i have AppOps already installed,,
but there is no blocking data or wifi access of a particular app..!
for example.. take Google+
the options are : Location, Read contacts, Modify Contacts, Media volume, Ring volume, Camera, Record audio, Post notification, Modify settings, Keep awake..
thts it..! No option saying "Block 3G data/wifi" ..!
Checking Xprivacy, will report back..!

I use Droidwall from the Playstore. Root required. You can make a white list of apps who are allowed to make use of data or wifi.

what you said is for background data..! i meant completely block, even if i open the app, it shouldn't access data..!

I prefer avast. Its free but needs root. It lets you block per app WiFi or mobile access and it has antivirus scanner.

Or use the Spare Parts app which essentially does this but in a more user friendly way
I've been using software called Network Statistics. It does exactly what your asking but with a few quirks. It doesn't differentiate WiFi from mobile data so I had to reset the counter when switching from one to the other. The only way I've found to reset the counter is to pull out the battery.
That said, it helped me pinpoint fairly quickly what background app was ripping through my data allowance (foursquare).

This seems to be able to monitor battery and CPU by app but not network use by app? Or am I missing that somewhere?

You need root for: eNETraffic
For what I can tell it only records 3G traffic
And it has the option to block internet access per application only on 3G (when on WiFi everyone allowed, on 3G some blocked)

DroidWall, LBE Privacy Guard, and Avast all have a firewall to keep apps offline.
They work most of the time, but right after you boot your phone there's a brief period (couple of seconds) where blocked apps can go online if they start before your firewall wakes up.
I personally use the avast firewall. Nice list of apps given here. Just my two cents. Avast also allows you to specify which type of connection an app can use. For example, wifi only or 3g or none. don't know about the others.

The others do the same thing, but avast goes one step further.
Avast splits 3G into 3G on your home network and 3G when roaming.

it s first time to read this problem!
in all apps that need internet i didn't see any request to connect just wifi and not working on data!!!
IF an app ask for just wifi and thr s no setting inside it to change... SO uninstall that **** and use another app
all apps in android have setting to choose internet over wifi or 3g or both

Nope Dude ligtv Needs Wifi to Stream the Summary video of Football matches.
Same for my yelo tv app to watch tv, Needs Wifi While 3g should be possible.
Same for triiing app that is a VOIP app from my house telephone Carrier to call for FREE thru wifi
All this apps i tricked with my iphone and it worked there has to be a way for android

So far I've just done a full tibu backup. Debloated a few apps. Greenified almost all Google apps. And tasker to turn on and off gps when I open maps.
I'm scared to get to crazy with out a recovery.

I'd like it to add call recording to my att s6, install adblock (already done), disable the headphone volume warnings, and maybe install Wanam Xposed at somepoint?

Running omniswitch for recent apps, LMT with pointer for easy one hand operation. Full monitoring of wakelocks etc with BBS to hopefully better optimize battery. Will probably approach that with greenify, but haven't done that yet. Probably run an ad blocker.

You need the secure settings plug in. It's on google play.
Aplication>maps
Tasks>plugin>secure settings>system settings>Location mode>high accuracy.

What I'm looking to is to toggle Location on and off, not just change location from battery saving to high accuracy. Can this be done?

I tried making a profile myself but I found that it was easier to use the "GPS Toggle" feature rather than the location mode. GPS toggle will switch between high accuracy and power saving modes. It only requires one task as well.

What I've done so far:
Install AdAway (essential)
Restored old Titanium backups from my SGS4
Enabled hidden features: Call recording, camera shutter sound off, Alphabetical order in Apps drawer, Enable Camera during call, Enable rotate in Gallery)
And things I'm going to do,
Debloat, but waiting for some friendly soul to post a list or script
Titanium backup everything
Find a way to hide root from stupid enterprise framework I need to have to access work email

The complete disabling of "background data" doesn't suit my purpose.

If you don't mind installing another application. I would recommend MobiWol. Just turn on the VPN and select the apps that you do not want using any Cellular data.

Thanks I shall try that out. Is that a VPN to trust or just a local Android VPN? The App's ratings are just around 3.x.

It is not a VPN, they are just enabling a firewall and sending all traffic thru the firewall. If you look there FAQ's you can see that information on why they did that. Its because this way you dont have to rely on root to enable firewall

That's cool as well. But doing it individually for hundreds of installed apps are a chore. Wish there was a centralized place and global policy (just like the other apps mentioned above) to manage.

I use it for an app and it's working well.
It was built in since Kit Kat, maybe before that.
