If you are rooted, just disable it with rootappdelete or any other similar application.

Try and force close it from applications inside settings and also clear data and cache from there.
After that if still not working uninstall and reinstall.
If still no luck, then there must be something wrong with your config or the app is just incompatible.

Did you disable any apps or root and then freeze or uninstall anything or is your phone 100% stock with no changes?
Rooted and debloated all the att apps...you think that could be the problem?
Sent from my SAMSUNG-SGH-I337 using Tapatalk 2
It's Chat_on I believe.
Freeze it, it's O.K
Uninstall it, cause the text to speech to stop working
Thanks a mill

Go to your language and input settings and change the default text to speech to google and the error will go away.

Pretty much sums it up. I have location based wifi turned off but whenever I get in a spot with open WiFi it will turn on automatically. I don't mind it most of the time but I really don't want it to happen at work.

Are you on Project-Fi?
No I'm not, I'm on AT&T.

This did install not long ago and maybe I should delete it. I kinda wondered because I think that may be a project fi app.

Correct the app is related to Project Fi.
Did you disable Wi-Fi scanning as well?

What apps have you added recently? Some app on your phone is applying a screen overlay. You'll need to disable or uninstall that app.

Any easy way to tell?

Not that I know of. But apps that affect screen brightness, like Lux, frequently use overlays. So if you've installed something like that it would be a good place to start.
I believe apps that appear on top, is where to play with overlay. But with 500 apps reset to default works best, and i have yet to have that problem even after using all the apps again.
