Yes. You cannot install any andriod apps on a stock NST.
Here is an entire thread on installing Google Play Books on the NST (and NSTG).

[Q] Stock browser

Hello,
does someone knows where I can find the stock android Browser ? (not Chrome)
The one that is on most phones.
I tried to install the browser.apk from a ROM 2.3.6 of LG P920. But It won't install.
I'm on stock 4.2.2 no root
I found this thread with a quick search (which you should have done before posting). Try installing the .apk with a root explorer as suggested by the OP.
EDIT: Ironically I was the one who didn't read your post properly, sorry. Since you don't have root the above won't work.
Play store basically the same

Hi, madi32...
Specifically, what do you want to integrate into system?
If you're not rooted, modifying /system isn't possible anyway.
Your post is a little unclear; could you be a little more precise with regard to your question.
Rgrds,
Ged.
As I said I just want to integrate the update of Google apps like YouTube gmail chrome browser only the apps provided from Google well I experience it before with root but it have many problems that's why I reinstall the original firmware
Thanks in advance for help

Still scratching my head trying to understand what you're attempting to do.
The apps you mention... updates to YouTube, Gmail and Chrome... will all work perfectly fine without being integrated into /system.
Indeed, given the frequency of updates of these apps, it would be a nuisance, if you had to modify /system to install them.
Android is designed in such a way that Google updates pre-installed apps by placing them in /data/app... and can be uninstalled in SETTINGS>APPS>ALL>YouTube/Gmail/Chrome>UNINSTALL UPDATES... which would leave you with the factory installed version in /system/app.
All of which, though interesting, is moot... if, as you say in you're previous post, you're not rooted.
There's not much you can do without root.

Ged.
Thanks for help but I don't like to root it again cause that will another nightmares for me
Thank you anyway

If you can get it on your phone you can try doing a titanium backup on the app, then copy the backup from your phone and install it on your tablet.. I think that should work.. You can also do that with ES file explorer and a couple other file explorer apps as an 'app backup' feature and manually install the apk after copying it to the device..
Hope this helps
The reason you can't find that app on your n7 in the play store is because it either is not approved for the n7 or the play store at least thinks it is not approved for your n7.
As for the above suggestion off pulling the app straight from your phone using tibu or a file explorer like es may work as allot of apps do work on devices for which they are not approved - though not always.

I shall give it a go! Thanks

S Note app gone

Hey, folks. I've been playing with the S Note v 4.1 app on my rooted Note 3 phone and used the ROM Toolbox's App Manager to convert it from System App to the User App. Since then the app has disappeared from anywhere on the phone. ROM Toolbox cannot see it either. Please help to revert it back!
Try to install it from google play. It will know if there is on alreafy in the rom as user app.
