I have 5GB of storage available and i even cleared data and cache in play store. I also tried wiping cache and dalvik.
The apps are stored on a different partition. So that partition is probably full. Delete some apps if you want to install new apps.

Apps are fairly small. It's the data that is big. But the data is stored on the internal storage, accessible by the user. I doubt he has so many apps as to have a full memory

I'm glad to know it isn't just me. Hopefully they fix it soon.
Did you tried diffrent gapps version? Try to download the newest playstore.apk from the internet.

I tried miui gapps, PA gapps, and Slim gapps
partiel solution by stevendeb25 from galaxy s5:
copy cm11 downloadprovider.apk and downloadproviderui.apk to miui
it will break video and music though

The install button on this screen just won't work anymore. The cancel button works, the install button doesn't. I am rooted, tho I don't know if that makes a difference. I wiped dalvik, cache, and fixed permissions. Verizon 16GB Blue. It doesn't matter if it is from the Amazon Appstore or downloaded off the internet, it won't work. and Allow unknown sources is correctly checked off.

OMG I used VOODOO OTA ROOTKEEPER TO UNROOT, I rebooted, AND it let me install......... Just remember Verizon doesn't want us to root....

Its all turning out to be a mess and when I flash I want to have a completely clean fresh device....
is it okay IN WINDOWS to delete all the internal storage files? Here is the screenshot so you guys have the EXACT idea of what I am trying to do...
I want to delete all those files. NOne of those files seems to be system folders so I should be okay right?

No do not delete any of those files. You need to let us know what baseband your device is on and we'll start from there.

Internal storage wiping
When I want to start completely fresh, I wipe the internal storage via TWRP before I flash a ROM.
It is located in TWRP under advanced wipe.
I would not suggest doing it using Windows Explorer.

I think you can wipe it all. AFAIK the rom you flash will populate the internal with what it needs.
I would, to be, safe, back up internal to your pc before formatting it--

go through all your apps in link2sd and click create link and then link everything to your 2nd partition
you may have to uninstall a few apps first if it comes up not enough storage and then once you have linked your apps you can install them again
if you have already linked apps then you must have an app that uses a hell of a lot of data - you can see what app that could be if you arrange apps in order of data use and then clear data of that app (note any saved settings/progress and so on within the app will be lost)

The internal memory where user apps are installed is of /data partition.
So freeing up /system partiton is useless...instead u need to b concerned with freeing up /data partition(which is sufficiently free...I guess)
However, extra apps or scripts in /system partition CAN fill up RAM btw:sly:

maybe you have too many system apps installed.. you should delete some
so i tried to install an exposed module and after reboot exposed wasnt working anymore. through xda searches i figured out my system partition was full. is there any way to make this partition bigger? or everytime i install a module will i have to uninstall a system app to make room?

Your system partition is already full? If that's the case then yes uninstalling system apps is your only way. Unless, someone else found a way around it.
Other alternative is to convert system apps to user apps (which essentially moves them to /data) using something like ROM Toolbox

I have tried multiple custom roms and none can be installed Netflix I have to go back to stock, therefore, there is one that can be installed netflix or other apps without installing magisk, since I have two phones one is a motorcycle g 4 play and the redmi note 7, and on the moto g 4 play it has pixel experience and if it lets me install netflix

Ok think there might be a issue with Google apps baked in ROMs this does not work with them but I can flash a rom with no gapps and flash them separately and this method works every time good to find this issue though i did not try this again til I seen your post this rom evaluation x 2.0 I'm using is the first one I tried with them baked in but I was on viper Wich you flash gapps separately and this worked.
