I have a vibrant and I want to add Swedish language to the menu. WHat do I need to do? How can I add more languages to a ROM?
I'm in the same boat. Also want to add the swedish dictionary to my Vibrant.

There is no Arabic on locale except if ur framework-res.apk is support Arabic, stock keyboard doesn't support Arabic use other keyboard like Perfect Keyboard

Unless you buy a phone in one of the gulf countries, you won't get Arabic language in settings.

Flash the KSA or EGY stock to get Full Arabic Support
I wasn't happy when I bought my SGY first coz it wasn't reading Arabic sms and has no Arabic keys too.
A regular buyer would throw the phone off in that local store.
but I goggled and found that you need to flash the Arabic stock to get Arabic menus

I just bought the international version of the galaxy s4 but it comes with like 4 or 5 language's I understand perfectly English but I want/need Spanish From Mexico since its easier on some apps and stuff and I want my regiom to be on Mexico the app called more locale doesnt work .. im not rooted I dont want to root (still) ... thanks

As you can see it doesnt let me to scroll down ... its the only language's included

I know you do not want to root,but it may be the only way you will be able to add another language.

You don't have to root.
It depends on the ROM you are running.
That ROM looks like it is one for the Hong Kong / Indonesia region...
Find a UBUAMDK ROM
It is not as updated as the AME1 ROM but it will have the language you seek.
Typically always look for roms close to your region.
ROMS with the UBU code seems to be closes to what you need.
One way of doing it would be with rooting, and unlocking all the languages, etc. But if I'm not mistaken, you can also do it by flashing a stock ROM intended for a Spanish speaking country or even any stock ROM that has Spanish language option. For example I use the ROM for UAE (I9500XXUAMDK) and within the language options there are two Spanish options; Espanol (Espana) & Espanol (Estdos Unidos). Of course you should check that the ROM is for your exact model whether it's GT-I9500 or GT-I9505.

Correct me if I'm wrong but I don't think you can, since all the applications that make up the OS have been stripped of any other language strings. Adding the language would imply repacking every single app in the system with the appropriate language which is a harsh task that cannot be achieved by simply using a locale program.
I was looking for the same and desisted. It's much easier and faster to flash a custom rom, imho
