[Q] Restrict background data? - Blu Vivo Air

Not sure where else to ask about this -- I'm on V11, and I may be blind but I can't find any options for disabling background app data anywhere -- just the traffic monitor which lets me prohibit apps from using mobile data entirely (foreground + background). Is there a clever workaround or obvious thing I've missed?

Hidden apps and connection status

After searching both here and on google I have not found anything so I'm hoping some of you may be able to help me out with two minor annoyances.
I have noticed that several applications can run without showing up in the task manger (both dutty and the regular one).
Is there a way to see and/or close these applications?
I have WorldMate installed and even though I have disabled auto updates it still connects. So my second question is this:
Is there a way to see what applications are using a data connection (preferably the exact executable)?

I think the standard HTC one (included with the phone) is able to shut down more, but l'm not sure about your problems.
If you have a search through the apps section then i think I've seen something in there that tells you what is using your data (data monitor of some sort?)

On android, is it possible to have an app limit another apps of certain services? (like for example if i had "app A" that i wanted, but it requires gps or access to my contacts to install, and (app A) has nothing to do with those [like if a wallpaper app required access to my personal info], would it be possible for an app to limit "App A" of services and take away its ability to use the undesired service?) i guess im asking if this is plausible or not... If it is, Do you know anyone who would develop this app? I bet i could get a lot of users supporting this idea.... (A lot of Users want the ability to do this) I bet this app would be a huge hit, and a must have for most knowledgeable users...

There already is one. The power control widget that comes with your phone can turn gps on/off, along with brightness, WiFi, and account syncing along with a few other things.

So more like a firewall for apps to stop them accessing different resources?
Well, yeah. When I first used the power control widget, my GPS, WiFi, and Sync was on because of Google Maps. Occasionally, when I download a new app, GPS or WiFi will turn on and I just turn them off. You could also try whitelist/blacklist apps which might be able to help you.

[Q] Disabling data (with exceptions) when screen is off?

Hey guys
As per above - if possible, this is what I would like to achieve:
When screen is ON - All apps are able to access the internet as per usual When screen is OFF - WhatsApp is allowed to access the internet; all other applications are firewalled
It's sort of what Android Firewall (I'm using it right now) does, but with different profiels for "Screen ON" and "Screen OFF"
Someone suggested exporting different scripts (using Android Firewall) for both scenarios and then using Tasker to run the scripts manually. A little apprehensive about this.. seems like it leaves little room for error

Missing: 'Services' under Android Accessibility settings?

Recently I installed an app that required me to enable a service in the "Android Accessibility settings". I then realized that on my JYHU the entire SERVICES (I am capitalizing SERVICES because it is capitalized in Android) menu is missing under Settings->Accessibility, only SYSTEM is there. Typically under Settings->Accessibility there is SERVICES such as Talkback, etc.
Can anyone check under Settings->Accessibility and tell me what sub-sections there are (i.e. SERVICES, SYSTEM)?
I am wondering if we have a crippled Android ROM where apps cannot add SERVICES, they are [intentionally] hidden somehow or if there is an app that is hiding them.
This is really hurting me as I cannot make certain apps behave properly without the accessibility settings.
I read in another thread that manufacturers (allegedly) do this sometimes on purpose (I think it was the Nook tablet).

Some vendors hide certain settings options which the app might be able to access. Worth a try but no guarantees.

Filter apps out of data counter

Hey guys,
My carrier made some updates to the service today and one of the biggest differences is that some apps won't count towards mobile traffic. I have been using the data limiter/counter built in Android for quite some time now and it's really close to what my carrier accounts so I rely on it to not go over the data cap.
Is there any way to stop apps such as Spotify to count towards the amount of mobile data on the Android counter?
I'm sorry if it's not clear enough but this is the way I am able to explain it better. In case you don't understand what I want, just tell me and I'll try explaining it better.

Don't think you can on the stock data usage settings
I guess I'll get back to 3G Watchdog. Sucks to have yet another app running on the background but I guess that's the only solution.
