Sure you could. You need to root the phone, install the flasher (either flashfire or stafstrap) and flash a custom room.
Here is a link explaining how to flash a custom rom using safestrap.

Just flash. All custom ROMs have root.
Btw, you need a custom recovery to flash a ROM (like TWRP, CWM)

Not necessarily. You can flash a custom recovery through Odin and not root it at all and then just install a already rooted ROM.

CWM is always reliable. Some prefer TWRP. I'm using Philz Touch. It depends on your preferences. CWM is the most stable.
Hey!
I recently rooted my GS4 i337. Everything is all working as of now. However, I want to flash an AOSP ROM onto it. So, I followed instructions and at first, I flashed TWRP to my phone. It said it was successful, but when I go to recovery it puts me in ODIN. I then uninstalled TWRP and got the latest version that is said to support i337 GS4. Flashed successfully, but when I boot it still goes ODIN.
I tried both manually recovery booting with the buttons, and the UI on the actual app. Boots ODIN both ways.
Is there something I'm doing wrong? How can I boot into TWRP or CWM so I can make a quick ROM backup and flash an AOSP ROM?

Unless your on mdl firmware you can't flash twrp or cwm. I'm guessing you're not.

Don't think so, my baseband is UCUEMK2 on 4.3. So, there's no way to get any custom ROMs on this? What can I do so I can?

I found this a video on how to use Safestrap on 4.3.
It's for the Verizon variant but the SE Linux matches, can I give Safestrap a shot?
EDIT: Scratch that, I've found an ATT compatible version (3.71) and it booted into it perfectly! Now I can backup my stock ROM real quick and flash on my new one! Thanks!!
Hey guys, as of now I just reflashed stock, rooted with Kingo, installed safestrap, added a rom slot and installed BajaRom. Now i have been trying to find CM11 and to have it work. Safestrap wont install the zip from CM11, and from what i understand you need either CWM or TWRP and is there a certain procedure? everytime i use rom manager to install CWM recovery it boot loops on the recovery boot screen and says unofficial software blah blah blah and then im forced to reflash the stock AP file in odin. Any help is greatly appreciated, i would just love to join the 4.4.2 train

You can not install CM11 because of the locked bootloader and SafeStrap is the only recovery we are able to use. Just go HERE and you'll be able to flash the stock, rooted 4.4.2 for our phones.

Thank you for the clarifications, its hard to find straight answers with the Dev edition floating around along with 4.4.2 being relativley new to the VZW variant. After this is installed, are there other 4.4.2 roms available? or just stock for the moment?

There are 2 other ROMs available, BajaROM and Biggins.

Since the bootloader is locked, you can only install custom ROMs based on stock Samsung ROMs using safestrap. Cwm, twrp, cm ROMs, and aosp ROMs cannot be installed.

under model number of my phone it says : Samsung SGH-I337. but I am gonna take a guess and maybe this is what you want lrx22c.i337ucugok2. if that isn't correct could you give me a hint in laymen terms I am a newbie but great at following directions

If your bootloader is locked, and I believe it is since the phone is probably running a stock rooted 5.01 ROM, you cannot install a custom recovery which means you cannot flash any custom ROM that is not based on a stock touchwiz ROM.

Nope, downgrading is not possible. You'll be limited to using safe strap to flash tw based Roms. Cm and aosp Roms are not possible.
No, you can't down grade to anything you could flash a custom recovery to. Look into safestrap.

As in the guide "the keep root method for OK2" clearly stated that the lowest you can downgrade the ATTS4 is kitkat NB1.
Since you are on OK2 bootlaoder and want to install the custom rom I suggest you need to find the OK2 based TW custom rom.
Because the bootloader is locked, you can not install the custom recovery like TWRP. You are stuck with either safestrap or flashfire.
I recommend to use the flashfire since safestrap is too tricky to work with lollipop. With flashfire you can flash tw based custom rom in the lollipop.
