It doesn't. he'll need to flash MK2 as you suggested, use Safestrap, and use the KitKat Magic Toolkit for a 4.4.2 ROM.

[Q] New And Need Help

Hey Guys What's Up !!!!!!!
I an new so try not to bash me to hard.
I am trying to flash a custom rom to my AT&T Galaxy S 4 (SGH-I337) running Android 4.3 Baseband Version MK2
without any success at all.
I have root, I used saferoot and rootchecker says I have root as well as other apps, I also have rom manager premium v5.5.3.7. And paid for the touch option And here is where everything goes south.
No matter what I do when the phone reboots into recovery mode it boots into the standard android system recovery mode.( Manual Mode)
I see no clockwork anything.
I am dead in the water. Please Help.
The only modification other than root that I have done to the phone is change the tetherprovision.apk files with one I found out here
to reenable tethering. It worked like a champ (Sweet Thanks For That).

You would have better assistance here: AT&T Samsung Galaxy S 4 Q&A, Help & Troubleshooting
Anyways aside from addressing thread maintenance to staff, to my understanding you cannot flash a ROM for the AT&T S4 MK2 bootloader. The bootloader is locked and thus making it impossible to flash a ROM. There is however a Safestrap Recovery recovery for your device but no ROMs.
The only recovery available for MF3 and MK2 i337 is Safestrap here:
http://forum.xda-developers.com/showthread.php?t=2448925
You can only flash 4.3 touchwiz roms. No AOSP or such. The number roms that you can install is also currently limited.

Do you need international or domestic unlock. I just took a screenshot to prove to you there is a thread for unlocking the Sprint GS4.

I know there are threads that show the process of how to unlock the L720 even before you buy me advice that could be unlocked. I currently live in Dominican Republic and I buy on ebay but at that time I did not realize the version of android that brought and nausea came with 4.4.2 baseband (NAE) and second I heard this version can not be downgraded to unlocking what I want to know is if I can follow the same steps or is there any specific tutorial for this version .....
You are able to downgrade the modem on NAE to MDC or MDL.

Update AT&T unlocked Galaxy S4 from 4.2.2 to 4.4.2

I have an AT&T unlocked Galaxy S4(bought in US, currently using in India).
I am not getting any OTA update.
Please, suggest me a simplest and safest method for flashing the OTA update.
Also let me know, if flashing the AT&T OTA update will make my device SIM-locked?

If you are sim unlocked don't worry that does not get changed. If you upgrade using AT&T rom you will get locked bootloader that is more of a problem if you want to flash AOSP rom you will force to stay on TW base roms. To upgrade use full NB1 thread on the general section.

[Q] Odin OD2 --> NG2 Possible

I'm currently on Lollipop OD2, and rooted. Using Odin, can I take the stock NG2 tar and downgrade back to stock Lollipop 4.4.2?
I am assuming it's possible but wonder if the modem/kernel will also make the downgrade appropriately.
Any thoughts?

So I guess I should look for a NG2 Rom then, preferably as close to stock as possible, and then flash it via recovery, correct?
