This is always down to personal preferences, and for me this means Carbon ROM.
It has all the customizations that I want, and it's pretty snappy.

On stock Jb and ics on the Gnex, I remember being able to adjust the brightness by sliding forward or backward on the status bar.. For the Nexus 4 did they remove this? Or do we have to enable it somehow ?

This was never a feature in stock. Custom rooms like cm10 and aokp had this feature

It is. I think its samsung phones that have it. It works on the exhibit II and GSII stock as well.

What's a rom that's pretty close to stock but has performance options built into the launcher and has an option to show weather on lockscreen.

Umm, you can get chronus clock for any ROM. I've never seen a launcher with built in performance settings. I have seen a settings.apk with built in performance. But it was built into CM and ROMs based on CM.

Hi,
No, not yet for the official AOKP rom (about for un different wallpaper for the lockscreen). Others rom AOKP based like Vanilla Rootbox can.

You CAN do that but simply not with the stock locksreen. On Custom ROMs it is more like a basic change in lockscreen.
You can use a Locker app as WidgetLocker or LockBot etc.etc.
Solution
On stock ROM you can but you just need to be rooted and xposed framework to be installed on your device! Try xbalst tools which is an amazing module available for download for free in the xposed framework and there are a number of options available in xlocky option in Xblast tools!
Xposed gravitybox module offers this.

CM10.1 has the option to do so yes. So CM10.1 based roms should have it too.

on the CM rom you can find this setting under Settings->Sound->Volume rocker music controls

You can buy the eXperience Pro app. It will let you control music with volume. The only thing is that you have to be rooted.

I know "Best ROM" threads aren't allowed. All I am looking for is a ROM with the following:
1. Has DSP Manager
2. Has ROM Control
3. Has customizable navbar buttons
4. Is a 4.3 based ROM.
I am currently using the latest CM10.2 nightly and all is well except ROM control.
