It is now possible to be rooted and still locked and on the newest .79 update which will prevent bootloader from ever being unlocked. This makes me think kexec. Is it possible to install safestrap in this configuration or does safestrap require unlocked bootloader? If safestrap can be installed how does a user know which roms can work in safestrap? Some roms require a kernel other than the one in .79 (in fact I think they all do). Can you even install and run a rom from safestrap that requires a different kernel than the system rom? Thanks.

You are correct and Version 8 is the most recent. There is a sticky for it in the developer section if you need.

Yep, the ability to install JB... Dual boot I believe and the ability to flash bootloaders using CWM instead of your PC...
Ive noticed there are multiple boot loaders for the A500 verses the A100..I unlocked the bootloader and put on a cutom recovery CWM and havent messed with it since.. is that possible with this device or does each rom need a specific bootloader? Or will this V8 be the only time I mess with the bootloader?
I'm already on CM 10.1 and v8 of the bootloader so no update needed I guess.

All ICS and JB ROMs will work with V8. Honeycomb however will not. So to answer your question, yes after install V8 you shouldn't ever have to mess with it again.

V8 is the custom bootloader. If you go by the sticky in the developer section for installing V8 you will install a recovery as part of the process. You are given the option of which to install, they are TWRP, Thors or pubA50 recovery.

I stupidly accepted the latest 78 update and am now stuck with a locked bootloader. I'm working on rooting my phone now (thanks to the guys @ http://forum.xda-developers.com/showthread.php?t=2379833) but am left with a question... can I load a custom ROM, say CM10.1, with just root?
Is there any utility out there to unlock the bootloader, or a way for me to downgrade from the current baseband I'm at now?

No. You need to be unlocked so you can install a custom recovery. That being said, you may be able to unlock the bootloader if you can root it.

I did get the phone eventually rooted. I found an old thread that showed how you can use SafeStrap (basically a wrapper around the original stock ROM) to install other custom ROMs with... is this a safe bet? I still have a locked bootloader as I took the new update... tried motopocalypse and it came up with the error code -11.

The thing about Safestrap is it don't flash the kernel when you try to flash a 4.2.2 rom so when you try to flash it keeps your stock kernel with a custom rom and it don't work out well
Flashing stock based ROMs with ss is fine though it's how we used to do it haha

Why can't i install any kitkat kernel on any kitkat rom mainly AOKP and Paranoid.?Only thing i can guess is the fact that both roms will only install on a @blastagator modified jellybean boot-loader and not a kitkat boot-loader same with Paranoid lollipop.But back on subject i need some help ty.

AOSP and Stock use different kernels, if that is what you are having an issue with. They are not interchangeable.

So just to clarify in laymen terms,cause this is my first phone with an unlocked bootloader. In order to install a kernel, the kernel has to be compatible with the bootloader. This I already know. However my main problem is why AOKP and Paranoid KK roms won't install on using a KK bootloader. I can only install these two KK roms mentioned above with the JB bootloader only. This is what I don't understand.

Bootloader doesn't really matter as long as the hack you are using supports the bootloader. Our bootloader is locked, they just use bugs to get around the lock. Different BLs have different exploits available.
You could probably install those ROMs, you would just have to make sure the proper hack is applied first.
I recently aquired a bone stock AT&T S4 (SGH-i337, Baseband: I337UCUAMF3), and I would like to install CM13 on it.
Can I follow the instructions laid out in Cyanogenmod website (https://wiki.cyanogenmod.org/w/Install_CM_for_jflteatt)
or should I follow the ~20 step process laid out here (http://forum.xda-developers.com/galaxy-s4-att/general/how-to-installed-custom-lollipop-rom-t3135396)

But is SafeStrap a possibility? I hear it also means I'll be able to install only restricted set of custom ROMs. I might just give up
With a locked bootloader, custom ROMs are limited to TW-based stock ROMs.
How exactly do I go at getting a recovery now? I've tried installing twrp ,cwm, philz, and safestrap. The I337 I've heard has a locked bootloader though I find this hard to believe for all the custom ROMs. I heard others often experience "System software not authorized by ATT has been found on your phone". Help would not be taken for granted.
If the phone is running a 4.3 or newer bootloader, the bootloader is locked and can only use safestrap to flash custom ROMs.
There are many custom ROMs (there are different versions of the s4 and some of these custom ROMs may be unified builds for the 9505, 9515, i337m, etc.) but only those custom ROMs that can be flashed with safestrap can be flashed to an AT&T s4 with a locked bootloader.

If you're on Android 4.3 or higher then you can only use safe strap and boot touch wiz roms as your bootloader is locked and patched. If you're on Android 4.2.2 or below, you can install TWRP and boot other custom roms like AOSP and Cyanogen mod as the bootloader is locked, but not patched and can take advantage of the loki doki exploit to bypass the lock.

I have 2 phones. One 4.2.2 another 5.0.1. Is there a way I can update with twrp or another custom bootloader and then update to 5.0.1 (not through OTA). Which one should I use? Thank you.
There is no such thing as a custom bootloader for the att s4.

I'm still somewhat interested, even with safestrap. The bootloader cannot be unlocked. OTA update wouldn't be possible as it checks the recovery. I'm interested in ROMs and nandroids.

Is your 5.0.1 one on the OC2 bootloader? It then can only boot touch wiz roms. Golden eye rom and thor rom are good and both can be booted in safe strap which is the only recovery it can use. Your 4.2.2 phone is on the MDL bootloader right? If so use towel root to root it if not already root then install loki doki then install TWRP. After that pick a kernel and boot whatever rom you want...touch wiz, CM, AOSP, etc.

The bootloader lock can only be bypassed with the loki doki tool on the MDL and MDB firmwares. If you're on any other firmware then you're stuck with using safe srap as the bypass exploit was patched in the MK3 bootloader OTA update I believe.
