I'm not sure I understand entirely what you're asking, but from what I've read you would need a bootloader that was not locked and had been signed with a key that your current bootloader will accept. Do you have one?
I think he means the following:
IF our bootloader wasn't locked and he would flash a custom ROM but wanted to return to the stock one, if he can flash his stock bootloader back to prevent bricks in the future.

Nexus 7 blocked in bootloader

Hi, I just upgraded my nexus 7 to android 4.3 and then I have unlocked the bootloader with a tool for Ubuntu users. Then, I install a recovery, and then I root it but it doesn't work. So I decided to downgrade to 4.2.2 with the tool with "flash Google factory image" but an error occurred and the nexus doesn't boot
I can just go in the bootloader, I have the bootloader unlocked, but no recovery, and no root.
Here is my question : how can I install for example cyanogen 10.1.2 but blocked in the bootloader ?
Don't forget that I have just Ubuntu.

I don't know if I'm hearing you right... But you can't have a locked bootloader and a custom recovery and have CM.

If your bootloader is corrupted you can't boot anything. You're going to have to find a way to get your bootloader flashed. I don't know much about this but on my S3 I used Odin.

Flashing dev firmware on retail device.

Ive been thinking and noticed in a post that said if you flash the retail verson on a developer device it would lock the bootloader. So my question to the xda community is why dont we flash the developer edition firmware on the retail edition to unlock the bootloader

Stock firmware backup

Sorry if this is a stupid question but to do a backup of stock with stock recovery...Is it possible? Or do I have to TWRP unlock bootloader etc. Thanks

No. You need to unlock your bootloader (good advice: keep it unlocked) and install TWRP.
