Things You Will Need...
Root
CWM recovery
gps.config zip file
gps status Application from playstore(apk or google it)
PROCEDURE
First Itself download the gps config file from http://forum.xda-developers.com/showthread.php?t=1233359
select your country or continent.copy the gps file into to internal storage
reboot into Recovery by adb command(adb reboot recovery) or turn off device and while turning on hold Vol UP and select recovery kernel
for this you need CWM recovery...Use tomsgt supertool for root,cwm recovery etc.
Select the install zip from internal storage ,select the gps config zip and flash ..click reboot system
For Kitkat (4.4.2)
once reboot is completed.
Install Gps status apk or any other gps fix software from the playstore
turn on gps from notifications
goto settings>location change the mode to high accuracy
open the gps status app.click or option>tools>manage a gps state >reset(you need internet connection)
and click download(a gps state will be downloaded)
and wait will get lock in 1 minute(update : for first time it takes some time 10 mins approx).. tried and working for XOLO tegra note 7 , should be working for other models too
Tips
if you have magnetic cover remove it for the first time (gets lock faster )
first time lock takes 10 mins indoor so from setting in the gps status activate keep gps ...
For NON ROOT users
Just Download gps status and do the steps as mentioned
goto settings>location and change mode to high accuracy
open gps status app and get lock with some time (21 min indoor)

I did try this method and seems to be working.
Initially it takes a while for the first lock but then onwards it does get a lock quickly. Thanks for posting this.

If you try in location settings hardware only, the gps lock is done in less than 1 min, try high accuracy (which is based on both gprs, wifi and gps) and you can wait a long time for a lock.
So, is that download the latest A-GPS data is pretty silly for a non-GPS hardware? material without a-gps

he has a gps chip, obviously, but no gprs so no a-gps.

If you're rooted you can just copy gps.conf into system/etc.
No need to use cwm.
gps has never worked on my note. even if i take it outside i get 15+ satelites but it never locks in so clearly its a faulty gps in many of the notes... no software can fix dat

I just got a new used Samsung Galaxy S4 on Sprint and brought it over to Ting (way, way, way cheaper). I got everything working with the stock ROM, including GPS, but I wanted to install Cyanogenmod, so I rooted it, flashed TWRP 7.8, and flashed the latest Cyanogenmod (snapshot M12), with Gapps, and a zip file with the Ting data XML files to get 3G and LTE working.
Everything seemed to work great, but then while driving I noticed that the GPS just did not get a lock. After trying for an hour, it still had nothing. I installed GPS Status and saw that it had no satellites. Clearing the GPS cache and re-downloading data with that app did not solve the problem. I tried GPS Doctor without success and the GPS fix equally without success.
I rebooted, then factory reset, then erased everything and flashed the latest CM nightly, all with no success.
I found some similar problems online at these places:

I made a nandroid backup of my stock rom, but then I copied it to my computer, and when I copied it back again it didn't work. TWRP failed to restore with the error "No partition selected for restore".
My plan now is to flash the stock rom with odin, confirm that GPS works there, and then try again, but this is becoming a huge time sink and I have a lot of other things to do.
Does anyone have any ideas how I can fix this? I am pretty sure it isn't a hardware issue.

That's is pretty much what you have to do. Its go back to stock and get a lock there in maps. When you have a lock just go back to recovery and flash your custom ROM of choice. That is pretty much the only fix.

Good to know that I am heading down the right path before I spend a lot of time on this.
Should I not erase everything when I flash the custom ROM? I am pretty sure last time I used TWRP advanced erase to clear everything on the phone before installing. Should I just do a regular factory reset in TWRP to install CM in order to keep GPS functionality?

Yes sir you can factory reset in twrp just remember to back up your files first! And you should still retain GPS lock.

Sorry to resurrect an old thread, but I am having this issue and the stock firmware flash isn't solving the issue. It is all very odd because it doesn't actually retain any kind of lock after flashing. I'm following instruction on here, but after locking gps on stock, then going to CM I cannot get a fix. It either had a massive radius on Maps, or it just locks to my home or work location.
Since trying much more I have managed to get the occasional satellite lock via GPS Locker, but even then as soon as I move from either my house or work, it can't find anything to lock onto and just defaults to a static location.
Is there anything you would recommend? I have 2 Samsung GS4's and they both exhibit the same problem. I have also tried this on an S4 Mini, but that retained lock just fine. I'm really confused as to what to actually try. If you could recommend anything I'd be very grateful.

Your problem may be that there is some new issue with the newer firmware. I had success by first flashing the *old* firmware (you can download it from my dropbox here: https://www.dropbox.com/s/o3f3ynyezyy4yw9/L720VPUFNAE_L720SPTFNAE_L720VPUFNAE_HOME.tar.md5?dl=0) and then upgrading to the second to last firmware update for the GS4: which gives you Android 5 but without fixing the MMS bug.
After that I flash TWRP with Odin, and then do a full erase in TWRP followed by flashing the latest CM. That series of steps works for me every time, although I found that large changes to my physical location (e.g. flying to England from California) cause it to break again. I actually had to sit in a cafe in an English airport with my laptop out flashing my phone back to stock just so that I could use Google maps to get to my mother's house. It was pretty ridiculous. Because of that and other issues, I now just use stock. I hate it, but I do it anyway. Good luck.

I knew i wasn´t alone... i had to go back to Kitkat last month (i was on Brazilian 5.0.2) because i needed the GPS on my vacation. This is a serious bug and Google should fix it asap.
I experienced the same symptoms in KitKat also. That's why I wanted to try Lollipop. No Luck! I think it was the Google Play Service update acting up!
Is it a bug releated to the LOLLIPOP or not?
There is no GPS issue in any version of Android (4.3, 4.4.4 or 5.0.2) on Moto G (2013.) I should know; I use it for hours almost every other day. You guys need to do a factory reset, or wipe 'userdata' and fastboot flash a stock firmware image.

I'm very confident it will.
It just keeps happening, not even a clean sfb flash (Brazilian lollipop sfb) helps. Now im on German 5.0.2 (wiping everything of course) and its exactly the same. It is a real issue at least to me, and its happening on almost every phone with lollipop as you can see in the AOSP bug tracker. The GPS locks fine (but with a slightly weaker signal) and every 5 minutes the signal randomly gets lost, then it locks again after a minute or so, then repeat. This only happens if you are moving on a vehicle though, nothing seems wrong in my house or when im not moving, except the slightly weaker signal compared to Kitkat. Some people on other forums (Nexus 5) say that it could be related to the Wi-fi and/or data connections. I hope Google fix this on 5.1

@mato_d007, did you use the command: fastboot erase userdata - when flashing the factory firmware?
/system/etc/gps.conf - contains entries for different regions: Asia, EU, US. Perhaps try enabling the EU server instead of the default US one. Alternatively, unrooted people can try GPS Status & Toolbox.

Tried GPS status app, doesn't do much. I figured that if I toggle wifi on and off with GPS in searching mode. It will get a position eventually. But it will lose signal again after awhile.
I did a re-flash firmware, and use gps test and gps status and nothing happen. I change a gps.conf from system/etc manualy, and nothing help to fix gps.
Something is wrong, because gps status show inmediately many in view, but not fix anyone.
Seriously, what is the point of doing soak test? They didn't test the gps funtionality obviously. Sad! Well, maybe get an external gps receiver for now and use an app to hook it up.
Hi Folks, I flashed stock other experiencing signal issues with custom ROMs. But GPS doesn't seems to work now. We use to get 'Agreement' on selecting High accuracy/battery saver mode right. But I'm not even getting that. On reboot GPS mode will change to device only.
Any help? I don't want to format again as I just completed setting up device and apps.

Accuracy is more than acceptable regardless of if walking, car or train.
100% untouched stock with latest OTA.

This is pretty common when going back to stock from custom roms. Try to root the phone and install GPS Optimizer/Fixer.
Always make a backup before flashing things.

I have strange problem, used 9T come to me with wiped system (factory reset) but when MIUI loaded system i have notification "Android setup isn't responding". I can't accept it or anythink, configuration screen isn't loaded only black screen with status bar and navigation buttons. I can go to settings by the notifiaction bar, but after 10 seconds phone freezing and rebooting by itself.
I flash new system without errors, but it wont fix the problem
I had the same problem, I spent all the roms and the only one that worked was davinci_global_images_V10.3.5.0.PFJMIXM_20190528.0000.00_9.0_global_4222a49ff1
good that the phone is working again but now i'm facing other problems because i can't update the phone otherwise it goes back to loop and with this rom no sensor is working as a presence sensor, gyroscope and also problems with the front camera that is not it is working correctly.

Factory reset does not mean to Wipe System but Data.
Gyroscope and other sensors not working are the result of wiping Persist, Vendor and other partitions
Proper procedure to switch the ROM/install custom ROM requires:
- Format Data (option in TWRP, exactly as that "Format Data")
- Wipe Cache
- Do not Wipe any other partition !!!!!!!
- Flash your custom ROM
Unfortunately, there are noobs who don't know/understand, and they Wipe System, Vendor, Persist and who knows what other partitions they think off.
The result is the phone behaving as described
To recover, try flashing the TGZ stock ROM from Mi Flash (not just the ZIP ROM from TWRP).
Anyway, if Persist was wiped, you will never, ever recover DRM L1

I'm having the same error as the OP with my Mi 8 (dipper).
I done goofed up, as I had the official 12.0.3.0 stock ROM installed, and then I wanted to go with the 12.5.2.0 EU ROM. I installed it no problem, but then in my infinite wisdom I tried to lock the bootloader via fastboot while having the EU ROM installed. Everything went to hell after that.
After that, I cannot make the phone work properly regardless of the ROM I try to install. With MIUI (both stock and EU), I cannot get the WiFi to work properly (Ino networks are shown), and the "Android Setup isn't responding" error does not let me finish the setup of the device. I also tried lineage, where I also cannot find any networks, so the setup pretty much stops there.
It is obvious I effed up something with lower-level files, I definitely just erased everything from TWRP at one point when I was panicing.
I tried flashing the stock ROM using Mi Flash as you said, but it did not work. Can you provide me a way of checking what is going wrong or a general way to fix this?

Sorry, I would never go to relock BL while having the custom ROM (I thought it would instantly brick the phone)
Not sure could I help but I'm also curious:
- You relocked the Bootloader by fastboot oem lock or by fastboot flashing lock?
- It locked BL, did Factory reset but kept Xiaomi.eu ROM?
- After that you unlocked BL again (otherwise how would you continue flashing the other ROMs)?
- Did you then unlock BL by Mi Unlock tool or by fastboot flashing unlock?
- Did you then you flash Fastboot/tgz version of the stock MIUI?
And with that the phone does not work properly (network, etc)?
- What version of MIUI you flash, MIUI 12.1 (Global, EEA)?
- Did you try with CN 12.5.2.0, Fastboot/TGZ version (closest Fastboot MIUI version to your previous Xiaomi.eu)?
Un-gzip, unutar, find inside bat scripts (I think 3 of them) choose one that makes Factory reset but does not relock BL.
Edit the script to remove first 3-4 lines that check against downgrading (not having the script in front of me to tell you exactly but you will see when you open the script), and run the bat from Fastboot

7) If I understood correctly, you had Xiaomi.eu 12.5.2.
Hence I think you should try the closest MIUI version (Fastboot, not Recovery - Fastboot flashes more deeply), and that could only be CN 12.5.2 (Global, EEA are 12.0.3 for your device)
The best would be Fastboot version of Xiaomi.eu 12.5.2 but AFAIK, there is no such thing
Hence after the CN 12.5.2 try then (Recovery) Xiaomi.eu 12.5.2

Good morning!
So I installed the china ROM (12.5.2.0 QEACNXM) using mi flash, and I'm having similar issues. I did not get the "android setup stopped working", however WiFi is still not responding as before, and I got two "Security stopped working" and "Settings stopped working" errors.
Edit: WiFi cannot actually be turned on at all.

Sorry, no other idea but that you try now again Xiaomi.eu 12.5, with Factory reset

Got it, will try that, adn if it doesn't work I'll see whether I can do something else to fix this.

Btw, Bluetooth, NFC, GPS, do they work?
And first, not least, do SIM cards work (voice and mobile data)?
And did you try switching now from CN 12.5 back to Xiaomi.eu 12.5 (they are based on CN, but made to work internationally)

I didn’t try these tbh, but I did go back to the 12.5 EU ROM.
This time I can get inside the phone normally, however Wi-Fi is still sketchy.
I managed to connect to a network, but manually, it still wont scan for network, and the connection is dropped after some minutes. I didn’t try gps, bt, or nfc, as I was trying to troubleshoot Wi-Fi, and this all came to a halt as the phone reboots on its own after 5-10 minutes of operation.
