Free development tool for developing mobile application using html5, css, jquery - IDEs, Libraries, & Programming Tools

I am familiar with HTML5, CSS, JQuery. I need to develop Mobile App which Platform Independent (Android, iOS, Blackberry OS, Windows OS ) . So Which is the best development tool for developing Mobile App. Is there any free IDE?

go to http://m.opera.com with your device and download Opera Mini version 5. I think you will like it lots. LOL
I use the Google one for general browsing and Skyfire for watching videos on some errr video websites
Using Mozilla Fennec alpha, very promising. Fastest browser for now after opera mobile.

Is it possible to utilise hardware codecs ?

As I read qsd8x50 is capable to run hardware audio video decoding via OpenMax IL infrastructure. Qualcomm also has codeaurora project. Is it possible to implement this feature on ours hd2 nandroid platform ?

Silverlight

Is there any way to play web page video that use ms silverlight. This is to watch stuff on the sky web page.

I am interested about that too... is it really not possible?
I don't think so, to watch live sky you would need silverlight on your phone to watch over the internet or a sky tv app for Android like the iPhone one.

It could be on the horizon. After a little digging around, it would seem that there is a plug-in in development by Moonlight which will allow Android users to watch MS Silverlight content on their devices. Could in the future port desktop app to windows phone 8 ?
Possibly with windows rt apps. But not full x86 apps unless we get intel powered WP8 phones.

Flash on Chrome 4.1.1

have downloaded the latest flash player from another thread on here, 11.1.115.20, this was said to have worked on Chrome, but i cant get it to work, can anyone else confirm should it be working now? I'm running Omega 27.1
