to my knowledge, the Android OS does not have USB host drivers in the kernel. So to answer the question, no android based phone would allow this. Also keep in mind that Power will be needed to drive the USB device, and the phone for sure won't provide that. So you would be looking at creating an power injector for the USB cable.
You might be able to pay/convince a developer to do this for you in a custom kernel, but that's about it.
I did find this where it was done with an HTC hero.. you might be able to work off of that work.

OP is asking if you can plug a usb 3G modem in.
You can buy portable hotspots which you just carry around in your pocket instead of using your phone. You obviously pay a month fee for the data but it just stays permanently connected to the hotspot.

I tried it with pppwidget and huawei k3765 and it dont work... Driver not found.Seems that Google not include drivers for 3g dongle..
I have access to all of the tmobile usb modems, so as soon as my N10 arrives I will try them as I already have my OTG cable. I will post an update probably early next week.
I've tried it with a friends device. The device needs to be rooted. Once rooted, install the PPP App from the play store. Plug in your OTG cable and the dongle in there and it should work fine like it worked with his

I've just tried with a 3G+ USB stick HUAWEI E172 and PPP Widget but it writes : no driver found :'(

You may be interested in this post. I have not tried it for a 3G Dongle but do use AutoPatcher to add tabletUI and openPDroid to a custom ROM. Only some custom ROMs are support and I am using a CM10.1 based SentinelROM.

Nice idea, but unfortunately you can't use autopatcher to patch any CM with 3gdongle mod.

Search for Nexus 10 on the page and download the ones for your Android version. Even though the manual test "insmod usb_wwan.ko" that is suggested on the top of the page did not work for me I got pppwidget working after a couple of tries. I can't say that'll work for you since it depends on your modem - mine is a ZTE MF820 (or something) and that worked just fine.
It's worth a shot a least. Best of luck to ya'll!
(Now if could only get it to work on SentinelROM I'd be a happy man )

PPP widget works on stock ROM and clean ROM (which is based on stock and not AOSP) if you follow the steps from the ppp widget forum link posted above.

Here is how I did able to use 3G dongle via a USB OTG cable on my nexus 10 running android 4.2.2. Unfortunately till now 4.3 doesn't support this
First Root your Nexus 10 .(Fantastic thread)

it wasnt so stable to be honest it crashed 2-3 times in one day.

Been testing this Kernel out for a couple weeks now, was aiming for a permanent install but decided to test it out before I went ahead and made the mods to the center console. My hardware includes a UCA202, a Sweex 4 Port USB Hub, a USB2.0 Digital DVB-T SDR+DAB+FM HDTV TV Tuner Receiver Stick RTL2832U+R820T all bought from Amazon. Now am not sure if my hardware is just plain crap coz am forced to reboot the tablet quite a lot. USB communications drops a lot, while poweramp can regain communication with USB and continue to send signal to the amp I always have to reboot for wavesink and SDRtouch to regain communication with the DVB dongle. At this stage I've ruled out permanent install.
What is everybody else's experience?
Can't the features be extracted and implemented to other roms?
Slightly off topic -> has anyone used the 2013 for a dash install and found anything with reasonable battery life?
im DL'ing this kernel right now for a test run, but has anyone used any rom/kernel combo that can stay in standby for more than a few days?

It depends. I've had it, with Lollipop, lose 2% over 48hours on my stripped system. That's unusual though.

It may work but he doesn't recommend it and wouldn't support issues.

USBHost kernel (flo601) + service installer.....aka, timur-services + timur-usbhost
With TWRP recovery running, the tablet should now appear as a USB drive on your PC. This lets you copy the three zip archives required for the next step over: timur-services, timur-usbhost and SuperSU. Make sure these three files are available on the tablet's internal sdcard. Then install the three zip files (timur-services + timur-usbhost before SuperSU!), using the TWRP on-screen UI. Note that whenever you update the kernel (usbhost), you will also need to re-install SuperSU afterwards. - OK, done. You can now restart system and boot into Android OS.

Did you unpack the zip file in windows first? Should end up with two separate zips that can then be flashed with twrp...
didn't use Timur...went with elementalX v5.16
I use an Arduino Leonardo as Keyboard.
If I wake my Tablet and have the Arduino connected it will show 1 sek the wake Video and then it starts the suspend Video. And It show the connected USB device "Arduino Dll" although I don't aktivated the option to show the divces.
After the video is over, everything is okay.
It only happen if I have the Arduino connected.
If I have my extern usb soundcard connected it only have the error that it shows the USB devices on start although i haven't activated it.
Is there a fix?

Timur is the only kernel that works with OTTG+Charge and on/off auto detect. Has the elementalx fixed all these issues?

Hey there i also had trouble with otg. But now i have no issues.
1. If you are at 4.4.4 - 5.0.2 flash franco kernel sabermod and ukm. If you are above flash quanta kernel and ukm
2. Otg-y cable is mandatory. (Nexus 4 cant afford the voltage)
3. Make sure you are using synapse. In the misc section enable usb-otg
4. Make sure you are using supersu for root operations
5. Install stickmount from google play.
6. Connect your flash drive or whatever you want to mount to otg y cable's usb port.
7. Connect a power source
8. Open stickmount and press mount button. Give it superuser permissions.
9. Check the message below the screen. It must say it mounted a usbdrive
