it means that bootloader unlock was available on earlier versions of razr's fw via an exploit. With the latest versions the exploit has been fixed.

What about using the motorolla unlock key that they released?
That's for Dev editions. You are running a bootloader-locked consumer edition.

And if you try 907/905 methods be prepared to rsd one of the xml here http://sbf.droid-developers.org/scorpion_mini_xt902/list.php

Your sys ver is older than anything around to save you. I cannot advise you to attempt rsd the newer smj- versions, they may break the needs of your carrier. So you have no recourse if you bork your phone while trying to root.
I do not think you can root & that is why we do not get many 902s here.
If you ever root you can unlock with sloosecannon's help on his thread, here:

I have been trying for a better part of a day with no avail. I am hoping that someone would able to point me in the correct direction of what I am trying to do.
I used Towelroot to root the Razr M and installed SuperSU from the Play Store. It is fully rooted from what I can tell, but using the Motopocalypse APK and the Windows application with no success.
Any suggestions?

That Kernel version update included an unlockable bootloader.

There's only one correct way to unlock the bootloader, with the unlock code sent by Motorola.

You don't have to flash stock (that part of the tutorial was written for another user).
After unlocking the bootloader your device will be wiped and if your build number is OPSS28.85-17-6 you should actually receive one more OTA up to OPSS28.85-17-6-2 (Feb 2019 security patch).
After unlocking and maybe getting that update you can flash the latest TWRP as usual and root by flashing magisk.zip from there.
