bootloader unlock not allowed

Is there anyway to unlock the bootloader to install cyanogenmod if it states bootloader unlock=no?

There is no way of doing it at the moment, not sure there ever will be.

you can pay your carrier to have your device both simunlocked and bootloader unlocked

YOU DIDN't HAVE YOUR BOOTLOADER UNLOCKED DID YA?

I installed Balong firmware and then i try to install TWRP.

START WITH STEP 1 and work your way down.
MAKE SURE YOUR BOOTLOADER IN UNLOCKED
to be sure just enter this in fastboot

if it doesnt return this

(bootloader) unlocked
OKAY [ -0.000s]
finished. total time: -0.000s
(don't mind the time)
it isn't unlocked.

BOOTLOADER is loked and phone stuck in boot image.

Asus official unlock tool is not working for me.
When I try to unlock with this tool I face the same problem every time. What should I do now ?

You can't install twrp with lock bootloader, you can't unlock den you can't , bad luck for you . If you want your phone to look good then try installing Xposed and mod it yourself
