I'm running totally stock, and since getting the 4.3 update, i don't receive 3rd party notifications anymore.
Text & gmail notifications are fine, but i haven't seen a single 3rd party notification since the update. (e.g. ny times, cbssports)
Has anyone else had any issues in this area? A quick search yielded nothing.
I personally have not went to mja yet
my sister had problems with 4.3 issues but have you tried a hard reset?
if that did not help it might be an issue with the app itself and 4.3, in that case hold tight and wait for the developer to update
Posting back here for others since this was solved a while back.
On the MK2 update thread, somebody linked to an informative article about what happens when you clear data on google services framework. (something a lot of us do to try to get OS updates faster) One side effect is that it breaks a lot of push notifications.
I performed that clear data when originally going to MJA, and that's what broke my push notifications.
The solution was simply to clear data on the apps that weren't get notifications. This forced them to reinitialize with the servers and start working again.

I currently have my SGS4 (GT-i9505) since release and haven't upgraded firmware since then (I was rooted). Everything worked fine until I noticed that when 4G became available in my area I didn't receive it. Then after a few google hits, it said I had to update so 4G would become active. Did that and flashed I9505XXUDMH8.
Everything went fine for one thing however. Immediately upon reboot my launcher (apex launcher) would force close. Then a message would show up telling me it has been forced closed due to suspicious behavior. Now, this wouldn't be much of a problem if it was just the launcher, but it happens to every damn app.
Anything that can get root access or can adjust system settings gets shut down right from the start. I've tried reflashing the firmware, resetting factory settings and I've searched a couple of hours on the web but I couldn't find anything helpful. It seems to be triggered by a new Samsung security feature (or perhaps even KNOX).
Is there any trick to get rid of this? Because I REALLY do not want Samsung telling me what I can and can not do with my phone. Otherwise I would get an iPhone. I really need to bypass this filthy mechanic one way or another (without removing 4G support) so that I can use backups without a problem.

I recently had to back to stock my phone due to accidental full wipe, updated all the way to zvd and re rooted.
Ever since texts come in bursts, none for twenty minutes then 5 in a second. I've confirmed it's a lag not just coincidence. Help?

Try a force re-activation.

EDIT: Had this happen to me when I was playing with different SMS apps. I went back to just using Hangouts and it's worked every since but usually the re-activation fixes my issue.

I have a sprint galaxy s5. Ive had this problem for about a month and the only thing i havent tried is coming here. The push notifications are not coming through on any app unless the phone is on wifi or i leave an app running on the screen while im away. Ive check all the settings, had sprint look on their side, factory reset, took it to a sprint store, and than had it replaced with another S5. After the first day with the new phone it worked fine until i went to sleep and it updated to 4.4.4 over night. The following day the same problem, no push notifications on data. I went to a samsung video chat and they said it was a bug and wait for the 5.0 update. Well......its here and im still waiting for my friends test email and facebook message to come through.
Any thoughts would be very much appreciated.

could fix your issues. There is an app for non rooted devices too, but I doubt that it works as good.
I'm not rooted and tried the other app you recommended with no luck. I decided since the 5.0 update came through to factory reset the phone. I sent a test to my gmail and installed whatsapp to see if notifications would come through and I've had no luck. Looks like another trip to the sprint store for another phone.

Maybe you have Restrict Background Data checked. It wont give any notifications on Sim network till the app is open. Did you check this out? Push notifications are coming easy on the WiFi and not on mobile data.
I have tried the restrict background data, toggling it on and off and I also checked data usage for apps and none are restricted. Everything is fine on wifi but not on data, app has to be running on the screen to update if i'm not connected to a wifi. I've looked through different forums and many reported the issue fixed because the APN needed changed, but Sprint will not let me configure it. I've been through their tech team and everything seem right on their end.

My S8 today get update to Oreo and after I install that update I notice that there is something wrong with notification from some apps, Twitter to be specific. First, when I get notifications about new reply or like there was no sound, so I went to settings and there in app settings I manage to change that, but now every time when I send new tweet I get notifications about that (never happened before on oldest android versions), and when someone reply to me, the sound of notification are doubled. It's very annoying.
When I search on Google about that issue there is many topics about that, but any solution.

Yes, i did factory reset after update - - that issue was before and is still after FR.
Same problem here. I have turned off all battery optimization but nothing helps. Started the moment Oreo was installed. I have received one Oreo update but it made no difference
The same thing happens to me. It randomly skips push notifications from the people I follow. Very unpleasant with my S8 in that aspect. The system sleeps to the SI or SI application even though you include it in the app without supervision. I've tried everything and nothing works...
There are plenty of posts online about Android notifications being "stuck" and you get them with a significant delay or when you unlock your screen/phone.
I've read them all, they all pretty much go through the same "fix" steps that don't seem to work.

The above mentioned app is a Garage Door Opener. Garage door opens, within half a second my wife's iPhone beeps with a notifications.
My Android (S10+ in this case, but it happened with previous, older phones) doesn't care. No notification whatsoever. It will come, eventually when something else will be delivered. For example, I'll receive an email in Gmail and it looks like this 'push' of an email kind of "releases" the Garage Door notification that is stuck and then I receive both. Or, as I mentioned, if I unlock my phone/screen.
I cleared the app's cache and data - doesn't help.
It happens with other apps as well (security cameras, for example), but the Garage Door opener is the most important one to me.
This is beyond frustrating and annoying. What else can I do to fix this? Any ideas?

Another bump....I am surprised that no one experiences notifications delay (held back by other apps) on their Androids.
OK, let me try and make it easier.
I installed the "trouble maker" app on another Android phone. Older model but clean, fresh from factory reset, no other apps on it other than the default apps that come with it. I signed up to the Play Store in order to download and install the app, however all other syncs on that account are disabled, so technically nothing is "in the way".
Garage door just closed. On my S10+, while on a call (which means the phone is 'technically' not locked), the notification came 11 minutes after the door closed. Clearly that defeats the purpose.
On the new/fresh Android, notificaiton came immediately as it's supposed to.
So clearly there is something on my S10+ that blocks notifications, particularly from that app.
Is there a way to find out what causes it other than hard-reset my phone and install one app at a time to see what's causing it?!

What a supportive place this has become.. lol But honestly no one knows what to do with these delayed notifications. People seem to be ok with it and accept that it's just how Android works which is sad.
The only solution I've found is to disable doze with adb.
