1. From your tablet, head into Settings>Apps>All.
2. Search for Google Services Framework.
3. Once found, tap on it and choose “Force stop.”
4. Then choose “Clear data.”
5. Back out of Apps to your About page in Settings and check for the System update.
you might get errors while installing new apps or updating existing apps. In case you get those errors, delete all the Google accounts from your phone and configure them again.

I am using ROM "Dirty Unicorns". I'm guessing the kernel it came with. I will try flashing another kernel.

Try to delete Google play updates and Google play service. You can't uninstall play service natively so use 3rd apps.
Clear data on both, force close and wait until it update again/install latest apk version if you have backups.
Works for me.

This worked:
delete Google account
stop Google Framework services, clear data & cache
stop Google Play Store, clear data & cache
reboot phone
setup Google account
open Google Play Store on the phone
go to desktop browser and open Google Dashboard
open Google Play Store on desktop browser
go to my android applications, click on any of them
voilà

It's not just for ICS. Try clearing the Google Market cache.
If that doesn't work, uninstall latest market update. It should update then.
easily visit apktops.com ...locate google play and download directly from their server .
use the QR code to download directly from ur atrix
i would not recommend downloading apks from sources other than google market/play store.
Inspiredwire and mobileweasel are right... go to settings > applications > manage then click on market then clear cache, exit and go to market again. if it doesn't work, see if you have market updater and clear its cache too.
when you run the market after clearing cache, give it time as it will download the update to play store automatically. tap "accept" if it asks, give it a minute then exit the market and the market icon will be replaced by the new play icon.

You did that. Excellent! But do you know how GSF affects your phone? It connects the google servers to your phone. Never uninstall that .. there was a thread somewhere.. it said "apps save to uninstall" or something. Follow that...

[Q] I messed up my Nexus! please help

Basically I tried to force my phone to get the 4.3 OTA update by forcing Google System Framework to stop and clearing data/cache. It didn't work and it messed up Google Play.
Another website said to delete my Google account, restart my phone, delete play store data, and then add my account back. So I did that and it let my accounts sync which is good but I still can't download anything from the play store.
How do I fix it?
Try to similarly clear data and cache from both running applications
Google play services
Google play store
Then run play store and see what happens

I have exactly the same problem for the same reason. And, tried the same suggested steps without success.
There has to be a simple way to restore the download ability from the Google Play Store without wiping everything. The download error dialogs I get are all the same: "…could not be downloaded due to an error. [Error retrieving information from server. [RPC:S-5:AEC-0]
Are there any risks in restoring my phone? I can't seem to figure it out any other way, but I am worried something bad will happen if I restore it.

by restoring do you mean restoring an earlier nandroid through recovery?
I'm afraid there are risks with everything, although restoring is normally ok, although you won't guarantee that'll resolve the issue that you've currently got, you may also lose text messages and other system changes made post restore.
You could always take a backup before restore so that you have an additional safe point to return to if you decide that option although.
I'd be tempted to re try all the changes you've already done in one go (wiping the various three apps and also removing Google account), as in the past when I've experienced play store issues it's those type of changes that have resolved it rather than restore, which I'd normally use in the event of more severe problems ie corruption, data loss or bad Rom flash.
Fixed!
I believe I solved my own problem basically with a bunch of “Clear Data”s and reboots. Nothing major lost and no restore.
1. Settings > Apps > All (flick right) and find Google apps that are not downloading. Clear data (button). Also, find Google Services Framework and its Clear data (button). Reboot.
2. Settings > Accounts > Google > tap account name to view all items sync’d. Remove account (dropdown menu). Reboot.
3. Repeat the first step including the reboot.
4. Settings > Accounts > Add an account > Google. Existing (button) and select the account you previously removed. Reboot.
5. Wait a little, the problem apps should restore and begin their downloads to sync or update.
6. For some reason other Google apps remained a problem including Maps. Repeat the Clear data steps for these and the Google Services Framework. Remove Google account again. Select the existing account again.
7. Everything should now mostly be back to normal. Locations in Maps were all still there, but downloaded maps were gone.

My wife's phone...
Anyone know why she should be getting this message for the likes of Google chrome, drive, play books, search, etc, etc... clearly, it can't be true!
I have her bootloader unlocked, rooted, running xposed with a couple of modules, and a tweaked kernel (ziddey's USB-OTG tweak).
Any help would be greatly appreciated as I can't get any of these apps to update!

Possibly need to update Google services , that said I have never came across or seen anyone come across this problem.
Sent from my Nexus 4 using XDA Premium 4 mobile app
Yeah, I'm completely baffled. No one else with ziddey's kernel tweak is complaining about this, so I'm hesitant to suspect it.
Cleared cache and dalvick, fixed permissions, cleared data on the play market and vpn'd into the US, still same problem.
I'm not sure how I would update Google services... isn't that something that would update automatically?

No it will not auto update, but it will usually prompt you once you update an app that needs it... there will be a "Security Update required" notification in the drop-down, if you swipe it away or don't allow it to update, Android will gladly let you but your apps will not function properly that require the update. The current version installed can be found in Settings-Apps-All- Google Play Services and should be 4.3.25 (1117461-036) as of this posting
It will also not allow you to search or find it in your Apps list in the Play Store without the direct link, so here it is: https://play.google.com/store/apps/details?id=com.google.android.gms
Hope that helps, because otherwise a factory default might be in order, and if the problem still persists, reflashing stock images could be required.

I guess I'll have to flash back to stock - no idea why this is still happening...
I tried sideloading the latest Google Play Services, it worked, but still the "you're device isn't compatible..." error appears for many apps. Then I tried deleting accounts, clearing cache and dalvick, fixing permissions, then re-adding accounts. Same. Then I tried sideloading the latest updates of a couple of google apps (books and drive) - it worked, but still the error message in the Play Store.
Oh well. I guess that's that.
Did you modify the screen resolution? if so that could be why you are receiving that error. I experienced that with my Galaxy Nexus. If you keep resolution stock it shouldn't display that message unless for whatever reason the app truly isn't compatible with the phone.
Ive had this issie with certain apps that i KNOW are compatible with my phone. Whenever i get this error, i just use an alternate source, like blackmart, or googling the app you want to download and download it from somewhere besides google play.
Then again, since you are running a lot of custom things, you may want to try starting over from stock, not customizing anything, then try downloading those apps and seeing if your still getting that error.
Thanks, but the apps most definitely are compatible with the phone. They're Google apps on a nexus phone! And they're already installed (either stock or via the market, with no errors).
I'm aware that I can sideload the apps and have done do so successfully with a couple of them, but that really defeats the convenience of automatic updates, especially seeing as it's my wife's phone.
I will, when I have time, try factory restoring or flashing stock and going from there. The mods I'm using are fairly minor, but I suppose something, somewhere must have gotten screwed up.
Oh well, thanks for all the help anyway.

If your rooted, download lucky patcher, and theres an option to download a modded google play store. Have no idea if this will help with your issue, but its just an idea if wanna wanna give it a shot.

He already has the apps installed, that's not the issue, these are even stock Google apps saying they are incompatible after successfully installed. Unfortunately this is probably a wipe and reinstall situation now.

or he should watch at the build.prop or there is something edited or need to wipe data from google playstore or there is some xposed module which is causing it I don't know but if you edited a lot on that custom rom with kernel and like that backup it first don't go immediately to stock or else it was just wasted time for you. It could also be your dpi but I don't think that's it also wipe cache in recovery that might work.
I'm sure this will work for you.
Open Settings app → Tap on Apps → Look for the Google Play Store and tap on it → Press on three-dots at the right corner and Tap on Uninstall updates → Tap on Ok to confirm
That's it!

Master necromancer!

Google play services are not available on this device, why not?

So I'm trying to run this app on my tablet, which I've already purchased on my note 5, but I keep getting this error when I open the app.. The app is called MHD Flasher N54, it's a tuning app for my car which on my phone I purchased some in-app stuff and it should recognize this on my tablet but it doesn't.
Any help?
Thanks in advance

Check to make sure Google play services is up to date. Go into settings > application manager > all (it might be called applications or manage applications). Click Google play services; if the version number starts with anything other than 8.7.03, play services needs to be updated. Even if it is up to date, you should try clearing cache and data. If it is not up to date, download from here and make absolutely certain you're getting the right variation: http://www.apkmirror.com/apk/google-inc/google-play-services/google-play-services-8-7-03-release/
Just to be sure, you should also try checking the same things with Google play store (ie is it up to date, version 6.0.5 or newer, and try clearing cache and data). If all that doesn't solve it, you should consider a more drastic solution: factory reset, then immediately install official firmware with Odin
I did uninstall updates and reinstall them for google play services, but I didn't check the play store yet, I'll give it a check and report back.. And yeah I'm not concerned if I have to factory reset it so worse case scenario I'll give that a shot, just hoped there was an easier fix.. thanks again..

If you want to avoid the reset, I forgot to recommend trying to install a gapps package. You'd need a custom recovery; if you don't have one already I can show you exactly which one you'd need if you don't mind telling me your tablets model number (settings > about device > device model). I recommend opengapps because they have up to date gapps packages compatible with all devices running any version of android KitKat or newer (4.4 +) plus if you read this: https://github.com/opengapps/opengapps/wiki/Advanced-Features-and-Options you can tell the stock gapps package exactly which Google apps to install or not install (to system which in my opinion makes an app run smoother than installing as a use app) as well as exactly which stock Samsung apps to remove and which to keep
