Sorry if I'm completely blind but the only one I saw had no gapps for it.
Do you mean a custom ROM or a rooted stock ROM?
Rooted, flashable updates are based on the OTA they have Google apps. What 4.2 ROM were you looking at?

Noob Question but help plz...

If i flash a ROM on the nexus 4 and they have a OTA update(like key lime pie that's coming in the future) will I be able to receive it? Or what are the alternatives?

No, you won't be able to apply it. Your alternatives will be to flash back to stock and receive the OTA. You can just wait for your ROM maker to update his ROM. You can also wait for a rooted stock ROM.

[Q] 4.2.2 new bootloader

hey just a quick question, i've upgraded to 4.2.2 and i like it, i rooted, installed twrp and was already unlocked. but i was wondering, with this update comes a new bootloader, are current custom roms and kernels compatible with this bootloader? I wouldnt mind being able to go back to smooth rom or clean rom inheritance.
thanks in advance

Read the first few posts of this thread: http://forum.xda-developers.com/showthread.php?t=2020336
The newest stable version is mostly mentioned in the thread title and in this case it is 3.69.
It doesn't matter that you're on 4.3.
