If you buy a consumer edition then yes it will. They may or may not not release a developer edition that would have an unlockable boot loader.

lmao really? If you buy anything (besides dev ed) at any price (subsidized, financing, full retail) it will be locked for any device it is you purchased. You need to buy a dev ed if available or research on xda to determine which ones are unlockable before you buy it...
If you had to ask this, I assume youre not too familiar with Android and bootloaders in the first place so I'd read up on bootloaders before messing around with it.

Been off contract with ATT for almost 5 years now. Is it worth it to pay $30 for the phone + $20 tax and sign a new contract? I have been using iOS for sometime now and looking to start modding again. I've been out of loop for so long and not sure how much this device is actually worth considering I'd be trapped in contract for the next two years.
Input/suggestions appreciated thank you.
Pay full price for Google edition of s4. I love mine but locked bootloader is annoying. Nothing is worth going back on contact.

does a locked bootloader mean it can't be rooted? or does it mean it can't be unlocked?
Locked bootloader causes all kinds of issues in the loading process. I'm no expert like outler but depending the firmware currently on the phone when you buy you might be out of luck. There was an exploit to flash around the locked bootloader not an unlocking per se but tricking the phone into thinking the bot was legit. But a recent update fixed the exploit and blew the qfuse making it impossible to revert to previous formate versions. If I had known Google was releasing a s4 variant I would have paid the premium.

okay so the consensus is to not purchase the device on ATT. I thought at $30 was a steal but now it looks like I'd pay $30+TAXachusetts+contract+No Freedom = I'd be pissed

Take thay steal and sell it for as much as you can on craigslist, use that money to either buy
A) T-Mobile variant full price (identical to att but no locked bootloader, same service bands same hardware)
B) galaxy s4 google edition (comes with a nexus experience rom...aosp with a little but of hidden TW proprietary files)
Personally...I would go for the t-mobilw, why? Because you can flash a google edition rom on tmobile variant if you want and it will be identical to GE.
The google edition does not support touchwiz roms (correct me if im wrong) however the other variants support google edition roms
You can prob get around 500 for the s4, so youd have to pay another 100 on top of that plus tax for a full priced differnt variant s4

Thanks for your reply, I read a few articles regarding the locked bootloader, yet I see custom roms that are rooted. I'm confused how exactly custom roms are installed on att devices yet the bootloader can't be unlocked. Sorry, this would be my first android device. WinMo guy switched to iOS 'cause of stability issues.

Previous firmwares had a vulnerability that was exploited by djrbliss which allowed us to bypass the locked bootloader and flash custom recoveries.
AT&T, (along with Verizon) since the release of the exploit, has patched this vulnerability, making the installing of custom recoveries impossible (at least for now until another exploit is discovered) for the users who took the OTA or who unfortunately bought the device with the latest firmware installed.
=(
I agree with the person above. get it for 30, sell it for like 500, add 150+, and get the GE edition. that's what i would do.

I probably won't get it at all then. Technically dropping $50 short term. Selling for $460-$500 Approximately $450 profit and stuck in a two year contract, unless I opt out after 14 days and pay the ETF and I'd be out another $350. Profit ~$100. Does the HTC One for ATT have a locked bootloader? I wouldn't mind if bloatware wasn't an issue

Yes it does(unlockable via HTC dev. com? )
and is also fully convertible to GE edition that receives OTA updates from HTC/Google.
if you don't mind the awkward button placement and a ultrapixel camera, go for it.

Yes, that site will unlock it.
I just have a quick question, there's a store that sells factory unlocked Verizon and Att&T Note 4's and my question is (sounds dumb) are the bootloaders locked as well? I'm looking forward to buying one in April, but if the bootloader is still locked even though it's a factory unlocked device I'm not going to buy it since I want a unlocked bootloader for obvious reasons.
Verizon sells a developers edition that has an unlocked bootloader.. i have not heard of Att selling a unlocked bootloader edition.
Their devices(att) are locked up tight like fort knox...

Thanks I'm going to need it, lol. I've dealt with a bootloader locked device the LGL70 for metro pcs, for about a week or so then someone unlocked the bootloader and boy was I excited, lol. Apparently in the Verizon Note 4 section there's progress. Knowing how I am I'm just going to get the Verizon Note 4 and just wait only because the store who's selling it can give it to me on an monthly payment plan. I can't really afford to dish out the money for the dev edition.
I get that the S7 you can buy direct from Verizon is pretty much going to be locked down for a long time, if it ever gets broken. But it looks like a pretty awesome phone, and I'm genuinely thinking of trading up for one.
So, can I buy an unlocked version from somewhere that I can use with Verizon, one that allows root and xposed? Is the only option for this the Exynos version? Or are all of the phones locked down, even if they're not tied to a carrier?
Alternatively, if there is a way to get a rootable Snapdragon but I have to switch carriers, which carriers would be best for this?
Lastly, if there is no way at all to get a rootable Snapdragon variant, what's everyone's pick for the best new rootable phones? I've heard things about the G5, but that's starting to look closer to the S7 situation than anything.
Thanks for any info!
There is no rootable s7 that will work for Verizon. It's a waiting game at this point.

That sucks. I was hoping there was an international or developer version or something. I'd pay the full price for it, too. Maybe a Nexus is in my future.

I had a developer edition of the Galaxy S5 and I'd KILL for a developer edition S7... I don't know why they don't make them for every single phone they release.

Or why all phones can't just have this as an option that is supremely hard to get to, but available for those who want to do it. Just have it trip something that voids the warranty, but make the user aware this will happen. I, for one, would most likely still do it, warranty be damned.
Hey guys, I just bought a Galaxy S10 Plus "unlocked" new. I activated it with a Boost mobile BYO sim kit and everything works great. I decided it was time to root so I went into developer mode and the OEM UNLOCK toggle is not there. I tried all the usual methods to get it to show up (change date) and nothing. I am not a DEV and it has been a couple of years since I owned an android device so I really need help. I can get it to boot into download mode, does that mean the bootloader is unlocked?
The SM-G975U1 is not bootloader unlockable/rootable.
OMG, I paid a thousand bucks for a phone I can't root? Any body wanna buy a phone?

I didn't say ALL Snapdragons were not unlockable. I was simply stating the reason why his phone was different than the other user's phone and why the other user was able to unlock their's and he wasn't.

If the bootloader is unlocked it was not purchased from Verizon.

AFAIK all carriers and resellers sell that model. You are, extremely, lucky you purchased one with an unlockable bootloader.
