For those that want to tether but don't want to pay your carrier for it...
Root is required.
1) Download your favorite SQL editor. I use SQLite Editor.
2) Open and grant root access.
3) Scroll down and find Settings Storage
4) Choose settings.db (duh)
5) Go down to line 65 and change the value for entitlement check from 1 to 0.
6) Reboot.
7) Profit.
Historically this has stuck through updates as the databases don't change when you update.

Use the native tether (via Settings) once you've updated the DB.

No need to buy SQLite Editor
For those who don't want to pay for the SQLite Editor app, you can still gain wifi tethering/hotspot with this free alternative.
1. Download the free apps aShell and aSQLiteManager from Play Store.
2. Launch aShell, check the "Root" box, then hit "File Explorer" button.
3. Browse to /data/data/com.motorola.android.providers.settings/databases, and open up settings.db with aSQLiteManager.
4. Now choose the "settings" table, hit "Data" button.
5. "PgDn" until you see "65. entitlement_check" and change that value from 1 to 0.
You're done! Restart and wifi tethering/hotspot will work now.

Yeah it's annoying to have that. I also found foxfi to have random drops in connection so streaming or gaming was affected. The stock app is much more stable with connection.
Yeah. I was thinking Foxfi too til I realized it cripples touchless control due to forcing a lock screen. Then root came and I didn't care anymore

Is there an app out there that can show what is currently using wifi on the Nexus 7? I just picked up my tablet and I noticed that there is wifi activiy and I would like an app that shows what exactly is using the connection since I don't have anything running that should be having a constant connection? So kind of like a firewall but without the need to block programs. I just want to see what is using the connection

The notification bar does not tell me what process is using the internet. The wifi icon just shows network activity. I want to know what is causing that network activity
Oh, my bad man. I thought you needed to know which network you are on. Sorry about that. In fact I've been looking for something like that too.
You could always try using the data usage feature in your settings to see what might be doing it. Go to it, wait a minute or so and then refresh it. Whatever numbers have changed in that time are the culprits.
Afterwards I'd recommend Droidwall if you actually do want to block certain apps from the internet. Assuming you're rooted that is.

All the methods I've tried either don't work or no longer are available. Are there any current methods that work? AT&T tells me it would cost me $50/mo and I'd lose my unlimited data plan because tethering somehow doesn't work on unlimited data plans "square peg in a round hole" they tell me. Of course they couldn't explain why it wouldnt work nor could they explain why the tether feature is nearly double my unlimted plan cost.

on stock u can replace their wifi verification file (TetheringProvision.apk) with a hacked one "root required" or u can put practically any compatible rom on your phone and they work great. i recommend option b personally. i tried goldeneye and never looked back.
I am rooted but I'm not comfy with SS yet which is why I havent flashed a ROM yet. I used to use barnicle but I think its no longer available. So my best met is to use a costom ROM?

ss wont break your phone as long as you dont touch your stock rom with it. i never had great success with the hacked provision file, it worked, but not great. i get ridiculous speed and stability on a rom. or u can get a saw and square that hole out to fit the peg.
I'm on a rooted, stock phone and use ES File Explorer to allow me to Wifi tether. Works perfectly for me.

With wifi off, you open ES File Explorer, then browse to Tools - Net Manager. Tap on "Create a hotspot network". It will then show you the name of the network and password. Connect to it, and you are good to go.

This worked for my att s4
Dl the tether app here http://downloadandroidrom.com/file/GalaxyS4/SGH-i337/tether
Then dl root browser off the play store
After you dl the tether app open root browser and go to system /app
Then you will see a tether apk file
Press and rename the. Apk to. Bak.
Then go to your download folder via root browser and look for the tether app you dl.
Press copy and then go back to system/app and paste it.
Reboot
Start the tether app and enjoy..

I was able to get the other method to work. When the att message pops up all I have to do is hit the home button...guess it bypasses the "you can't do this" message.

Just wanted to put this out there since I haven't seen anyone talking about it yet.
I was working with a friends ATT Note 3. I rooted it for him and then began working on modding the native hotspot. When I went to make the smali edits I saw that they were already there. So I fired up the hotspot and it worked. I am assuming this is also true if you are completely stock unrooted but didn't check first.
So if you have not rooted yet please test your hotspot and let us know the results. If you are rooted then the hotspot is definitely open.

did however install
tetheringprovision.apk (followed galaxy s4 instructions)

That is odd. Maybe his account is messed up. Because he swears he never paid for the hotspot. But the mod which makes the native hotspot work on Sprint devices is already included in the rooted system, again didn't verify the non rooted system. So not sure what is up.

Hotspot works with NO ROOT
I'm on the 2gig limit mobile share plan. This plan comes with Hotspot, so no root needed.

When you turn on your hotspot, if you get a message to call at&t, just press the home button (don't press ok). This should work for you, as it worked for me and many others. And the guy on the previous page that said "press the hinge button", he ment the home button.

For those that are having issues, try using the toggle WiFi hotspot widget https://play.google.com/store/apps/details?id=com.fattin.togglewidget.hotspot
Just add the widget to your home screen and use it to turn on the hotspot, wait for the error message and hit the home button.

I'm using Foxfi (free) on an Unrooted Note 3.
Perhaps it isn't necessary, seeming from the conversation here?
Either way, despite the annoying ATT message, it works flawlessly. =D

Tried this widget and native tethering works with ATT. No need to freeze Tethering Provision, no need for FoxFi. Just install the widget as stated by mm3th and place on your home screen. Then press it, once the "call 611" comes up, hit the home button. You can even configure it without a problem.

Confirmed. Works and is so simple to activate and configure. Changed my network name to "click here for virus"
Wifi hotspot should work out of the box if you have any mobile share plan. The only group of people who will need any type of third party mode will be those with the grandfathered unlimited. AT&T does not allow hotspot on the unlimited.
Try barnacle wireless tether for root user's

That would be Verizon Protect.. You can disable it, or download Titanium Backup and Remove it from your phone....

In Titanium Backup look for something that says Verizon and shows that Shield. Select and uninstall. Believe mine was called that, but I don't know why yours wouldn't be the same. You can also in the interim go into your apps on your phone and find that Icon and long hold, App Info, and Turn Off until you find the App to force Uninstall on TiBu
Got this from the G2 thread so I take no credit. Just tried it out and it works 100% thought I'd share.
What you'll need:
Root
Root explorer (or something similar)
SQLite editor
1. Activate the hot spot initially in the user interface settings, once it rejects to turn on the hotspot.
2. In root explorer goto data>data>com.android.provider.settings>system>databases>settings.db>systen
3. Press search button then type tether
4. Tap on tether_entitlement_check_state goto the value and edit to 0. Save then reboot phone.

It also depends if sprint uses the hot spot provision apk (or whatever they might call it). If they do you can use xposed and x tether to get around it by freezing the provision apk with titanium back up and installing xposed frame work that the x tether module. Below is how they did it for the Galaxy S5.

It all depends on how they tether. If they use an app to verify tether then no but if it's a simple number value ran against their systems like how AT&T is then yes. If you have tibu I'd do a search in there for the word tether and see if they use an app to verify you

Hmm. There's an app called "com.lge.mobilehotspot.ui 1.0" so I'm guessing that's the verification app you spoke of.

No I don't believe that's it. I think thats part of your interface to turn hot spot on and off. Its an apk that you're looking for. They're usually have the name hotspot or tether in them.
I believe I saw a thread that was for Verizon models that tells you steps on how to do this hack
