I did a research on internet but I couldn't find anything related my issue.
This is my 5th Galaxy S4 (I9505) and I'm facing this issue only with this phone.
Wherever I go, my phone never reaches 5 signal bars. It is always stucked at 4. (4/5)
Most of the time I'm on 2G mode and I'm using WiFi for Internet so data connection is not connected but it doesn't change.
Sometimes when I'm on 3G it goes down to 2 or 3 bars but very very hardly. But it never reaches 5 signal bars filled.
I tried changing ROMs, modems, I even took a new sim card and yesterday I changed the sim card slot. Nothing changed.

im using stock 4 bars, because when im in place with low signal the 5 and 6 bars show always full...

Please help:
I'm on CM9 19 6 nightly. Using Semaphore kernel without any modifications to the scripts.
The problem: My signal keeps on going out at regular intervals.
I've used XXJVU, DDJV5, XXJVT, KF1(Nexus modem for ICS) and various more. I stay on the modems for a week and then change to another one. The latest one is DDJV5 which I have been using since the past 2 weeks.
Tried all of the modems I could lay my hands on. Nothing works.
But the moment I come to work, the signal keeps fluctuating over the day. Sometimes it would be out for 10-15 minutes. When it's back, it would get back to giving -65 .. -71 dBm. It would stay like that for a few minutes and then it would be gone again for another 10-15 minutes or so.
It has turned into an OCD where I keep checking my signal.
This does not happen when I'm back home and then I'm back to getting good signal.
Yes, this looks to you like a locational issue. I thought so too. BUT, how did I get so good signal till a week back at work?
Question: What could have made this mess to my signal reception? How can I solve this?
No, all my syncs are OFF. I keep my 3G turned off and only use it once an hour or so for a few minutes. I don't use any signal consuming apps.
Also, sometimes the 3G would work even without the signal.
Another thing, sometimes there's a (x) sign at the signal bar thing and sometimes there is no (x) without bars.
As a cure for the OCD, I've taken an off from work today just to get some rest from checking my signal every now and then. And maybe find a solution.

maybe the phone changes the network mode.. 2g 3g or i dont know , try to put in in 2g only mode , or gsm only mode.
When the signal bar shows with a "x" it means the network is not available...go to settings and change the Network mode to "GSM Only". It will solve the fluctuating issue but network speed will be limited to 2G only.

Is going to 2G mode my ONLY option?

Changing to 2G mode fixed the problem. BUT...
I have a few questions now:
I want to use 3G but at the same time I don't want the signal to fluctuate between 2G and 3G—want to get constant 3G connectivity without signal fluctuations. Is there any way I can fix that?
I remember reading somewhere that going to recovery and changing permission helps this.
Anyone knows how to change the permissions so the signal fluctuations stop?
I have done a lot of reading on XDA but I haven't noticed an issue like this.

I have the same issue mate...using 2G is the only option to get signal without any problem.
The problem doesnot lies on your phone but the problem is with the operator. The area where you live hardly 3G signal reaches there (same problem with me).
You got two options to fix this issue:
1. Change your Network Operator
Or
2. Settle to another location where 3G signal is fully available

Both the options look impossible for me at the moment.
I will start living with the hope that the operator brings us some decent 3G signal here.

Complain to your provider, very loud!
:gooditto the same problem occured to me on Vodafone (Chennai) tried all modems listed above nothing worked ...Used to lose signals all the time with 2g data on especially at my workplace intermittently for 3-4 months ever since I upgraded to ICS..Sometimes used to lose signal even if data was off..multiple reboots/restarts gave no solution ..issue persisted across all the 15+ roms i might have flashed over the past 6 months..
Finally fed up I ported the number to AIrtel..everything works like a charm on JV9 I must say now..can vouch it's a network issue at the location
I am getting constant 5 bars on the 2G network. 3G gives me 2 bars at max.
Asked Vodafone about the future of 3G in my location and they said "We are spreading, sir. We will keep you informed".
I've had this problem too when the phone was constantly switching between 2G and 3G/3.5G. Try adding "Toggle 2G/3G" to notification drawer, set the "Network modes" for it to 2G/3G Only or 2G/3G Only/3G+2G. Switching between modes can take 10-20 seconds, but you should be able to test if you can get good enough 3G only connectivity (in case it is just a network switching problem like for me).
If you want 3G only, Dial *#*#4636#*#* - Phone information - WCDMA only.
So i finally got my nexus 4 and I'm on T-Mobile network and noticed that at work i notice my signal is constantly switching from H (HSDPA+) and E (edge). It's kind of annoying since edge data is very slow. Is this a common issue with the n4? When i get H signal, i have two bars so i don't think it is being boarder line signal. Please let me know, really hope i don't have to return this sweet phone!!!!
Are there any updated radios yet that i can try? I know with Vzw galaxy nexus radios helped a lot with 1x/3g/4g switching.

Any info on this? I know what the symbols stand for, however why can't this hold a strong HSPA signal for more than a minute without switching to edge even if the signal is 2 bar? Doesn't seem right

It happens to me as well but its not just my nexus 4. It happens to my iPhone and my brothers HTC one v. Its just that we have decent to bad signal at home. Signal gets spotty sometimes.
So if you're at home just use WiFi and leave data off.

Thanks for the reply, any info how how to change the apns and what the best ones would be? I have been reading many people say their n4 idles with 3g and then ramps up to hspa when it calls for data usage. Mine doesn't act like this and just randomly drops to edge
Mine stays on 3g and only switches to H+ when I use data (custom rom icons). I think its normal
There is an app that takes you into the menu where you can choose network types, this is what is used to turn on LTE. Go in and put it to WCDMA Only, that should make it stay only on H+ and not go to Edge.

If I try to go into the settings>Select Radio my com.android.phone FCs is there a way around that?
I am on stock 4.2.1
I've not had a 3G/HSPA signal on my N4 for a while now. Trouble is I don't know exactly when it happened as I'm generally on either WiFi at home or at work, where I know I can only get Edge.
I've tried the usual check the APN, *#*#4636#*#* and nothing's jumping out at me (if I tell it to use WCDMA only I get no signal at all).
I'm wondering if it was the 4.2.2 udpate and wonder if I've got the wrong radio - so the question is does anyone know what radio I should have on my N4? I'm in the UK on Vodafone, but I got the phone from the Play Store.
I've tried searching but the N4 seems to have had so many signal issues it's difficult to sift out the relevant stuff
I'm not rooted but I'm happy to do it if needed. Already tried a factory reset so nothing to lose!

have you tried a different sim card? thete isnt a specific radio per region, so thats not a problem.

Yeah, sorry, forgot to say. I tried the wife's SIM (different operator) and same issue, only got a 2G signal.
I was thinking it might have been an issue when they updated it to remove the LTE "feature"
Even i have the same problem . I am from India and also have tried a couple of sim card . Im not able to get 3g signal at all . Anyone pls help....

I started having the same issue today in Atlanta. Had another T-Mobile HSPA phone sitting next to mine with 4 bars while I was on Edge. My N4 is < 1 week old and seemed to be OK but now I can't get it on anything other than Edge.
I've checked my APN settings, reset the radio, turned data on/off and reset the phone with no luck.
Any advice?
Update: Just got mine working, here is what I did.
Wasted 20 mins talking to Google and T-Mobile. (I don't recommend this step.)
Type in *#*#4636#*#*
Scroll down and change 'WCDMA Preferred' to 'WCDMA Only'. At this point my bars switched from Edge to HSPA.
Now, undo the change and put it back on WCDMA Preferred. Make sure it still has a 3G or an H next to your bars.
Exit and enjoy the fast phone.

I am having the exact same problem as Dave. My n4 has just stopped connecting to WCDMA (H).
I have tried re entering my APN's, Turning on/off mobile network, Airplane mode, rebooting and removing the SIM. From the test menu I have tried WCDMA only but I lose my signal completely and go to emergency calls only. If I use either GSM only or WCDMA preferred I can get a 2G connection but nothing more and when on WCDMA preferred it can lose connection completely as well.
I am also with Vodafone UK.

Guys....even I had the same problem.....but was able to solve it.....
Go to settings >apps>all >Google framework services in this disable it and clear data and again enable it....
Enjoy 3g once again ....it worked for me

Thank you! A few seconds after doing this my N4 connected to 3G!

I tried this as soon as I put WCDMA preferred I lose signal, I have tried doing this in several locations as I live in the country, tried at my school where my friends get H+ and I still lose connection. tried going back to stock still the same issue
Can someone fixed this problem? "WCDMA only" mode make my N4 lost signal.

Getting bars on 'GSM only'
I have got the same issue on my Nexus 4, and I still don't understand how it happened in the first place. I updated a bunch of apps before going to bed and remember waking up to no signals on my phone.
Currently I only receive signal when I go *#*#4636#*#* and set it to 'GSM only'. Any other configuration (WCDMA preferred, WCDMA only, etc) results in loss of signal.
I have tried the following with no luck:
1) Restored Factory Settings
2) Installed an older version of android
3) Flashed multiple radios
4) Steps listed on this thread
Can anyone help me out with this?

I bought my s4 3 days ago here in Saudi Arabia. And i noticed that i am getting poor signal strength. I am using my mobile sim to connect to the internet. And before with my s3, whenever im at the office, i can get 4mb-5mb speed. But now i can barely reach 1mb speed. I tried flashing another firmware thinking it can be better but its still the same.
i just want to ask if the signal strength is a software problem which can be solved with a few updates or a custom rom, or is it a hardware problem.

No, i dont have problem with the wifi signal. Already tried the wifi and its ok. I am talking about the signal strength of my mobile sim card. Already did a test.
I transfered my mobile sim card to a co-workers s3 and did the speed test and got 4mb speed. Then transfered the sim card again to the s4 and did a speed test again. Cant get above 1mb speed. Did this a couple of times to make sure.
replace the sim or replace the phone? its fairly new still and most people dont have that problem.
I have a nice T Mobile Note 4 on AT&T running TEKXodus Hybrid N4 URv7.4R2 N5R9 Build and 3.10.40-BeastMode-N910T*-1.9-RAGE Kernel. I think the Xposed Module (LightingWall) messed it up but I'm not 100% sure. It used to almost always say (4G LTE) as a connection Icon in the Status Bar. But now all it says is (4G) the little LTE underneath 4G has disappeared. and test show I'm running (HSPA+). this little app did not fix it unfortunately.
Any Ideas how to fix it would be greatly appreciated.

Maybe it's just your network coverage is not good where you live.its normal not always you will get same network all the time.the device always switch from 2g/3g/4g/lte.
You can try Flashing back to stock firmware see if might change things.
Problem solved.
Its My AT&T sim card which is about 5 yrs old. I put a friends SIM card, which has the exact same phone and rom I have and LTE came right up.
I'm getting a replacement today.
