Here is what worked for me:
(I am on a Pixel from the Google store using a Verizon sim on build NDE63X / bootloader unlocked / rooted / on EX kernel)
While the phone is turned on (NOT in download mode), open minimal ADB and push these commands:
1.) adb shell
2.) su
3.) mount -o rw,remount /system_root
4.) cd /system_root/system/
5.) settings put global tether_dun_required 0
6.) echo net.tethering.noprovisioning=true >> /system_root/system/build.prop
7.) adb reboot
Also note, adb reboot command did not reboot my phone, so I did it manually and it worked out fine.

Just use a root enabled file manager (I used Root Explorer), open build.prop from /system in a text editor. Paste "net.tethering.noprovisioning=true" as a new line at the bottom, save and exit. Reboot your phone.
Worked perfect on my Verizon Pixel.

This works fine as long as one is rooted, however on my Nexus 6P I had been able to root, perform the edits on build.prop, and subsequently unroot and be able to keep the edits as long as I had a kernel such as ElementalX installed. It seems that is not working any longer, or maybe I'm not doing something right... any ideas?

You'll want to be careful making edits to anything in /system without a custom kernel. If you tinker around too much on the stock image you're likely to panic the trust zone, which will hose you nicely. Are you currently using Elemental X, or were you?

Currently using. I'll expand a bit further. On my 6P, I was able to to TWRP, SuperSU, ElementalX (or equivalent), do a build.prop tethering edit, unroot -- (simply do full unroot using SuperSU), and have the build.prop edit stick.
It seems that with the change to the 2 partitions, when I do the same on the Pixel XL -- i.e., once I unroot in the same fashion despite having ElemantalX still installed, the build.prop edits do not stick when I look in /system. If I root again, I can see the edits made under /systerm_root/system and they work correctly.
So what I'm hopefully attempting to do is keep the edits working while running a custom kernel/recovery but NOT root.

Has nothing to do with the contract and everything to do with unlimited data plan gouging by the big V. I have UDP and am charged to use hotspot.
Any UDP user is charged for tethering. If you are paying for data by the GB then they cannot charge you to tether.

Actually no, you can get a phone on DPP even with UDP if you aren't on contract. The downside is you are then paying $50 a month since they raised UDP by $20 once you go off contract.
And technically a lot of UDP users mod their phones to tether, but yes if you want to legally you have to pay for it.

I know what UDP (unlimited data plan) but what is DDP? Verizon no longer offers UDP unless you're grandfathered in. That's why the wife and I can never change our plans.

DPP is the device payment plan, where you pay the full retail cost of the phone monthly over 2 years. That's only available to those on UDP if you are out of contract.

You can bluetooth tether right now with Windows for free. You can also buy and download PDAnet or Easy Tether for USB tethering.
I spoke to Verizon today about this very same topic. Once you activate the Hotspot and THEN connect a device you will be charged, WITHOUT WARNING. This is unfair. If you've had an unlimited data plan BEFORE the X purchase you shouldn't be charged $20 for hotspot.
The rep gave me the corporate office address to write with my complaint:
PO BOX 4003, ACWORTH, GA 30101.

If the tethering interface is at all like the tethering interface Verizon uses for 2.2/Droid USB tethering, when I connect a device via USB tether and attempt to go to a website, it directs me to a Verizon page which clearly asks if you want to add the tethering service for $20. This was using FroYo 2.2 with my standard Droid, but I would guess they'd use a similar if not exactly identical handling scheme for the Droid X.

As for prompt, I am surprised it doesn't. I am thinking of doing for use with my iTouch but not sure. I like the Droid X. I really like it over my Droid.

Running liberty v.4 gingerbread on my dx. Yesterday I went to try and use my theathering application, and it directed me to the verizon page for 3g mobil hotspot and usb thethering. Is this a problem faced by all who use gingerbread? and if so has there been a solution posted anywhere to allow me to still be able to tether on gingerbread? I never had this issue until I went to gingerbread, and will flash back to 2.2 if I need to in order to be able to tether. Any input is always apprecitaed! thanks

I am using wifi tether, and it works, but when I want to get back online from my phone, it kicks me over to the verizon page telling me that I have to pay to tether, and I have to restart my phone to be able to search the internet.
I'm using the market wifi tether with the tbh patcher applied. Its tricky to get started, but once I do, it stays connected.

If you are under contract with verizon (I.E. the one or two year contract offered in order to obtain a discount on your mobile device) then rooting your phone is illegal as well as teathering with out paying the service fee! If you are not under a contract then it is leagal to do as you wish to or with your own phone, including but not limited to rooting, teathering, and cloning another device owned by you (also not under contract) for your own use and purpose!!!

We should be able to use our "unlimited" data package however we wish. From my understanding, there is a difference between tethering and the mobile 3g hotspot which makes the way they both go about producing the wireless internet different. Again though, this is not the point, I was simply hoping someone could help me, if i wanted to be lectured on what I was doing wrong, I would have asked "hey, is this something that is wrong or not" can we please stay on topic?

Tethering and rooting is in absolutely no way illegal and does not even go against the terms of service. If you are against rooting then you truly don't belong on a DEVELOPERS forum.
Anyway, what I would recommend is trying wireless tether, if that doesn't work, you could try a wired tethering service such as PDAnet or easytether which is what I use

Rooting is not illegal. What penal code refers to this? It simply voids your warranty.

The fifth us circuit court has deemed there is no legal basis to prevent users from gaining higher level access to their devices. As for contract obligations, there are no stipulations against rooting, rather it voids the warranty, which is acceptable. Teathering is a bit of a gray area. There are two schools of thought. You obviously highlight one, but I believe in the other. That being that I signed up for a data plan at $29.99 a month that allows for my usage of as much data as I desire. (Unlimited, as in not restricted) As teathering is a feature of the android device I purchased, I am using my unlimited data plan in a manner I see fit. And lastly, I would love a direct quote of the verizon service agreement you draw this conclusion from.
Back onto topic, the TBH patcher works with wireless teather. The trick with the patcher is to flash it in CWM a few times, reboot, start teather, then flash it a few more times. Whatever the difference was, it works well for me.

1. First go to Settings and click the "More" tab. Then go into security and check "Unknown Sources."
2. Visit http://geohot.com/activeroot from your device and click the lampda picture to download the apk file.
3. Run the apk. It should give you a message telling you that you have root. Worked almost instantly for me.
4. Visit the Play Store and download SuperSU. (NOTE: You MUST download and use SuperSU to manage superuser permissions, nothing else. Only SuperSU currently can circumvent Samsung's "root blocker" in the kernel.)
5. Open the Super SU app and update binaries.
6. Optional. Donate. I contributed $10 to the original bounty, but really... this is a quick and simple method. Toss him $5 bucks if this root helps you out!

Q: What does activeroot do for my phone?
A: It gives you root access to the phone's file system. Even the Android system files.
Q: What can I do with root?
A: You can run applications that require root access to function. Apps like Titanium Backup, can back up all of your apps and settings and save it in your phone's storage/SD card. You can also freeze (disable) or delete pre-installed apps that came with the phone (AT&T/Samsung bloatware).
Q. Is root dangerous?
A. Well, it does give you access to files you were not supposed to be allowed to manipulate. If you accidentally delete files that are important, you could cause the phone to crash and prevent booting.
Q. Can I install a custom ROM?
A. As of 7/8/13, the answer is no. Not yet. To be able to install a custom ROM, you need to be able to install a custom recovery. As of now, the bootloader of the original Galaxy S4 and the Galaxy S4 Active are still locked. The original GS4 currently has an venerability in it's bootloader that allows for an exploit (called Loki exploit) to be used that enables installation of custom recoveries and ROMS. This vulnerability has been patched since the release of the GS4 Active, and our phones cannot take advantage of the Loki exploit.
Q. Will the GS4A's bootloader EVER be unlocked?
A. No one knows for sure. The Galaxy S4 Active is a niche product available exclusively on AT&T in the USA. It will never reach the sales numbers that the original Galaxy S4 will achieve because of this. Since the original GS4 will be the phone in more users' hands... the same can be said for the hands of developers. A developer who bought the original GS4, is not likely to also buy a GS4A. That being said, the original GS4 is a very popular device and people are working hard on it's bootloader. The GS4 and the GS4A are similar enough that if the GS4 gets unlocked, luck may shine on us and the method may unlock our phones as well. But, as the old saying goes, "I wouldn't hold your breath."
International S4 Active GT-i9295 root method:
This a good note to anyone who is looking for a root method for the i9295 with an unlocked bootloader. To gain root do the following steps:
So just flash http://download.chainfire.eu/316/CF-...xx-gti9505.zip with included Odin and thats it. Below is how to flash:
- Download and unzip the CF-Auto-Root-....zip file (see posts below this one)
- (USB) Disconnect your phone from your computer
- Start Odin3-vX.X.exe
- Click the PDA button, and select CF-Auto-Root-....tar.md5
- Put your phone in download mode (turn off phone, then hold VolDown+Home+Power to boot - if it asks you to press a button to continue, press the listed button, or run adb reboot download command)
- (USB) Connect the phone to your computer
- Make sure Repartition is NOT checked
- Click the Start button
- Wait for Android to boot
- Done (if it took you more than 30 seconds, you need practice!)
If you see this post a user confirmed this to gain root access

I would not worry. If I was a Dev I would not post that I am working on an exploit. If you do everyone will hit you up for updates, etas and so on. You know, I was really excited about this phone. I thought it would the same os as the regular s4, but it seems they're like 2 different computers, like a freaking mac and a windows. It really sucks big time. Most big developers are developing already for the S4, the att model is same as the canadian model, and there is a lot of good canadian development also. I think we are really lucky enough that somebody was able to unkock the bootloader on the regular S4 since freaking att decided now to play the apple jailbreak game. Therefore, development for the Active would be very little specially if you want play with custom roms. Sorry to spoile the party, but I was pissed about it too.
If I was you, I would think twice and exchange the damn phone for the regular S4 before att throws a newer update to fix the exploit that allows to root the phone again.
I bet they are waiting for somebody to find the exploit in the active so they can release a newer updated version to kill root on the S4 for good.

This phone is almost cool enough to not need root. But I still prefer CM. Plus the cool factor of being water resistant kind of appeals to a different crowd.

I just upgraded from a Nexus 5 to a 6P. I'm on a Cricket Wireless "Pro" plan. I was able to use my hotspot on the Nexus 5, but when I switched to the 6P, the hotspot doesn't work any longer. I get the authentication message that I need to buy the option, blah, blah.
I tried the tether_entitlement_check_state hack, and that didn't work.
Any clue why this worked on the 5, but not on the 6P? The 5 was on Android 6.0, so it's not the version of Android.
Any help would be awesome. I have a very hard time accepting that I have to pay anything extra to use my LIMITED data the way I want to.

The 5 didn't check for provisioning.
And why is that? Both devices are running aosp v6,so where is the difference?

Bump...same situation here, 6p, cricket, need hotspot. Foxfi doesn't work.
No interest in root unless I HAVE to (and prefer not to so I can take ota's in the future).

Has anyone found a fix? Does removing the SIM card, doing a factory reset, and then setting up the phone without the SIM card inserted help with this so that it isn't initially provisioned as an AT&T-related device?
Same here..works fine on 5 with 6.0. Not interested in root at this time. Cricket has an app for $10 extra a month. Not worth it. I use tethering very rarely...
I'm in the same situation (cricket pro plan, 5 -> 6p). I called cricket support this evening to ask about adding the tethering option and was told that the Nexus 6P is not a supported hotspot device in their system. He wouldn't add hotspot for me even if I was willing to pay for it.

Well a rooted 6p isn't in their system either, did you ask him about that? what are your reservations about rooting at this point?

Mainly time. I'm an old with three kids. I was looking forward to having a phone that I didn't have to root. I went back to unrooted for the last year or so of my N5 and was fine with it. Not crazy about the permanent fuse thing either. Not sure why that bothers me though.

Fuse doesn't change when unlocking or relocking.

Agreed...I flashed stock on my 5 and 7 and mostly happy. Even relocked boatloaders. Got tired of updates I couldn't do and nuisance notifications. Too much time wasted fiddling around. I miss TB and restoring data, but 6.0 backup should be fine once developers get onboard.
Funny that it was primarily wi-fi hotspot that got me started years ago. Then we got it stock, and now its blocked again! Hope we can work something out.
I came from a Note 3 and was able to use hotspot with no problem but experiencing the same thing with authentication problems.
I also tried calling a couple days ago and was told the device isn't eligible.
Ha...looks like 6P does work!! And, I knew there was a reason they gave us such a nice SIM card tool. Although a bit inconvenient, this works:

Wow, works for me too. I think I'll make sure to have a SIM tool handy in a few places and make this my go-to solution for the time being.
Now thru the end of the month if u use AP to buy something (anything) on ur Nexus device you will receive a $20 Best Buy gift card! I received my GC this morning after paying for something with AP yesterday so I can confirm this works. You will see the GC listed on the main page of the AP app about a day after you purchase with it. Im pretty sure you can use the card online or in store. Happy holidays guys!

there doesnt seem to be a minimum amount either, all i bought with android pay was some peanut m&ms and the next day the gift card was listed under my credit card

Install SuperSu 2.61 (2.62 symbolic link gets detected)
Uninstall Xposed if you have it
Change DPI back to stock if you changed it
Tap and pay
I'll just put my nexus 7 back to stock and go from there

I might try this too. I've tried most or all of the tricks to get it to work with systemless root with no luck. My two credit cards are still registered in Google Wallet, so hopefully they'll work with Android Pay too.

It's been working fine for me. I have Youtube Adaway, Greenify modules installed.
This is a great promotion. I used AP yesterday and had the BestBuy gift card in the android pay app a few hours later! I saw that Samsung is giving a $50 best buy gift card to samsung pay users for setting up Samsung pay. I wonder if this is just Google offering something comparable for Nexus owners or a coincidence. Either way it's been a good month, Legos for Fi users, ability to add tablets to Fi account without additional monthly fees (just data charge for what you use), and a $20 gift card for best buy.

OK I have not been able to get cataclysm or AP to work and I did a fresh stock image flash and rooted with the latest su 2.62-3. I'm wondering if it's the kernel I'm using which is lean kernel. Could you guide how you were able to get both cataclysm and AP working with systemless rooted? Thanks

Not sure why it's not working out for you. Perhaps you can check out the Cataclysm forum.
Where's what I did. Stock 6.0.1 -> Cataclysm Mod -> SuperSu 2.62 -> Xposed
You should be installing the Xposed ARM zip, not the x86 or ARM64.
