has being used by someone else ie cloned your phone. (but there may be some other issue as the trader couldn't search for a network)

Its not locked anymore. As it accepts all sims which it didn't anymore.
This has something to do with the imei not been registered.
The imei status is NG when it should be OK.
