I have an i337M S4 from Rogers and it's unlocked. It works on Wind too(Going to guess the seller flashed that AWS mod).
Can I go ahead and just flash a modem TAR and a bootloader TAR from Odin(WITHOUT losing Wind 1700AWS support)? I want to update my modem and BL because they are old now. I backed up my EFS using TWRP but pretty sure that is not the modem.

Flashing with odin will not re-lock the sim. Once it's unlocked it'll remain unlocked

Also, you are lucky to still be on MDL firmware, DO NOT update to the MF3 firmware or you will lose ability to root your S4. My advice would be to remove sim card and turn off Wifi (to prevent accidentally updating) then root phone with Motochopper. Once rooted go freeze the update apks to ensure it does not update on you later. MF3 is unrootable as of now so DO NOT update if you want root!
I think you mean MF3. And yes, you have a locked bootloader, you should use this...and he is right do NOT do a update, once you do you lose root, and there is no way back just yet.

I have an AT&T galaxy s 4 SGH-1337 that i'm using on the t-mobile network.
It's unlocked and i've changed the setting to allow 4G on t-mobile (AWS).
I have an update available but i have to put in a AT&T sim to get it. If i do the update, will it re-lock the AWS band?
Phone is completely stock and not rooted.

If you put in an AT&T sim card and grab the update it's gonna be the MF3 update. Yes it will remove the AWS band.
I was on mf3 and had the aws band unlocked, when I messed up my phone Samsung flash mf3 again for me and aws was still inplace

I don't understand how since that method they definitely flash a new modem along with the stick ROM. You can always update it and if aws goes away put it back.

I just recently acquire myself a Sprint Galaxy S4. It is not rooted. It is running stock android 4.3 with the L720VPUEMK2 baseband. My question is can I unlock this phone to use on US gsm carriers like Tmobile and AT&T? I don't want to buy any unlock code from ebay because those codes only allow it to unlock to use for overseas. Have I had a choice I would've just bought a Tmobile, AT&T or verizon galaxy s4, but they were too expensive. Can anyone help me?
Pls read next time, anyways no you can't as of right now because only works with mdc or mdl basebands and no way to downgrade right now...mf9 and above you can international unlock tho

Darn it!!! So what you're basically saying is that even if I rooted the phone and use a rom that supports MDC or MDL basebands I still can't unlock it to use on domestic GSM carriers? If that's the case if i'm reading correctly then I guess it's time to put up the phone for sale on Swappa.
I think that because you can't downgrade to MDC/MDL baseband you can't unlock it in domestic GSM carrier at least currently.
The knox in bootloader denied you to downgrade to MDC/MDL baseband.
So either wait to get a solution or sell it.

Some users tell that they can downgrade the baseband easly to MDC/MDL baseband only.
so if you can you can unlock GSM.
Note:downgrade the baseband only ....neither the software nor bootloader.
I want to know if I flash a stock ROM such as lollipop to my unlocked AT&T phone, would it relock to default network? I unlocked it by purchasing an unlock code from a website.

No, once you're unlocked it will stay unlocked even if you flash the stock firmware with Odin.
